DEL MAR, Calif. (KGTV) - SANDAG will start a million project in September, hoping to stabilize Del Mar cliffs that support railroad tracks.Geologist Dr. Pat Abbott says this winter and spring have been rough for bluffs, "in the past few months with a lot of rainfall, we've seen cliff collapses galore in Del Mar."SANDAG says they're going to install pillars and repair drainage structures, "put in steel beams, tie backs, bits of concrete walls, to start to stabilize some of the beach cliffs," Abbott added.The nine-month long project stretches from Seagrove Park to Carmel Valley Road."I think it's a wonderful idea, it's better to do it now, get it behind us, before something happens and a train goes off the side of the cliff," neighbor Lynn Kunkle said.Abbott calls it a Band-Aid, "there's no easy way to get out of this...You have tall sea cliff standing here, ocean waves beating at the bottom, rains soaking into the ground you have trains going by better than 50 a day."Each of those factors eroding the cliff side. Down on the beach lies an example of the fight between amn and mother nature. A concrete drain's side sticks out past the eroded cliff by about two feet. Abbott said the same will happen with this project.A seawall has another negative effect, keeping sand from replenishing the beach below. The Coastal Commission made a compromise with SANDAG when they approved the project. SANDAG will build more beach access for pedestrians.Abbott says we need to think long-term, "let's just do a Band-Aid now like the one proposed here, pass it on to the next generation as if it will be simpler for them to solve than it is for us."SANDAG is planning for the long-term, saying they are still looking into options to move the railroad. DESCANSO, Calif. (KGTV and CNS) -- Authorities Sunday released the identities of the two men killed when a small plane crashed in rough terrain in East County.77-year-old David Alan Derby, a commercial pilot from Santee, and 36-year-old Ryan Michael Willis of San Diego, were found early Thursday morning after their plane didn’t return on schedule.The two took off from Gillespie Field Wednesday evening in a 1682G Champion 7KCAB certified aircraft. When the single-engine plane didn’t report back, a search ensued, leading investigators to find a possible crash site after observing a steep descent on radar.RELATED: Wreckage of missing plane with two people on board found in East CountyA helicopter was able to locate the plane near Descanso, roughly 17 miles northeast of Gillespie Field.Derby and Willis were both determined to have died in the crash.Derby held his pilot’s license since 2003, according to the FAA. DETROIT, Mich. — A Detroit mother lost her battle with COVID-19 after giving birth to a baby boy. The 33-year-old woman, Erika Becerra, passed away before she could even hold her newborn son in her arms. Becerra had no underlying conditions other than her pregnancy. Days after the release of the Sterling Brown arrest video, the Milwaukee Police Union president said using a stun gun on the NBA player might have been the right thing to do.The Milwaukee Police Association President Mike Crivello told Scripps radio station 620 WTMJ in Milwaukee, it is possible those officers did the right thing."If they didn't feel as though they were getting control of him before he could get control of whatever that was in his pocket. Tasing may have been appropriate," Crivello said.Crivello said he could not see what was happening during the struggle with Brown after an officer asked him to take his hands out of his pockets. That was right before Brown was taken to the ground and stunned.He also suggested the use of a stun gun could have been prevented if officers always worked with a partner. That's something the MPD Chief Alfonso Morales said he's focused on."We have worked exhaustively in the last three months to really try to figure out how we are going to handle this situation and move forward from it," Morales said.The Milwaukee police chief answered some questions about the video Wednesday, but still is not saying much.Morales has known this moment was coming when he and his department would be responding to the stunning and handcuffing of Brown. "We're really working at putting our officers back at the district. We're looking at community-oriented policing," Morales said.The chief is backing up his apology with a promise that officers will get new instructions on how to handle themselves with the public."Absolutely retraining, but here's the biggest and one of the things I brought up when I was campaigning for this position is leadership," Morales said.
