SAN DIEGO (KGTV) -- Unions were the big winners as the San Diego Airport Authority decided to require contractors to enter into a project labor agreement in a 5-3 vote. PLA’s entail that unions will not strike and the airport will in turn run all the work through labor unions. Opposition to the PLA says they are worried the project will be even more costly to accommodate union dues and that non-union local workers will be excluded from the job. “It’s completely unfair,” said Steve Stroder, who represents” [they] are being told they can’t work on a project in San Diego.” Unions say their track record of completing marquee jobs on time like the county courthouse and under budget speaks for itself. “I mean we’ve proven that we can do this work,” said Keith Maddox of the San Diego Imperial Counties Labor Council, ”our workers are local.” The vote will be made after several hours of public testimony. 916

SAN DIEGO (KGTV) - With unemployment near record lows through Labor Day, efforts are shifting from helping San Diegans get jobs to helping them land better ones.The San Diego Workforce Partnerships is teaming up with local employers to offer on-the-job training to workers so they can get certified and move up in their careers. The focus is currently on so-called middle-skill occupations, those that require something more than a high school diploma but less than a four-year degree. The state Employment Development Department says the five most in-demand middle-skill occupations in San Diego and Imperial Counties are accounting assistants, teacher assistants, medical assistants, heavy and tractor-trailer truck drivers, and nursing assistants. The EDD says there are currently 2,500 openings for those positions. The Workforce Partnership recently teamed up with First Promise Care Service in El Cajon to offer its caregivers a two- to three-month certification program to become certified nursing assistants. "It does motivate because they know they're not just going to be there," said Dyna Jones, CEO of First Promise. "There's actually a promotion. There's growth, and people are looking for something like that."Jones said caregivers who complete the program could go from earning per hour to as much as as a team lead if they stay with the company. The Workforce Partnership has a new tool for San Diegans to look up information on different jobs, what they pay, and training requirements and opportunities. SAN DIEGO (KGTV) -- Two San Diego-based Marines are under investigation after posting a video that appears to show them in "blackface."According to KPBS, Zach Highfield originally posted the video on Snapchat. Highfield's Instagram page shows him in his Marine uniform. The video shows Highfield and another man in uniform with their faces blackened. One of them is heard saying "blackface." The other man puts on his cap and salutes. At one point, one of them uses a racist slang used to describe African Americans. The video shared on social media, with many people on Twitter, saying the Marines should be kicked out of the military. Bishop Cornelius Bowser is the pastor of Charity Apostolic Church. He agrees. "It seems as though, whether it's military or someone in the community or working for a company, they should have learned by now that this is unacceptable," said Bishop Bowser. Highfield told a KPBS reporter, they were wearing charcoal masks used to clean pores. He said they didn't mean to offend anyone. 10News tried calling Highfield at the number posted on his Instagram page, but his voicemail was full and he did not respond to texts. Bishop Bowser believes the two knew exactly what they were doing. "We pay our tax dollars for them to protect and serve our country and this is not it, right there, that kind of display, that kind of character should not be allowed."
