SAN DIEGO (KGTV) - Starting Sunday night and going until May 30, construction crews will close either northbound or southbound lanes of I-5 overnight to begin construction of the Mid-Coast Trolley.Drivers will see heavy equipment and machinery on the freeway, and residents can expect to hear loud construction noise during the closures.The project will start with a large support column for the trolley bridge in the freeway center divider.The trolley is being built to extend the Blue Line eleven miles north from the Old Town Transit Center to University City, running through Mission Bay Park, the VA Medical Center, UC San Diego and Westfield University Town Center Mall.The Mid-Coast Trolley is expected to start running in fall 2021. 748

SAN DIEGO (KGTV) — SeaWorld San Diego welcomed two dolphin calves into the world within 12 hours of each other this week.The two bottlenose dolphin calves, born Wednesday at 3:50 p.m. and Thursday at 1:14 a.m., and their mothers are doing well, swimming together and bonding, the theme park said in a release.The dolphins have yet to be named.One of the calves was born to Malibu, a 21-year-old dolphin who gave birth at the park in 2009 to a dolphin named Kali, who remains at the park. The other, 16-year-old Maggie, is becoming a mother for the first time."As with any animal birth, the first few days are critical. SeaWorld veterinarians will monitor the mothers and babies around the clock, documenting respirations and nursing frequency," SeaWorld said. SAN DIEGO (KGTV) - San Diego State University warned students Monday about a man who exposed himself to a person at a campus parking structure. The incident happened just after noon Sunday at Parking 1, 5300 College Blvd., SDSU officials said. “The suspect began touching himself inappropriately and then fled northbound toward Alvarado Road,” according to a news release. University officials said the man is in his mid-20s, and Hispanic with dark hair and a tan complexion. He is around 5’7” to 5’8” with an average build. SAN DIEGO (KGTV) — San Diego's LGBT community center, The Center, says it will not allow armed, uniformed officers at its facility or events.The announcement comes less than a week after San Diego Pride said it would not allow law enforcement to participate in the parade or events.The Center's Board of Directors voted that starting Tuesday, armed, uniformed law enforcement officers will not be allowed at the facility or future events unless its a last resort or true emergency, according to CEO Cara Dessert.RELATED: San Diego Pride: No law enforcement agency contingents in Parade, Festival"This is not about good or bad individual law enforcement officers, but rather a systemic problem in law enforcement that devalues Black lives and creates an environment in which our Black community does not feel welcomed, and in fact strikes fear and trauma," Dessert wrote, in part. SAN DIEGO (KGTV) — San Diego's shifting real-estate market could mean new opportunities for entry-level home buyers.A new study from realestate.com says the rate of appreciation for homes at the lower third of the price range are appreciating at 2.2 percent annually. That's a large drop off from the 10.4 percent price growth those homes saw from 2017 to 2018. “Those homes, priced in the bottom third of the market, have been appreciating the fastest and have seen the least inventory in recent years and price cuts are becoming more common as the balance between buyers and sellers is trending toward evening out," said Skylar Olsen, director of economic research for Zillow Group, which owns realestate.com "That’s not a huge surprise, as annual home-value appreciation has been well above historic norms for some time, and was due to slow back toward normal.”The typical entry level home in San Diego County is now worth 4,500. That's still a hefty price for San Diego renters who are paying an average of about ,000 a month and struggling to save for a down payment. Still, down payment assistance programs are available through the County and San Diego Housing Commission. Additionally, potential buyers can qualify for an F.H.A. loan with as little as 3.5 percent down. And Veterans can buy homes with nothing down through a V.A. loan. Carlos Espinoza and his wife Esther are buying a two-bedroom condo in Rancho Penasquitos for 9,000, the full asking price. They put 12 percent down, which they accumulated by increasing contributions to Carlos's 401(K), then borrowing from that fund. "Save as much as you can, even though sometimes you may feel like it's not enough," Carlos said. "The American Dream is alive again."Rich Kushner, a realtor with Burke Real Estate Consultants, said the most important thing an entry level buyer can do is get pre-approved for a loan. That will cause a seller to take an offer more seriously."Everything's negotiable when you write a contract, but you're going to have a stronger offer if you have a pre-approval letter," Kushner said. Realestate.com says inventory of entry level homes is up 21 percent annually in San Diego. Still, challenges remain.
