The program started in June. Their goal is to connect homeless people with services, like getting a driver's license, food stamps, or healthcare."It's not new to the sheriff's department, but having three full time deputies assigned to the mission is new." Deputy Matthew Faddis said they accompany the myriad of service agencies on their mission into obscure parts of town known to house homeless people.Faddis said it was to ensure the social workers, nurses and other workers' safety, and make them feel comfortable to do their job.Deputy Faddis said the department is working to help more people, "starting out doing this about once a week, we hope to expand that and eventually get the full time team doing this every single day."In Spring Valley, 10News walked with the team down into a concrete canal covered in graffiti. The couple they spoke with was given Hep A shots, hand sanitizer, water, and set up with a ride to get to an office where they can get set up for services tomorrow."If you don't have skills to communicate, if you don't have skills to be there on time, you get a stigma of, 'oh people don't care, there just going through my file anyway,' it doesn't matter." Kristin Kerrick said that's part of the reason why homeless people don't want to talk with the team. She said they are also scared.She's lived out of her car for the past year working to regain stability."There's a place in La Mesa that accepts Section 8 and I qualify, so it's really exciting, it's been so long, it's been a really long time so I'm really thankful," Kerrick said smiling ear to ear.Once under a roof for six months, she said she can try to get her four kids back, "we can see if they are already adopted out, or if they can break through the adoption, and go get the kids back, because I'm able to provide for them now and I'm under a program and she'll talk to me about that so not yet."Stories like hers, fueling the HART team forward. 2135

(KGTV) - The FBI joined the case of a part-time San Diego resident and tourist found murdered on vacation in the Caribbean in October.Rick Kuhnla says his family was told Monday morning that the FBI entered into an agreement for a joint investigation into the murder of his mother Marie Kuhnla, 62.Nearly two months later, the grief is still raw."At work, I will be going through the day sometimes and it will hit me: I'm not going to see my mom again. It's almost like a panic. It's horrible," said Rick Kuhnla.In mid-October, Marie Kuhnla set off on a girls trip to a Club Med resort in Turks and Caicos with two friends and fellow public defenders in New York. A few days into their trip, Marie went to her room to take a nap and wasn't heard from again. Her body was discovered in bushes on the edge of the resort days later. Royal Turks and Caicos Island Police told her family she was strangled, but Kuhnla says they've relayed to them little else."We haven't been given an autopsy report ... that was completed two weeks after her body was discovered. We don't know the time of death," said Kuhnla.Also upsetting for Kuhnla: it took 34 days to ship her body back, despite initial promises it would only be a few days."Because of how it was embalmed, it decayed a lot," said Kuhnla.That prevented family from have their own autopsy conducted and even viewing her body."It was heartbreaking and feeling disrespected ... makes me feel distrusting of the investigation," said Kuhnla.Kuhnla said his family has had concerns from the beginning. He says on the first night his mother's friends noticed her missing, police declined to search because it was dark out. According to Kuhnla, his family is now more hopeful with the FBI joining the probe. "I feel good about the FBI's involvement. I just want answers. She spent her life fighting for justice for those who couldn't afford it themselves. She deserves every effort to be made to get justice for her," said Kuhnla.In a statement, a Royal Turks and Caicos Island Police spokesperson says the family has been given "updates regarding all relevant information" but declined to comment further. 10News also reached out to the FBI but haven't heard back. 2236

SOLANA BEACH, Calif. (KGTV) -- A city of Solana Beach plan to redevelop part of the City Hall parking lot into affordable housing didn't generate any interest from developers. The city says not one builder responded to the request for proposals it issued last spring to build 19 affordable units on the City Hall property, which is across the street from its exclusive coastal bluffs. Solana Beach Mayor David Zito said it's hard to pinpoint why no developers were interested since none applied. "Projects that include affordable units can be more challenging to deal with due to potential local resistance," Zito said. "This provides an initial barrier that simply needs to be overcome. Developers would typically want the possibility of a greater return in order to take on additional risk and these types of projects typically provide less return."Zito added another issue was the requirement to keep the public parking at City Hall, which raised costs. Solana Beach, with a rent that averages more than ,000 a month, currently has zero affordable housing units. The coastal city approved a 10-unit complex down the block from City Hall in 2014. It survived a lengthy legal challenge but still has not broken ground largely due to funding. That has left many workers who have jobs in the city's restaurants, hotels and quaint shops to commute from far away, or to live in groups nearby."In my complex there's like four people living in a condo," said Mary Lou Bottino, who has lived in Solana Beach for more than 20 years. Sixteen Idaho residents have been indicted on charges stemming from two federal investigations –- one, involving the large-scale manufacturing and sale of counterfeit cell phones, and the other, a cocaine, heroin and methamphetamine ring, according to a Thursday morning announcement by the U.S. Attorney’s Office.On Wednesday, federal agents and municipal police raided 12 homes, one warehouse, one business and a church in relation to the counterfeit phone investigation.At a press conference in Boise, U.S. Attorney Bart Davis said the fake phones involved the multi-million-dollar counterfeit scheme were manufactured in Hong Kong, then repackaged and distributed from the Boise area.
