SAN DIEGO (KGTV) — San Diego County has recorded its first case of measles of the year. The case was confirmed in an 11-month-old resident who had recently traveled to the Philippines, according to county health officials.Officials said the infant was unimmunized and is currently hospitalized and added others may have been exposed at the following locations: Kaiser Permanente Otay Mesa Medical Office Pediatric Clinic (4650 Palm Ave.) on July 29 from 6 to 9 p.m., Aug. 4 from 8:30 a.m. to 12:30 p.m. and Aug. 5 from 4:45 p.m. to 9:30 p.m.Kaiser Permanente Otay Mesa Medical Office Urgent Care and Pharmacy (4650 Palm Ave.) on Aug. 4 from 8:30 a.m. to 12:30 p.m.Kaiser Permanente San Diego Medical Center (9455 Clairemont Mesa Blvd.) on Aug. 5 from 8 to 10 p.m.County Health and Human Services is currently working with Kaiser Permanente to identify those who may have been exposed to determine if they are at risk.“Measles is a very contagious disease that can be spread easily by coughing, sneezing or being in the same room with an infected person,” Wilma Wooten, County public health officer, said. “Anyone who was at any of these specific locations at the dates and times listed above should watch for symptoms and call their health care provider if they show any signs of the disease.”Measles developed seven to 21 days after exposure. Early symptom include fever, cough, runny nose, and red eyes. A distinctive red rash usually appears one to four days after early symptoms appear. The rash typically begins on the face and head then spreads downward and outward.A person is considered contagious four days before the rash appears.Anyone with symptoms is asked to call their doctor’s office in before visiting directly.Complications from measles are more common in children younger than 5 years old and adults 20 years and older, though the risk is higher with children. Complications include diarrhea, ear infections, and pneumonia. In severe instances, death can occur.Since there is no treatment for measles, the best course is generally bed rest, fluids, and fever control medication. SAN DIEGO (KGTV) - San Diego businessman Doug Manchester has suggestions about how to help the people of the Bahamas recover from Hurricane Dorian. “It's devastation. It's beyond all anything that anybody can imagine. The aerial pictures don't do it justice on how much devastation there really is,” Manchester told 10News Thursday. Manchester loaded his plane with supplies and went to work on the island nation with relief organizers. “When this happened, I wanted to go down there as a private citizen to see all I could do to help,” Manchester said. Rebuilding is going to be a long and expensive process but Manchester believes it will happen. “It's going to cost billions, so every little bit helps,” said Manchester. Manchester, who has a long history in the Bahamas, was nominated to be the ambassador by President Trump. The nomination has been on hold for more than a year. “It's political, but hopefully that will see itself through in the next couple months because I can do a lot more as an ambassador than I can as a private citizen." Manchester hopes San Diegans will be generous in their donations to the Bahamas whether it’s through his charitable foundation or another aid group. 1205

SAN DIEGO (KGTV) – Record-breaking Santa Ana winds are impacting communities throughout the county. Shutoffs forced closures in seven districts including Alpine, Dehesa, Lakeside, Poway, and Cajon Valley.In Mira Mesa, winds toppled a tent that one restaurant had set up for outdoor dining. The owner of Golden Island Dim Sum and Asian Cuisine was left cleaning up the mangled mess Thursday morning in hopes of welcoming customers back later that day.In Julian, employees at the Villa Chardonnay Horses with Wings sent out a plea for help after their power was shut off.They have about 350 animals on their property including horses and dogs. Without a generator, they say they can’t give their animals any water.“We need electricity to pump the wells,” said Cindy Montgomery. “I've got a generator in the back of this car right now but it's a small one that will suffice for now, but we need an industrial size generator.”Montgomery says they have a solar-powered unit as a backup but it isn’t working.“There are no generators anywhere,” said colleague Billie Feldman. “We need an industrial size generator. Any help that we can get please let us know please contact us as soon as possible.”SDG&E says these are some of the strongest winds they’ve seen since they began installing their network of weather stations nearly a decade ago. SAN DIEGO (KGTV) -- San Diego is one of the least affordable cities for renters, according to a new report by WalletHub. The new report looked at 182 cities around the United States and ranked them based on rental affordability and quality of life. According to the report, San Diego is the 177th least affordable place to rent out of the 182 cities. Only five cities in the U.S., most of them in California, are less affordable than San Diego. Those cities are Santa Ana, Santa Rosa, Bridgeport, Connecticut, Oceanside, California and Hialeah, Florida. However, when it comes to quality of life, San Diego placed 2nd, only topped by Scottsdale, Arizona. Overall, America’s Finest City placed 44th on the list. Although San Diego is expensive, it may be more affordable to buy a home than rent is some areas. A new report found that it is actually more affordable to buy than it is to rent in Chula Vista. SAN DIEGO (KGTV) - San Diego city leaders met Monday to look for new ways to tackle homelessness. Several departments and organizations gave presentations to a committee, lead by Councilmember Chris Ward.The Select Committee on Homelessness met to discuss how to create new employment opportunities for homeless and how to get them into the existing rapid-rehousing programs. They also discussed a new program that would house all homeless services in one location.The San Diego Police Department provided an overview of their new Neighborhood Policing division. They say they are working to provide outreach, mental health services, and enforcement when needed.San Diego residents spoke during the public comment portion of the meeting, thanking the committee for their work but asking them to do more.Several other agencies also had presentations, providing updates on the temporary bridge shelters and the homeless storage facilities.The Select Committee on Homelessness meets one to two times a month. 1013
