The Trump administration asked the Supreme Court on Monday to put on hold a federal appeals court ruling from last week that narrowed the scope of the travel ban as it applies to a certain class of refugees.In a brief filed with the Supreme Court, Justice Department lawyers said that a three-judge panel from the 9th US Circuit Court of Appeals was wrong to exempt those refugees who have a contractual commitment from resettlement organizations.In a one-sentence order issued Monday afternoon, Justice Anthony Kennedy -- who has jurisdiction over the 9th circuit -- granted the government a temporary stay until Tuesday in order to give the challengers time to respond to the government's petition.The travel ban bars people from Iran, Libya, Somalia, Sudan, Syria and Yemen from entering the US.Last week, the lower court narrowed the scope of the travel ban for extended family members such as grandparents and refugees.In his filing, acting Solicitor General Jeff Wall said DOJ was only asking for a stay for the lower court ruling as it applies to the refugees. Wall said the administration has already been allowing in close family members, but allowing in the refugees would "upend the status quo and do far greater harm to the national interest."The issue of the scope of the ban has been playing out in the lower courts, but the Supreme Court is set to hear the larger issues concerning the merits of the case on October 11. 1442

The Tampa Police Department is searching for a young man who was caught on camera doing a skateboard trick across a custom-painted car in Ybor City.A spokesperson for the police department said the case is being investigated as a felony criminal mischief. Detectives would like to speak with Dalton Newbury as a person of interest. According to those who have shared the video that's getting thousands of shares on Facebook, it was originally posted to Instagram by the skateboarder himself. The Woolsey Fire is 100 percent contained, according to the most recent update from Cal Fire.The fire burned 96,949 acres across Los Angeles County and Ventura County. Three people died in the fire and three firefighters were injured. More than 1,500 structures were destroyed and 341 were damaged.The cause of the fire is still under investigation. New imagery from NASA shows a dark scar from the deadly and destructive fire, which burned near Malibu, California. The damage the fire left is still being assessed.NASA's Terra satellite was able to capture this new view of the damage through a false-color image from its Advanced Spaceborne Thermal Emission and Reflection Radiometer.The burnt areas are brown; unburned vegetation is green. The summer of 2020 has been one marred by civil unrest in the U.S. Since the death of George Floyd at the hands of police on Memorial Day weekend, thousands of protests have taken place across the country calling for police reform and an end to systemic racism.While some of those protests have resulted in burned buildings and looted businesses, a non-profit group reports that the overwhelming majority of Black Lives Matter protests in 2020 have been peaceful.According to a report from the Armed Conflict Location and Event Data Project (ACLED), there were nearly 8,000 demonstrations linked to the Black Lives Matter movement between May 26 and Aug. 22 — 93% of which were peaceful.The ACLED, which sources information via reports from the media, reports from government and non-government agencies as well as targeted social media reports, says that Black Lives Matter protests took place in more than 2,000 locations — including in all 50 states — between late May and August. Most places that saw protests that devolved into riots also saw several other peaceful demonstrations.The organization also notes that in places where riots were widespread, like Portland, that the vandalism was limited to the span of a few square blocks.The ACLED's findings contradict the findings of pollsters, who report that as many as 42% of Americans believe most Black Lives Matter activists are "trying to incite violence or destroy property." The ACLED believes that disparity comes from "biased media framing" stemming from "disproportionate coverage of violent demonstrations."And while BLM demonstrations have been largely peaceful, the ACLED reports that local governments have disproportionately responded with force. About 1 in 10 BLM protests were met with government intervention — a 6% increase when comparing government intervention in all other demonstrations. In half of those interventions, police used tear gas, rubber bullets, pepper spray or batons while attempting to force protesters to disperse.While not the case in every violent protest, the ACLED reports that some riots were instigated by "agents provocateurs," or outside infiltrators. For example, a man with an umbrella who committed early acts of vandalism in Minneapolis has since been linked to Hells Angels.The Black Lives Matter protests have also sparked a conversation about statues dedicated to Confederate leaders or those with colonialist or slave-owning pasts. The ACLED found 38 instances in which protesters toppled such statues, though local governments across the country have peacefully removed dozens of similar monuments on their own.The ACLED aggregates data from political conflicts around the world. The World Health Organization announced Wednesday that a coalition of nations and organizations are contributing billion to assist poorer nations fight the coronavirus.The two biggest contributors were the United Kingdom and Canada.The WHO says the “ACT-Accelerator, which was launched just five months ago, is an unprecedented global collaboration of the world’s top international health organizations working together to accelerate the development, production, and equitable delivery of COVID-19 tests, treatments, and vaccines.”The WHO said an additional billion is needed to realize its goals of producing 2 billion vaccine doses, 245 million treatments and 500 million tests. The WHO is working with the World Bank to secure billion in funding, which has to be first ratified by its shareholders.The United States government did not contribute to the fund as the government stopped funding the WHO in April. The Bill and Melinda Gates Foundation, however, were among the organizations to contribute to the fund.“One thing I've learned studying the history of pandemics is that they create a surprising dynamic when it comes to self-interest and altruism,” Bill Gates said. “Pandemics are rare cases where a country’s instinct to help itself is tightly aligned with its instinct to help others. The self-interested thing and the altruistic thing–making sure poor nations have access to vaccines–are one and the same.”The UK contributed 1 million to help poorer nations in providing support to battle the virus.“We have a duty to ensure vaccines, treatments and tests for COVID-19 are available to all—stopping the global spread of the pandemic protects the British people and will put humanity on the road to recovery.
