LOS ANGELES (AP) — California’s plan to safely reopen its economy will begin to require counties to bring down coronavirus infection rates in disadvantaged communities that have been harder hit by the pandemic. The complex new rules announced late Wednesday set in place an “equity metric.” It will force larger counties to control the spread of COVID-19 in areas where Black, Latino and Pacific Islander groups have suffered a disproportionate share of the cases because of a variety of socioeconomic factors. The equity measure will require that positive test rates in its most disadvantaged neighborhoods, where rates are often much higher, do not significantly lag behind the county overall.Health officials in San Diego, Orange and San Francisco counties said they already have been targeting vulnerable communities with testing for the virus, providing interpreters and taking other measures to address inequality.Supporters of a more rapid reopening criticized the measure. 988

LOS ANGELES (AP) — A former business manager of Stan Lee was arrested Saturday on elder abuse charges involving the late comic book legend.Keya Morgan was taken into custody in Arizona on an outstanding arrest warrant after being charged by Los Angeles County prosecutors earlier this month.Morgan faces felony charges including theft, embezzlement, forgery or fraud against an elder adult, and false imprisonment of an elder adult. A misdemeanor count also alleges elder abuse.Authorities say Morgan sought to capitalize on the Marvel Comic mastermind's wealth and exert influence over Lee even though he had no authority to act on his behalf.Police say Morgan pocketed more than 2,000 from autograph signing sessions Lee did in May 2018. Authorities say Morgan at one point also took Lee from his Hollywood Hills home to a Beverly Hills condominium "where Morgan had more control over Lee."Lee's daughter said in a request for a restraining order last year that Morgan was manipulating the mentally declining Lee, preventing him from seeing family and friends, and trying to take control of his money and business affairs.Attorney Alex Kessel has said Morgan has never abused or taken advantage of Lee. Kessel said in an email on Saturday that he had been in contact with prosecutors to arrange for Morgan to surrender on Tuesday."It is unfortunate that the DA and police did not honor our commitment to surrender next week and arrested him," Kessel said in an email.Lee died in November at the age of 95.Morgan's bail has been set at 0,000. He will eventually be extradited to Los Angeles to face the charges. 1626

LOS ANGELES (CNS) - Funeral services were pending Tuesday for veteran stage, screen and TV actress Conchata Ferrell, perhaps best remembered for her role as Charlie Sheen's sharp-witted housekeeper Berta on the long-running sitcom "Two and a Half Men.""She was a beautiful human," her "Two and a Half Men" co-star Jon Cryer wrote on his Twitter page. "Berta's gruff exterior was an invention of the writers. Chatty's warmth and vulnerability were her real strengths. I'm crying for the woman I'll miss, and the joy she brought so many."... I'm glad that I absolutely knew how fortunate I was to share a stage with her," he wrote. "I treasured every moment and will continue to until we meet again. I have a feeling she'll call me 'Zippy."'Sheen tweeted, "An absolute sweetheart, a consummate pro, a genuine friend, a shocking and painful loss. Berta, your housekeeping was a tad suspect, your `people' keeping was perfect."Ferrell, 77, died Monday, surrounded by family at Sherman Oaks Hospital, the celebrity news website Deadline reported.Ferrell had been hospitalized since May. TMZ reported in July that she had fallen ill and wound up spending a month in intensive care, eventually suffering cardiac arrest that left her on a ventilator and unable to communicate. She was ultimately transferred to a long-term care facility, with her husband, Arnie Anderson, telling the website the family was hoping for the best.A native of West Virginia, Ferrell had an award-winning stage career before moving on to films and television. She earned a pair of Emmy nominations for her work on "Two and a Half Men." She was also nominated for her work on "L.A. Law."She appeared in a series of notable films, including the classics "Network" and "Mystic Pizza," along with "Erin Brockovich" and "Edward Scissorhands."On the small screen, she appeared in a string of shows dating back to the mid-1970s, including "Maude," "B.J. and the Bear," "Hearts Afire," "Teen Angel," "Buffy the Vampire Slayer," "Touched by an Angel" and most recently "The Ranch."She is survived by her husband and daughter, Samantha. 2104

LOS ANGELES (AP) — A judge in California has ordered immediate testing of all detainees and staff at an immigration detention center where COVID-19 was spreading for weeks while officials refused to test for the virus. The Los Angeles Times reports federal District Court Judge Vince Chhabria ordered the U.S. Immigration and Customs Enforcement agency to conduct quick-result testing of everyone in the Mesa Verde ICE Processing Facility in Bakersfield. Chhabria’s order followed results Friday showing nearly half of the detainees tested earlier in the week were positive. A public defender says initial results from quick tests Saturday found 11 more positive cases. 677

LONDON (AP) — St. Bernards are known for helping to rescue distressed travelers in the mountains, but on Sunday the tables were turned in northern England. Sixteen volunteers from the Wasdale mountain rescue team took turn carrying Daisy, a 121-pound (55 kilogram) St Bernard, from England’s highest peak, Scafell Pike. The mountain rescue team spent nearly five hours rescuing Daisy, who had collapsed while descending the mountain on Friday evening. Rescue workers say she was displaying signs of pain in her rear legs and was refusing to move. They administered some pain relief, adjusted their stretcher to be more dog-friendly and packed a few treats to help settle her down. Daisy is now recovering from her ordeal. With their sense of direction and resistance to cold, St. Bernards have been saving people in the mountains since the 18th century, according to the Smithsonian Magazine. 899
