SAN DIEGO (KGTV) — A decision regarding the release of a sexually violent predator into Jacumba Hot Springs has been delayed.A judge said he still needed to look at alternatives after researching the proposed home at 45612 Old Highway 80 in Jacumba Hot Springs where 60-year-old Michael Poulsom would live if released. After listening to testimony, the judge says he’s not ready to make a decision about whether to grant his petition to be released from a mental hospital.Poulsom was convicted on three separate occasions, including twice in San Diego, for sex crimes involving children. He was sentenced to 15 years in prison in 1995, but committed to a state hospital as a SVP, a designation for sthose convicted of a sexually violent offense and diagnosed with a mental disorder. In Poulsom's case, he was diagnosed with pedophilia disorder.He has since petitioned for his release into a conditional release program for sex offenders. She says there has to be other areas he can go."Where are the other 700 places they checked out. I question that and I question if they checked out over 700," Jacob said.This hearing comes just after the court of appeals threw out a judge’s decision that would have freed the man known as the “Bolder than Most Rapist,” Alvin Quarles. Quarles was charged in more than 50 rapes, robberies, and burglaries in the 80s. SAN DIEGO (KGTV) – A child suffered severe injuries from a pit bull attack Monday in Logan Heights.The child was bitten on Irving Avenue around 2:30 p.m., according to the San Diego Police Department.Paramedics took the child to Rady Children’s Hospital to be treated for head lacerations and a possible puncture to the eye.20-month-old “Ookie” the pit bull was impounded by Animal Control officers. The dog was relinquished for euthanasia by its owner.According to the infant's adult sister, the 2-month-old has a cracked cranium and possibly a punctured eye socket. Witnesses say group was in the backyard when the dog licked then bit the infant's face. The owner of the dog reportedly had to pry the dog's jaw off the baby.  745

SAN DIEGO (KGTV) -- A female sea lion Monday wandered onto the streets of Point Loma, prompting spectators to gather and springing a rescue team into action.According to a passerby, the sea lion was spotted in the middle of Garrison Street around 4 p.m.According to crews, the sea lion would’ve had to cross Rosecrans Street to get to Garrison. Rescuers from SeaWorld responded to the scene, adding that the sea lion appears health and at a normal body weight, but they’ll need to further examine her to learn more.SeaWorld also said it’s unusual for a sea lion to wander that far away from the bay, but the animals have been found on porches, inside hotels and on driveways. 683

SAN DIEGO (CNS) - Voters will decide whether a controversial North County housing development goes forward, the Board of Supervisors decided Tuesday.After a public hearing, the board voted 4-0 -- Ron Roberts was absent -- to place the Newland Sierra project on the March 3, 2020, ballot. The board's action came two months after a Sept. 26 vote amending several provisions in the county general plan that allowed for Newland Communities to build in the Miriam Mountains area, directly west of Interstate 15 and near the cities of Escondido, San Marcos and Vista. The proposed development is in an area noted for wildlife and a tranquil ambience. The development would also feature 81,000 square feet of commercial space, a six-acre school site, 35.87 acres of public and private parks, 19.2 miles of multi- use community trails, an equestrian staging area and 1,209 acres of open space. The project would include numerous eco-friendly features, including solar panels, electric-vehicle charging stations, xeriscaping and gray-water systems, according to the developers. Opponents gathered roughly 117,000 signatures and presented their petition to the county. Rita Brandin, senior vice president and development director of Newland Communities, told the supervisors the company is confident that voters ``will embrace the plan when they hear the truth and many benefits.'' SAN DIEGO (KGTV) -- A big rig tipped over in North County Tuesday afternoon, spilling debris onto the road and forcing a hazmat team into action. According to authorities, the truck tipped over near eastbound SR-78 at Vista Village Drive just before noon. The incident caused house demolition debris and diesel from the big rig to spill all over the road. In total, about 30 gallons of diesel spilled onto the road. Crews used dirt and kitten litter to clean up the fuel. Firefighters, CHP, deputies and hazmat crews all responded to the scene. The incident caused the hours-long closure of the Vista Village overpass. At this time, it's unclear what caused the truck to tip over. The driver was uninjured.  750
