PHOENIX (KNXV/KGTV) - A small plane that crashed on a Phoenix street Monday morning -- killing both passengers  -- was just sold from a pilot in Solana Beach.The victims have been identified as 54 year-old Theodore Rich and 49 year-old Elaine Carpenter. FAA officials said the aircraft involved is a single-engine, home-built Acroduster. The plane went down in the intersection of 7th St. and Deer Valley Dr., near an FBI field office, at around 6:50 a.m. local time.One eyewitness said he saw the plane go down. At first he thought it was aerobatics, but after seeing the plane heading straight for the ground, he knew something was wrong. Video from the scene showed emergency crews working around debris in the roadway near several damaged cars. Police told media on scene the vehicles had substantial damage but no one on the ground was hurt.10News reporter Lauren Davis talked to Avi Maltzman, the Solana Beach man who just sold the plane to Rich this weekend. Maltzman said he flew with Rich for several touch-and-goes and described Rich as an experienced pilot. Maltzman said Rich even called him from Arizona just to let him know he made it home safely. “He impressed me very well with his flight skills. He did good eight or nine landings. He was comfortable and I felt comfortable with him," said Maltzman.Maltzman said the plane was built by professionally in Santa Barbara in 1993. Maltzman bought the plane in 2011 and said it was in great condition. Those who knew Rich said flying was his passion. They said Rich died doing what he loved.    1614

People all across San Diego are breaking the law to ease parking problems in congested neighborhoods. They're either painting over red curbs to add spaces, or they're adding red paint to the curbs near their driveways to keep people from blocking them in.Either way, it's illegal and the city deals with hundreds of complaints each year on its Get it Done website and app. City officials say it's most common in neighborhoods like Hillcrest, Pacific Beach and North Park, where the population is dense, and parking spots are at a premium.San Diego Municipal Code 82.14 says "No person shall paint or otherwise mark any curb, sidewalk or street surface without first complying with the requirements of this code." Although city officials say it's tough to enforce because it's hard to prove who painted the curb. The San Diego Police Department wasn't able to provide 10News with details on what the penalties could be.An SDPD Spokesman did say anyone who gets a ticket for parking in a red zone that may be illegal can appeal the citation here.In 2017, the city dealt with 222 reports of illegally painted curbs on the Get it Done website. They try to respond to all of them. Already in 2018, there have been more than a dozen. PINE VALLEY, Calif. (KGTV) -- A woman was arrested Wednesday for reportedly trying to smuggle 160 packages of methamphetamine with her kids in the car. According to Border Patrol, the woman was traveling through the Interstate 8 checkpoint when agents used a K-9 to sniff the vehicle. The woman was sent to a secondary inspection for further examination after a K-9 alerted agents. After searching through the vehicle, agents found bundles of meth hidden in the rear cargo area, rear bumper, center console and all four doors as well at the vehicle’s spare tire. The woman, a 32-year-old U.S. citizen, was arrested and her minor children released to family members. The incident comes one day after another woman was arrested in East County for reportedly trying to smuggle methamphetamine with her 6-year-old son in the car. “This is the second event this week where drug smugglers used children as a diversion,” said San Diego Sector Chief Patrol Agent Douglas Harrison. “I am proud of our agents’ dedication. PHILADELPHIA (AP) — Bill Cosby's lawyers are arguing in a new appeals filing that it was “fundamentally unfair” to let prosecutors use Cosby's damaging deposition from a sex accuser's lawsuit against him at trial. The filing made Tuesday largely focuses on what Cosby believes was a binding promise from a district attorney that he wouldn't be charged in the case. A spokeswoman for the Montgomery County district attorney's office isn't commenting but says prosecutors will file a response within a month. PASADENA, Calif. (AP) — The city of Pasadena has kept outdoor dining open despite Los Angeles County restricting restaurants to takeout to reduce the spread of the coronavirus. A surge of COVID-19 cases last week in the nation’s most populous county led to a three-week end to outdoor dining and then a broader stay-home order that took effect Monday. Officials in the city famous for its Rose Parade said they chose more aggressive enforcement because Pasadena is smaller than other cities in the county and can more closely monitor its 600 restaurants.
