SAN DIEGO (KGTV) - As President Trump continues his call for a wall along the U.S. border with Mexico, experts say the one already in place is doing an excellent job at deterring illegal immigration.San Diego has had some form of a "wall" for decades. On a tour in June with 10News Anchor Steve Atkinson, Rodney Scott, the Chief of the Customs and Border Protection San Diego Sector, said a lot has changed in the last 20 years."I would argue during the 90s the extreme was total lawlessness," Scott said. "The fence behind me was chain link, riddled with holes."Scott described working as an agent and watching large crowds of people gather near the fence at twilight. They would then run across en masse once it got dark."There was a green flag to come out, and they would all rush when the sun went down," he said.That started to change in the later part of the decade.In 1993, then-President Bill Clinton signed Operation Gatekeeper into law. It was one of three operations to add infrastructure and technology to the border to help curb illegal immigration. Gatekeeper led to the start of the fence that's in place now.CBP says it led to a 75% drop in illegal immigration arrests over the next few years.But Scott said he still saw people making their way across, primarily through the area of the Tijuana River Estuary."Even up until the early 2000s, if you were standing here at night you would have seen little bonfires all over this area," he said. "There were trails as wide as cars, and that was purely from foot traffic."The next wave of border security started in 2006 when President George W. Bush signed the Secure Fences Act. It called for nearly 700 miles of physical fencing along the southern border.Government numbers show the flow of illegal immigrants peaked in the U.S. in 2006, with more than 1,000,000 arrests. In 2018, that number had gone down to around 396,000."That basically started closing the border," said Dr. Alejandra Castaneda, a leading researcher on immigration and the border for El Colegio de la Frontera Norte in Tijuana."Clinton started it, but it was really the Bush administration, especially after 9/11. And then the Obama Administration simply continued that project and finished it," she said.Castaneda said the wall built during that time was meant to be imposing."I think a lot of people in the U.S. that don't live at the border don't know that there is already a wall," she said.Because of Gatekeeper and Secure Fences, right now the U.S.-Mexico border in San Diego has 12 miles of double fencing that stretches from the coast to the Otay Mesa Port of Entry. After that, there are another 43 miles of "primary" fencing into and through the mountains in the eastern part of the county.Scott said the San Diego Sector has become the blueprint for the rest of the border."I call this our proof of concept," he says. "We've proved that border security works. And this is, by far, the most secure part of the U.S. border anywhere in the country." 3000

SAN DIEGO (KGTV) – Coronavirus hospitalizations in San Diego County have doubled in the past two weeks. As cases continue to soar through the country many hospitals are being pushed to their limits.Nurses at Paradise Valley Hospital have seen some of the worst cases of COVID-19. In a new series of PSA videos, frontline workers like Rochielle Jocson are urging everyone to keep fighting.Jocson spends the night shift in the Emergency Room and Intensive Care Unit treating patients who are struggling to survive.“I get scared honestly,” said Jocson. “I don’t want to bring it home to my family.”For the past eight months, she’s suppressed exhaustion and conquered fear.“Sometimes it’s just not within your hands and you cry it out,” said Jocson. “Let it all out, take a deep breath and do it another day.”But the situation is only getting worse.In a press conference Thursday, Supervisor Nathan Fletcher says the number of COVID-related hospitalizations have doubled in the county over the last two weeks. County hospital beds are now inching towards 80% capacity.Jocson says they’re fully staffed and have enough supplies at Paradise Valley for now, but she knows the virus is unpredictable.“Resources are limited. We don’t know when the supplies are going to last,” said Jocson.She lives through the wrath of COVID every day and knows some people still aren’t listening to the warnings.“It’s heartbreaking to just see people not follow safety precautions,” said Jocson. “It’s like a punch in the gut so-to-speak to us healthcare workers.”She’s hoping to change that with a simple message.“You may be okay but the next person that you’re giving it to, will they be okay?” said Jocson.While the road ahead will still be long, there’s nowhere else she would rather be.“That’s why we keep going when at times we want to give up,” said Jocson. “Because you have that one patient that makes it worth it.”Paradise Valley Hospital tells ABC 10News their ICU is still under capacity. SAN DIEGO (KGTV) — Coaster service through San Diego County will be unavailable for two weekends this month.To give crews time to complete infrastructure improvements along the rail corridor, North County Transit District announced Coaster service from Oct. 19-20 and 26-27 would be shut down.On Fridays before the closures, southbound Amtrak R2R trains A792 and A796 will make their trips to Santa Fe Depot, but Amtrak train A590 will stop at Oceanside Transit Center.During the service shut down, Amtrak Pacific Surfliner and Metrolink will not provide service to Oceanside Transit Center. Trips on connecting buses will need an Amtrak reservation. Amtrak bus services will also need an Amtrak reservation. Rail 2 Rail passes are not eligible.Bus service connecting Coaster stations will not be available, but some passengers may have BREEZE Route 101 or MTS connections available.While no passenger rail service will operate on the corridor during these times, other vehicles and equipment will be in use. Pedestrians and drivers should still look out for equipment in the area.Service will resume on the Mondays after the closures but may experience delays up to 15 minutes. 1186

SAN DIEGO (KGTV) — As San Diegans gear up for the Fourth of July, a new Gallup Poll puts American patriotism at a nearly 20-year low.The poll blames the country's sharply polarized political climate. It found that 45 percent of those polled were "extremely proud" to be American, while 70 percent said they were "proud.""Patriotism isn't something that you can force," said David Povlick, who was visiting downtown San Diego Wednesday. "It's something that people have to feel. I think it's being forced right now, and so that makes people rebel a bit."RELATED: California among least-patriotic states in the nation, according to reportStill, the heart of the city was filled with American flags and people sporting USA apparel the day before the Fourth of July. Mike Ismail, who owns Alamo Flags in SeaPort Village, gives out thousands of free American flags for the holiday each year. Ismail said he has visited many countries around the world, making him even more proud to be an American. Ismail said the holiday is above politics. "We're all united as one, it should be all that way," he said. "Democrat, Republican, all that aside, we're all American, that's what it's all about."Gallup says 22 percent of Democrats said they were extremely proud to be American, while 76 percent of Republicans shared that sentiment. 1332
