NEW YORK (AP) — Pacific Gas & Electric says its equipment may have ignited the 2018 Camp Fire, which killed 86 people and destroyed an entire town in Northern California.The embattled utility, which filed for bankruptcy protection in January, said Thursday it's taking a .5 billion charge for claims connected to the Camp Fire in its fourth quarter earnings.The cause of the Camp Fire, the deadliest in California history, is still under investigation. But firefighters located the start of the fire near a tower on PG&E's Caribou-Palermo transmission line. PG&E says that transmission line lost power right before the fire and was later found to be damaged."We recognize that more must be done to adapt to and address the increasing threat of wildfires and extreme weather in order to keep our customers and communities safe," said John Simon, interim CEO of PG&E, in a statement. "We are taking action now on important safety and maintenance measures identified through our accelerated and enhanced safety inspections and will continue to keep our regulators, customers and investors informed of our efforts."PG&E also recorded a new billion charge related to the 2017 wildfires in Northern California, saying it still estimates it is facing wildfire liabilities in excess of billion.Citing extraordinary challenges from wildfires, PG&E's management concluded the circumstances "raise substantial doubt about PG&E Corporation's and the Utility's ability to continue as going concerns."PG&E also said there was an outage and downed wires in another location, called Big Bend, that morning. New cars sold in the United States must now be outfitted with rearview cameras to try and reduce the number of deaths and injuries that happen when vehicles back over people.The federal safety requirement took effect on May 1, about four years after it was first announced by the National Highway Traffic Safety Administration."NHTSA prioritizes safety on US roads, and yesterday we reached an important milestone," said NHTSA administrator Heidi King, in a statement on Wednesday. "This technology helps drivers see behind the vehicle, which we anticipate will help save lives and prevent injuries."The rule applies to all new vehicles weighing fewer than 10,000 pounds, whether they're manufactured in the US or imported. Most models of cars, SUVs and trucks weigh less than 10,000 pounds.Most new cars are already in compliance with the rule. According to the Insurance Institute for Highway Safety, 97 percent of 2018 models have rearview cameras, compared to 8 percent in 2006.This is a victory for organizations like Consumers Union and Advocates for Highway & Auto Safety, both of which had long advocated for the requirements."This regulation by the US Department of Transportation will save lives and save consumers money," said Advocates for Highway & Auto Safety, in a statement. "No longer will consumers need to pay for a rearview camera as an expensive option."According to the most recent numbers available from the NHTSA, these types of accidents cause 210 fatalities and 15,000 injuries per year in the United States. More than 30 percent of the people who die are children younger than 5, and more than a quarter are seniors 70 or older.Consumer Reports has conducted studies, using traffic cones in place of children, showing that the use of rearview mirrors without cameras can have blind spots that range from as little as six feet behind small sedans to 44 feet or more behind full size SUVs. NEW ORLEANS — A fast-moving Zeta has weakened to a tropical storm as it barrels northeast after causing havoc along the Gulf Coast.The storm raged onshore Wednesday afternoon in the small village of Cocodrie in Louisiana as a strong Category 2 and then moved swiftly across the New Orleans area and into neighboring Mississippi.The National Hurricane Center says strong and damaging wind gusts will continue to spread well inland across portions of Alabama, Georgia, the Carolinas and Virginia on Thursday. This could cause widespread tree damage and power outages.Nearly 2 million homes were already without power across several southern states before dawn Thursday. According to the website PowerOutage.us, about 1.8 million are without power in Louisiana, Mississippi, Alabama and Georgia. Georgia has the most with more than 800,000 in the dark.Officials have made a repeated call for residents to stay inside after the storm passed and not go outside in the dark to assess damage.Throughout Thursday, NHC says heavy rainfall is expected near and in advance of Zeta in portions of the central Appalachians, Mid-Atlantic and lower to middle Ohio Valley.
