SAN YSIDRO, Calif. (KGTV) -- The new Mexican president is hoping a new deal with three Central American leaders will stop or slow the flow of migrants seeking asylum in the United States. Andres Manuel Lopez-Obrador signed the new deal within hours of taking office. The deal with Guatemala, El Salvador, and Honduras, promises to create a fund that would fight poverty, create jobs and make sure migrants feel safe in their home countries. It will also create a re-integration program for those traveling with the caravan who wish to go back.University of San Diego professor, Ev Meade, says this deal looks good on paper but no one will know for sure until more specifics are released. Professor Meade has been traveling to Tijuana to meet and speak with the migrants. He says most leave because of instability. "What I hear from a lot of people is indirect effects of violence, so it's someone that might say I can't afford to feed my family but when you start asking them questions about what they do, the business that they worked for, why they were laid off, the violence is always there. It might be one degree, two degrees, three degrees of separation but the violence is always there," says Meade. It is still unclear how much funding will go towards those Central American countries but Meade says it will be years before we see the effects of the deal. SCOTTSDALE, Arizona — From pre-made salads and sandwiches to ready-to-make meal kits and online ordering, the grocery store has become a conveyor belt of innovation the last few years.It’s time to throw another piece into the basket — driverless delivery. Kroger, the Cincinnati, Ohio-based grocery chain that operates Fry’s Food Stores, announced Thursday, Aug. 16, that it will begin testing its driverless delivery program in Scottsdale, Arizona. In June, the company said it was exploring the program and had partnered with Nuro, a company founded in 2016 that makes unmanned vehicles, but had not named where they would be tested.Now we know where.Starting Thursday, the program will only be available to those living in the 85257 zip code and within two miles of the Fry’s grocery store at 7770 E. McDowell Road in Scottsdale (near Scottsdale and North Hayden Roads).Here are a few things you need to know:WHAT IS IT?Forget going to the grocery store and walking the aisles to grab the milk, eggs and cheese. Under the test program, customers will be able to order their groceries via the Fry's Food Store app and website and have them delivered to their home by one of Nuro’s ten unmanned Toyota Prius vehicles.Each vehicle will deliver the groceries to a home’s curbside and can deliver up to 15 bags of groceries, said Pam Giannonatti, corporate affairs manager with Kroger.HOW SAFE IS IT?“Safety is Nuro’s top priority. SAN ONOFRE (CNS) - The California Coastal Commission voted 10-0 in a special meeting Thursday to approve an inspection and maintenance program allowing Southern California Edison to store spent nuclear fuel in a storage site at the San Onofre Nuclear Generating Station.The program outlines actions SCE will take to inspect the canisters that contain spent nuclear fuel, as well as how potential issues with the canisters will be remedied.Robotic devices will be used to inspect the canisters and site conditions will be simulated on a test canister, which will be observed for potential degradation. Two spent fuel storage canisters will be inspected every five years starting in 2024, and the test canister will be inspected every two to three years.Canister flaws will be repaired by applying a nickel-based metallic spray, and the presence of flaws may result in increased canister inspection frequency and an increase in the number of canisters inspected.The inspection and maintenance program was also reviewed by the engineering consulting firm LPI, which provided recommendations that included the increase in canister inspections should flaws arise.Nearly 3.6 million pounds of spent nuclear fuel are stored at the plant, which stopped producing electricity in 2012.Concerns remain over the plant's proximity to the ocean and the potential for the site to be affected by rising sea levels, tsunami inundation, seismic hazards.By 2035, the commission may look to relocate the canisters to another site, although no such location is available, according to a commission report.The report states that though the commission "has consistently voiced its concern that there is no permanent or long-term repository for spent nuclear fuel from SONGS or the other nuclear power plants along the California coast," no such repository has been identified by the federal government, necessitating storage on-site at SONGS and many other nuclear power plants across the country.The inspection and maintenance program is designed to ensure the canisters "will remain in a physical condition sufficient to allow both on- site transfer and off-site transport," should such a site become available. 2198
