BEIJING, Jan. 25 (Xinhua) -- China's 11 government departments have jointly released a guideline outlining major measures to lessen noise pollution amid rising noise disputes and complaints, the Ministry of Environmental Protection said Tuesday.The ministry's spokesperson, Tao Detian, said Tuesday the country saw rising complaints about noise pollution, which has caused an increasingly negative impact on the living environment in recent years.The 26-article guideline focuses on addressing noise pollution in fields including industry, construction, traffic and people's daily lives.Further, the regulation bans businesses from using acoustic instruments outdoors to lure customers.Also, heavy noise polluters are banned from entering industrial parks, according to the guideline.Moreover, motor vehicles should strictly observe speed limits, traffic restrictions and use of auto horns around "noise-sensitive buildings" such as hospitals, schools, government organs, scientific research institutions and residential buildings, it said.According to the guideline, government departments would also impose higher fines on noise polluters and collect fees for "discharges of excessive noise," in accordance with law.The newly issued document calls on various government agencies, such as the ministries on environmental protection, science and technology, public security, finance, housing, transportation and railways, to make coordinated efforts to curb pollution.Further, government organs could launch regular inspection campaigns in major cities, it said.According to the guideline, government agencies will set up a system to examine sound-proof qualities of civilian buildings and provide a list of major noise pollution sources by the end of this year.Also, the guideline ordered major cities to establish an automatic noise monitoring system and to equip each city in the country with at least one noise display screen by the end of 2011.

SEOUL, April 12 (Xinhua) -- South Korea has downgraded its alert level for foot-and-mouth disease (FMD) one notch as the disease has practically come to an end, the Ministry for Food, Agriculture, Forestry and Fisheries said Tuesday.The ministry said that it lowered the alert level from "orange" to "yellow," the second-lowest status in the four-tiered alert system, as no additional burial of livestock has occurred in three weeks after the last case in Hongseong, South Chungcheong Province, on March 21.The country dropped the alert level from the highest level of " red" to "orange" on March 24.The highly contagious animal disease, first confirmed on Nov. 29, has forced the country to cull more than 3.47 million livestock, mostly pigs and cattle, resulting in losses of 3 trillion won (2.6 billion U.S. dollars).The ministry, meanwhile, said that 670 animal quarantine experts will continue to decontaminate livestock farms once every week and keep close watch to see if any animals become sick.

He is considered as the right-hand man of Apple CEO Steve Jobs and has been with Jobs since they developed the original Macintosh. When Jobs was forced to resign from Apple in 1985, Tribble followed Jobs and co-founded another computer company NeXT Computer. BEIJING, Jan. 30 (Xinhua) -- As of Jan. 28, 77.4 million mu (5.16 million acres) of crops had been harmed by the ongoing drought, and 2.57 million people were faced with drinking water shortages in China, the national drought control authorities said Sunday.Local governments of the affected regions must make efforts to monitor drought conditions, speed up the building of water projects, increase drought-fighting material reserves and grant subsidies to the drought-stricken population, said officials at a meeting attended by Chen Lei, deputy head of the Office of State Flood Control and Drought Relief Headquarters (SFDH).The National Meteorological Center (NMC) forecast the drought to worsen in the next two months, saying Sunday that the drought-hit north China and regions along the Yellow and Huaihe rivers would receive little rain or snow in February and March.Chen, also minister of water resources, stressed the importance of drought relief efforts, guaranteeing agricultural production and ensuring drinking water safety for boosting consumers' confidence, controlling consumer prices and inflation and maintaining economic growth.Since last Autumn when the drought began, local authorities have assigned 9.55 million people and 2.15 million sets of drought-fighting machineries to draw 8.2 billion cubic meters of water to irrigate 110 million mu of crop land.

BEIJING, March 19 (Xinhua) -- Radiation leaks following explosions at the Fukushima Daiichi nuclear power plant in Japan will not affect China's environment and the health of its citizens during the next three days, authorities said Saturday.China's National Nuclear Emergency Coordination Committee made the announcement based upon analyses of environmental monitoring, meteorological forecasts, and ocean currents.The Beijing-based Regional Specialized Meteorological Center, which is affiliated with the World Meteorological Organization, issued its forecast on Saturday afternoon, saying that the radioactive leakages in Japan would not affect China over the next three days.The country's State Oceanic Administration on Saturday announced that no abnormalities were detected in terms of atmospheric radiation over the East China Sea, the northern part of the South China Sea, and the central and northern regions of the Yellow Sea.The administration predicts that the ocean currents near Fukushima would mainly travel eastward from Japan over the next three days.Furthermore, the country's Ministry of Environmental Protection announced that China's environment remains normal based upon the monitoring of radiation levels.
