SAN DIEGO (KGTV) -- Police are searching for a suspect they say hit a man with his car before leaving the scene in North Park. According to police, the suspect was driving without his headlights on near the 3800 block of 30th Street around 1:30 a.m.After the victim yelled at the suspect for not having his lights on, the two got into an argument before the victim walked away.When the victim was crossing 30th Street, police say the suspect hit the 30-year-old man with his car.The man was taken to the hospital with non-life threatening injuries.Police located the vehicle used in the incident on the 4000 block of Meade Avenue, but the suspect wasn’t inside. 674

SAN DIEGO (KGTV) — More San Diego college students will be moving back to campus this weekend, as San Diego State grapples with trying to reduce its cases more than three weeks after its fall semester began.When SDSU started moving students back onto campus at the end of August, COVID-19 testing wasn't mandatory. Since Aug. 24, SDSU's cases on and off campus have climbed to 721 confirmed cases and 28 probable cases as of Wednesday.SDSU is now requiring testing for any students living on campus.RELATED: Petition calls for SDSU tuition and campus fee partial refundOther local universities are planning to require testing as well.Dr. Robert Schooley with UC San Diego says students will begin a staggered move-in process starting this weekend."We have appointments for all of them to arrive at a certain time they'll be tested as they arrive before they move into the dorm," Schooley told ABC 10News anchor Lindsey Pena.UCSD is expecting several thousands of students to move back to campus this fall. SAN DIEGO (KGTV) - People who live near Mini Square Park in City Heights are fed up with what they say is a rise in crime and noise. They're calling for a curfew to be imposed at the park from 9 pm - 5 am."Every rule that's posted here is broken all day long and mostly all night long," says one woman who asked 10News not to identify her because she feels unsafe in her home next to the park. "I can get practically high from the marijuana that comes into my window cause it overlooks the park. The noise becomes just unbearable at times."The park opened in 2014, on 43rd Street in between Polk and University Avenue. Sitting between a senior center, an apartment complex and a health clinic, It was designed as a way to give adults in the community a gathering place.Instead, neighbors say it's been overrun with crime and drugs.A search of the website crimemapping.com shows 148 crimes reported within 1000 feet of the park over the last six months. That includes 21 stolen cars, 19 assaults and 16 robberies.It's gotten to the point where some people say they're afraid to walk by it, especially at night."Of course I would like to be in this park, to spend my free time there," says Isaac Musaazi, who lives in the apartment complex next door. "But I can't because of the people who are there."A community meeting to discuss a curfew and how to enforce it is scheduled for Thursday with the Community Parks Committee. SAN DIEGO (KGTV) - Mortgage brokers spent the past week calling and emailing clients around San Diego, telling people it's time to buy."Whenever I see a rate dip like that, my first reaction is to call everyone as fast as I can," says Broker Scott Davenport. "I try to get a hold of as many people that have been on that fence to jump on it as quickly as they can."The frenzy started when mortgage rates dropped .22% on March 27, to 4.06% on a 30-year fixed rate mortgage.It was the biggest single-week rate drop in more than a decade.RELATED: San Diego among top hot housing markets for 2019, Zillow reports"That could mean a savings of hundreds of dollars per month," says Davenport. "Or even hundreds of thousands of dollars over the course of a 30 year mortgage."Analysts say the drop came after the Federal Reserve said it was worried about the economy slowing down. It caused concern among investors, which led to good news for buyers."It's not gonna last," says Davenport. "You never know where the market's going to go. I expect rates to stay low through the summer, but at the same time, I don't expect them to stay low for long."Rates hit historic lows in 2012, around 3%, after the recession and housing bubble burst. Davenport says he doesn't see conditions that would create rates that low any time soon. That's why he's telling people to take advantage of the current rate near 4% now.He says anyone thinking of buying, or of refinancing a mortgage should get in touch with their broker now."Have the numbers run. It's something we do all the time," he says. "We can see if there's a benefit for a refinance with it, with the rate drop for you right now.
