BEIJING, July 8 (Xinhua)-- China's gross domestic product (GDP) growth in the second quarter this year is forecast to accelerate close to 7.8 percent, Goldman Sachs Asia and the Beijing-based Gaohua Securities Company said in a report Wednesday.     "The figure is above our previous forecast of 7.0 percent year on year," said Song Yu, one author of the report and Goldman Sachs Asia's economist on China's macro-economy.     According to the report, economic performance of China in June will show robust improvements, with the industrial output expected to rise about 10 percent in June from 8.9 percent in May.     Fixed asset investment in June is forecast to grow 42 percent year on year, up from 38.7 percent in May.     Exports is expected to decline 22 percent in June from a year earlier, smaller from a 26.4 percent dip in May, while imports may post a eased drop at 18.0 percent from a 25.2 percent fall in May.     The consumer price index is expected to fall 1.5 percent in June from a year ago, compared with a 1.4 percent drop in May. Producer price index would decline 7.6 percent year on year, compared with a slide of 7.2 percent in May.     Zhou Xiaochun, governor of the country's central bank, said in late June that the second quarter is expected to be better than the first, when the gross domestic product grew 6.1 percent. The National Bureau of Statistics said in June that China's GDP will grow close to eight percent in the second quarter.     China is due to release its second-quarter GDP data in mid-July.

BEIJING, June 18 (Xinhua) -- China's political advisors Thursday underlined the importance of a proactive fiscal policy and a more active employment policy to cope with the global downturn.     They offered their advice as the standing committee of the 11th Chinese People's Political Consultative Conference (CPPCC) National Committee continued its sixth meeting, which started here Tuesday.     The committee members warned of difficulties ahead, citing the worsening impact of the global slowdown, and called for more efforts from all sides to combat the situation.     They also stressed the importance of a moderately easy monetary policy, increased investment in improving living standards, and expanded coverage of social security.     Jia Qinglin, chairman of the National Committee of the CPPCC, was present at the meeting.

TIANJIN, May 8 (Xinhua) -- Chinese Vice Premier Zhang Dejiang urged enterprises to contribute to industrial growth by bringing central government's guidance of boosting domestic demand into full play.     Zhang made the remark during his visit to 13 enterprises in the machinery, light industry, petrochemical, textile, auto and other sectors as well as ports, in Tianjin Municipality from May 7 to 8.     Zhang said positive signs had been seen in the country's industrial sector, but there were still challenges ahead.     He underscored firm implementation of the central government policy to ensure economic growth, boost domestic demand and enhance industrial upgrading.     He encouraged enterprises to seek to produce products that would meet market needs and expand both domestic and international markets.     Enterprises should improve their management and push forward innovation and structural adjustment, he said.

BEIJING, July 14 (Xinhua) -- China's armed forces are raising the qualification and training levels of non-commissioned officers (NCOs) to build a professional corps with the ability to operate increasingly sophisticated weapon systems.     A reform plan unveiled by the Central Military Commission (CMC), China's top military authority, outlines the reforms which will affect the People's Liberation Army (PLA) and People's Armed Police Force (PAPF) by the end of this year.     The number of non-commissioned officers (NCO) in the PLA and PAPF would rise to almost 900,000 while the total number of personnel would remain unchanged, Yang Yangshen, an officer with the PLA's Headquarters of the General Staff, told Xinhua on Tuesday.     He said the rise would be small, but would not give the current number of NCOs.     New NCO posts would be offered to increase the strength of increasingly technology-intensive forces.     The NCOs would be given more responsibility for equipment that needed better proficiency and information skills in addition to assisting commissioned officers with basic training.     According to the plan, the PLA and PAPF would recruit more graduates with three-year college diplomas, who could better understand the operation of modern military weapons systems, rather than promote enlisted personnel.     The PLA and PAPF enlisted personnel are mainly high school graduates who finished 12 years of education.     The modernization of the PLA's weapon systems called for better qualified non-commissioned officers, said Yang.     Currently, the NCOs of the PLA and PAPF are ranked in six categories, starting from the lowest NCO level 1 up to NCO level 6.     According to the plan, the new ranks, from lowest to highest, will be corporal, sergeant, sergeant first class, master sergeant class four, master sergeant class three, master sergeant class two and master sergeant class one.     The reform also introduces a training system by which the new NCOs need to acquire technical qualifications, such as weapons repair and equipment maintenance.     All NCOs who want to be promoted will need to pass upgraded training courses and exams, according to the reform plan.     The plan mandates that the maximum service time for junior grade NCOs (corporal, sergeant) is six years and intermediate grade (sergeant first class, master sergeant class four) is eight years. The senior grade NCOs (master sergeant class three, master sergeant class two, master sergeant class one) could serve for more than 14 years.     It would also increase the basic salaries for intermediate grade NCOs and subsidies for all NCOs.     The PLA and PAPF introduced volunteer recruitment in 1978, which was the original model of the NCO system established in 1998when the revised conscription law reduced the compulsory service period of the enlisted soldiers from three to two years.

He recalled the NSO's first visit to China in 1999, saying it "left a beautiful impression to the Chinese audience."     Hu hailed the Symphony's second visit to China at the 30th anniversary of the establishment of China-U.S. diplomatic relations. He said music can help to "refine sentiment of humankind and promote communication between people's hearts of different countries."     "I believe that music from across the Pacific Ocean will enhance the mutual understanding between our two peoples and certainly write a new chapter in the long run of friendship between us," Hu said.     He also wished the performances of the NSO a great success.     In his message, Obama extended a heartfelt welcome to all those attending this performance of the NSO as it tours the People's Republic of China for the second time.     "Music has been called a universal language, " said Obama. "It has the potential to build inter-cultural bridges, forge new relationships among peoples and nations, strengthen our understanding of history and tradition, and enrich our lives and our communities."     "I believe that rich cultural and artistic exchanges like this one will help bring our peoples and our nations closer together," Obama stressed.     The NSO, founded in 1931, is an American symphony orchestra that regularly participates in events of national and international importance, including performances for ceremonial state affairs, presidential inaugurations and official holiday celebrations.     The orchestra came to China at the invitation of the Ministry of Culture. It plans to give a series of concerts in Beijing, Xi'an and Shanghai and perform the renowned works of Mendelssohn, Tchaikovsky and Wagner for the Chinese audience.
