(KGTV) - Income taxes on military pension is pushing a lot of people out of California. A new study proves that taking those taxes away would actually help both veterans and the state. For the people who served their country, it's tough to make it in California. "My wife just retired," said Matthew Schillingburg. "I just retired and so we're all on disposable income right now."He served in the army for more than 20 years. When his income is taxed by the state it can be hard to get by. "The thing that’s really holding us here, this community right here in San Diego that we grew up and love so much, our kids and our grandkids here," Schillingburg added.He joins 1.8 million military veterans who live in California. Many of them are looking to leave the state for more affordable areas where their pension won't take a hit. Assembly Bill 2394 is trying to change that. "If we can eliminate that, that helps us have more disposable income and we can consume more in the community that we love so much," said Schillingburg.According to a new study, if veterans were exempt from state taxes there would be big changes by the year 2025. More than 12,000 jobs would be added to the economy, along with 0 million in total personal income, million in state and local taxes and billion in total business sales. The bill is currently in committee. (KGTV) — California is taking its time before issuing guidance to allow the state's theme parks to reopen during the coronavirus pandemic.Wednesday, Gov. Gavin Newsom said the state was not planning to issue such guidance soon, despite reports last week that rules that would allow the shuttered locations to reopen would be issued soon.Disney Chairman Bob Iger recently left the state's economic recovery task force, an early indication that business leaders for the industry could be at odds with the state over reopening. According to the Associated Press, Erin Guerrero, executive director of the California Attractions and Parks Association, said amusement park leaders wanted changes to a proposed draft they reviewed this month."There’s disagreements in terms of opening a major theme park. We’re going to let science and data make that determination," Newsom said, adding that he wasn't "surprised at all" that Iger left.Newsom said the state is continuing to work with the industry and would approach theme parks with a "health-first" framework, but was not in a hurry to release rules."We are going to be led by a health-first framework and we’re going to be stubborn about it," Newsom said. "That’s our commitment — that’s our resolve. We feel there’s no hurry putting out guidelines."He added that working to put out appropriate rules would depend on local data."It’s very complex. These are like small cities, small communities, small towns. (KGTV) -- As more states across the country issue "stay at home" orders and closing down schools to curb the spread of Coronavirus, Virginia police are warning families to keep a closer eye on their children's social media habits.Virginia police investigators say they have identified two teenagers caught in a social media video purportedly coughing on grocery store customers and produce.The Purcellville Police Department said the teens admitted to their involvement in the video, but investigators determined that the teens did not cough or spit on customers nor produce"The investigation concluded the teenagers were getting close to other patrons and coughing into their own sleeves, while filming it on their phones," police said.Due to the age of the minors involved, no names or video footage was released. (KGTV) - Experts from the San Diego Zoo have been sent to Madagascar to help care for nearly 11,000 tortoises discovered in a massive poaching bust.The April 10 discovery by local police found the tortoises covering virtually every room in the raided home. The animals did not have access to food or water.Since the discovery, hundreds of the tortoises had died from dehydration and illness.RELATED: Tortoise with broken shell recovering after surgeryAuthorities believe the 10,976 tortoises discovered were part of illegal pet trading and planned for shipment to Asia. There, tortoises shells are highly prized, officials said.San Diego Zoo officials will help supply medical supplies, administer care, and general assistance, according to the zoo."Unfortunately we have had a number of situations in recent years where our staff has been called upon to assist animals that have been caught up in wildlife trafficking,” Kim Lovich, curator of reptiles at San Diego Zoo, said. "This is an overwhelming situation, where we recognize that every individual we save may make the difference between this species’ long-term survival and its extinction. We have to help."Crews are working to relocate the surviving tortoises to SOPTOM-Villages des Tortues, a 17-acre private wildlife facility in Ifaty, for further care.Zoo officials say radiated tortoise populations have declined more than 80 percent in the last 30 years.
