SAN DIEGO (CNS) - The UC San Diego School of Global Policy and Strategy's Center for U.S.-Mexican Studies released a report today detailing recommendations for both countries to cooperate on border security and drug trafficking policy.Chief among the report's recommendations is the creation of a joint cooperating group to help both countries reconcile their differences to achieve the best policies possible. The report also suggests the creation of a joint task force to disrupt trafficking of opioids like fentanyl.Bilateral cooperation is made difficult at the moment, according to the center, due to the divergent policy views of U.S. President Donald Trump and Mexican President Andres Manuel Lopez Obrador, who took office last December.While Lopez Obrador declared an end to the country's war on drugs in January, Trump has sought to build a wall on the U.S.-Mexico border to deter drug traffickers and violent criminals in addition to immigrants entering the country illegally."Despite these challenges, we see this as an opportunity to resume a dialogue at the highest level around bilateral security,'' said Rafael Fernandez de Castro, the center's director. "Our report offers concrete and implementable policy recommendations over the next six years of Lopez Obrador's presidency, ensuring policymakers are informed and prepared to continue cooperation efforts in a difficult phase in the bilateral relationship.''In addition to the two joint groups, the center suggested that the U.S. should improve its cooperation with and support for Mexico's newly established National Guard, its criminal justice system and community policing efforts in both countries. Lopez Obrador has repeatedly stated his intention to snuff out acts of corruption and extortion in Mexico, a measure the U.S. should assist in investigating, according to the Center for U.S.-Mexican Studies."It's critical that the two countries align their shared security interests, as the safety of Mexican and U.S. citizens and the security of both countries are intertwined,'' said Cecilia Farfan-Mendez, at postdoctoral scholar at the center.Fernandez de Castro, Farfan-Mendez and former U.S. Ambassador to Mexico Earl Wayne presented their report to the Brookings Institution in Washington, D.C., last month. SAN DIEGO (KGTV) — A Descanso woman whose power was cut during last week's Red Flag warning was surprised to receive a utility estimate showing an increase in power use.Cheryl Erpelding's power was taken away for parts of both Oct. 30 and Oct. 31, when SDG&E was trying to prevent a wildfire from igniting and spreading. Still, she got an estimate from SDG&E showing that she used the most power during the parts of those two days when the power was on. "If you're going to email me how much I'm using, why don't you email me a better guess," Erpelding said. RELATED: Homeowners with solar heated about SDG&E proposal to raise minimum billErpelding's weekly estimate showed she used 31 kilowatt hours on Oct. 31, and 26 kilowatt hours on Oct. 30. On other days of the week, her usage ranged from 16 to 24 kilowatt hours.SDG&E says the reason for this is Erpelding is a solar customer. The estimate she received reflects her net usage, which usually reflects credit for her putting power back into the grid. That reduces her net usage significantly. During the public safety power shutoffs, she did not put power back into the grid, but still used power during parts of the day it was on. SAN DIEGO (KGTV) - A former La Jolla restaurant owner convicted of raping multiple women was sentenced on Tuesday to 40 years in prison.On a live stream to the courtroom while sitting in jail, Daniel Dorado was read his term after several women gave their victim impact statements.The former owner of Voce Del Mare was found guilty last December on 20 counts related to rape and sexual assault of four victims who were unconscious and intoxicated. ABC10 News broke the story two years ago when he was charged with drugging and raping women, sometimes at his restaurant.Fighting back tears on Tuesday, one victim described her trauma from meeting Dorado after answering an ad on Craigslist for a hostess position. "Years after the assault, I still don't feel safe going to job interviews in-person, alone. I don't feel safe to do outdoor activities alone. I can't tolerate being around men. Not even family," she stated."He is an evil individual," said another woman who added, "I simply went on a date with him and ended up getting sexually assaulted by him for hours in a hotel room where I was unconscious."One woman who was named as a victim defended Dorado on Tuesday and said that she was even friends with him. She accused detectives of manipulating her to testify against her will and appear confused about a possible assault. She told the judge, "Your honor, Mr. Dorado never raped me. I never went to the police. I never filed a police report. In fact, I declined a restraining order against Mr. Dorado and I told detectives that I did not want to press charges."Dorado addressed the courtroom and denied any wrongdoing. He added, "I have spoken the truth since the very first day that this all began. I did not skip town. I did not make faces to the accusers. I am still in shock by what has happened." He maintains his innocence and has said that every sexual encounter was consensual."The total term of imprisonment is 40 years. I don't mind saying [that] I believe this is the maximum I can impose under the law," the judge told the courtroom. SAN DIEGO (KGTV) - A gray whale spotted frolicking in shallow waters attracted dolphins and a crowd of swimmers and surfers in the ocean off Mission Beach Wednesday. Lifeguards got a call about the whale possible tangled in fishing line about noon, an official said. A lifeguard who swam toward the whale to investigate determined it was free.The gray whale was young, possibly a year and a half old, whale watcher and photographer Domenic Biagini told 10News. Gray whales are starting to migrate north from Mexico during the spring. There is a good chance San Diegans will see more mothers and juvenile whales closer to shore, Biagini says, because the shallow waters keep the whales safe from orcas. "It's some of the most exciting times for us as professional whale watchers to see these animals, but it's also when we see the most conflicts with these animals coming in with people," said Biagini.Sky10 was above the whale as a group of surfers and swimmers approached it near Mission Beach, coming close to the giant mammal.Biagini warns that can be extremely dangerous for humans and can also stress the animal."These gray whales, despite not being the largest of the great whales we see out here, they can still get 50 feet long and weigh up to 80,000 pounds, so you're talking very large animals. All it takes is one flick of the tail and you have a catastrophic accident. And moms are naturally protective of their young," said Biagini. If the animal(s) are approaching you, cautiously move out of the way and avoid abrupt course changes. DO NOT approach from the front or from behind.IF your vessel is not in compliance with the 100 yards approach guideline (#1), place engine in neutral and allow animals to pass.PAY ATTENTION and move away, slowly and cautiously at the first sign of disturbance or agitation from any animal.STAY on the OFFSHORE side of the whales when traveling close to shore.ALWAYS avoid going through groups of porpoises or dolphins and hold course and reduce speed gradually to discourage bow or stern-riding.LIMIT your viewing time to 30 minutes or less. SAN DIEGO (KGTV) - 10News sat down exclusively with Father Joe Carroll to talk about his legacy and fight against homelessness.He got involved with the homeless in San Diego in 1982. "The bishop called me in his office told me, the next day he's going to appoint me head of St. Vincent de Paul and my job was to build a shelter."Immediately assigned as the guy to find a solution to the problem, "When I first started, I'd be writing letters, 'please help me, please help me' and I'd get stacks back, 'no, no, no'."Despite dealing with rejection and other challenges early on, Father Joe has remained committed to fighting homelessness for decades. As Father Joe says, "the rest is history."He remembers ten years ago when he first recognized the problem of homelessness was growing. "We ignored it and we ignored it and had all these crazy ideas which I still think they have, so, I still think it's not reachable for a few more decades."Father Joe may be retired but he's still involved weekly in the fight against homelessness.As he watches the City of San Diego continue to try and solve the problems, he tells 10News, "housing is not the answer to homelessness."He says, instead, the answer is rehabilitation.After decades of fighting homelessness, Father Joe says the answers come from the individuals themselves, "slowly but surely I learned you had to talk to the homeless first to know what you're doing."While he's more removed from Father Joe's Villages since retirement, he still talks with the homeless community daily."Everyday I get out of here, I shake hands with people who are success stories, and that's what makes me want to do more." 1663
