HAIKOU, Oct. 7 (Xinhua) -- More than 130,000 people were evacuated after more than 550 villages were submerged by floods by Wednesday afternoon in southern China's island province of Hainan, local authorities said late Wednesday. The torrential rains are the heaviest in Hainan since 1961, a spokesman for the provincial government said.Water levels at five reservoirs are now in danger of crossing their limits because of heavy rains across the island. Rescuers are working to reinforce them, the official added. The floods have damaged two highways, two national routes, eight provincial routes along with several other roads. So far, no casualties have been reported among tourists, the official said.Torrential rains have battered many areas of Hainan for six days. Several cities, including the provincial capital of Haikou and the beach resort of Sanya, have also suffered flooding. The four cities of Qionghai, Wanning, Ding'an and Haikou were most seriously hit. Parts of the island received an average 324.7 mm of rainfall.Hainan Island is a famous tropical tourist resort and attracts millions of visitors every year. However, tourist numbers were reported to be down by nearly 50 percent Wednesday, the sixth day of the one-week holiday celebrating National Day on Oct. 1.The rains are expected to weaken but continue until the end of the seven-day holiday, an official at the provincial meteorological observatory said Wednesday.

THATTA, Pakistan, Aug. 29 (Xinhua) -- Pakistani Interior Minister Rehman Malik on Sunday visited a mobile hospital set up by a Chinese search and rescue team in south Pakistan's Thatta, commending China's relief efforts for flood victims. The 55-member Chinese rescue team have set up tents and a mobile hospital at Thatta police headquarters late Saturday to provide medical services to the flood victims after they arrived at the district, about 100 km northeast of Karachi, Sindh Province.Thatta is now the worst flood-hit district where hundreds of thousands of people have been affected. China is the first foreign country to have sent a relief team to this region."They are working for humanity of the people who are suffering water-borne diseases...That is what we require now," Malik told Xinhua with reference to the team members who are mostly experienced doctors and nurses."They have very good medical facilities and good doctors. I think that is the best China could do," Malik said."China is always the truest and good friend (of Pakistan), and I always say 'Long live the Pakistan-China friendship'," he said.China has provided a total of 120 million yuan (17.7 million U.S. dollars) worth of humanitarian supplies to Pakistan in three batches.

BEIJING, Oct. 14 (Xinhua) -- China and the Democratic People's Republic of Korea (DPRK) Thursday lauded traditional friendship and agreed to step up cooperation between the two countries and two armed forces to a higher level."China and the DPRK have respected and helped each other for years," said Chinese Defense Minister Liang Guanglie, citing consolidated and deepened cooperation and precious friendship between the two countries.Liang made the remarks in his meeting with a visiting DPRK military delegation led by Vice Minister of DPRK People's Armed Forces Pyon In Son.Both China and the DPRK are facing tasks of promoting their own development, and safeguarding common interests and the regional peace and stability, Liang said.China would like to work with the DPRK to strengthen exchanges and enhance coordination for the further development of relations between the two countries and two militaries, Liang added.Pyon told Liang that the DPRK side wishes to further its friendly cooperation with China in various fields and lauded the friendship created by the old generations of leaders of both countries.Pyon said his delegation had witnessed achievements China has made in its socialist construction and military development during the trip. The delegation, invited by Chinese People's Liberation Army (PLA), will also pay a visit to southwest China's Yunnan Province.

HAIKOU, Oct. 17 (Xinhua) - More than 100,000 people have been evacuated as a new round of torrential rains battered China's southernmost island province of Hainan, local authorities said Sunday.Floods have inundated more than 200 villages in the cities of Haikou, Wenchang and Qionghai, said Sun Wei, deputy director of disaster relief and public services department with the provincial meteorological bureau.Residents who have been displaced are living in government buildings and school classrooms, or at the homes of relatives and friends, Sun said.A pedlar works on the rain flooded street in Qionghai, south China's Hainan Province, Oct. 17, 2010. Heavy rainfall hit Qionghai again on Sunday. From Friday to mid Sunday the province received 200 mm of rainfall, on average, and the rainfall in some places was even as high as 426 mm, he told reporters. The new round of rainstorms added to the misery after floods plagued the province earlier this month. Many local rivers are running with water levels now higher than their warning marks and over 70 percent of 1,100 reservoirs have safety concerns, said Wang Zhenxing, deputy director of the provincial flood control and drought relief office. With the flood situation still worsening, Hainan will face further rainstorms with the approaching super typhoon Megi, the strongest typhoon this year, beginning next Friday.

TIANJIN, Oct. 4 (Xinhua) -- China on Monday said developing countries' right to development must be guaranteed in order to achieve a positive progress in tackling with climate change problems. As a developing country which is experiencing rapid growth, China will continue to fulfill its due responsibilities in reducing greenhouse gases emissions, said Chinese State Councilor Dai Bingguo. While addressing a new round of UN climate talks which opened Monday in north China's Tianjin Municipality, Dai said the principle of sustainable development must be followed."Economic development, poverty alleviation and climate protection should be considered in a coordinated way in order to achieve a win-win result between achieving development and dealing with climate change," Dai said.He suggested the negotiations should stick to the basic framework of the United Nations Framework Convention on Climate Change (UNFCCC) and Kyoto Protocol and the mandate of the Bali Roadmap and follow the principle of "common but differentiated responsibilities."The developed countries should set the targets to take the lead in reducing greenhouse gas emissions and arrangements should be made to provide adequate financial and technological support to developing countries, he said."All countries should consolidate and enlarge the common ground (on climate change issues) so as to actively push forward the talks and reach a legally binding agreement at an early date," Dai told some 3,000 delegates from party and observer countries under the UNFCCC and the Kyoto Protocol. He said the UN climate talks had entered a critical stage and the Tianjin meeting should make positive progress in order to pave the way for the year-end Cancun summit in Mexico. As a responsible developing country, China will continue to play an active and constructive role in the climate talks, Dai said.He stressed China, as a country of 1.3 billion people with per capita GDP ranking about 100th in the world, faces the serious task of growing the economy and improving people's livelihood."At a stage of accelerated industrialization and urbanization, China's energy demand will see further reasonable growth. Therefore, we face significant constraints in controlling greenhouse gas emissions," he said. The Chinese government made clear-cut goals before the Copenhagen climate talks in late 2009, including cutting the intensity of carbon dioxide emissions per unit of GDP in 2020 by 40 to 45 percent, compared with 2005 levels.China also said it would increase the share of non-fossil fuels in primary energy consumption to around 15 percent and have 40 million more hectares of forest by 2020.Last December, the UN climate change conference was held in Denmark and adopted the Copenhagen Accord -- a non-binding document. The Tianjin talks, scheduled to run from Oct. 4 to 9, is the final meeting before the United Nations Climate Change Conference to be held in Cancun at the end of this year.
