ALBANY, N.Y. (AP) — New York is urging travelers from eight additional states to self-quarantine for 14 days as it awaits a decision on the reopening of indoor dining in New York City. Gov. Andrew Cuomo said in a television interview that he plans to send state police and health and liquor officials to New York City on Tuesday night ahead of his decision expected Wednesday. Last week, Cuomo and counterparts in New Jersey and Connecticut announced a travel advisory requiring people from states with "increased prevalence of COVID-19" to quarantine for two weeks. That advisory applies to states with a positive test rate higher than 10 per 100,000 residents, or a test positivity rate higher than 10%.Tuesday, California, Georgia, Iowa, Idaho, Louisiana, Mississippi, Nevada, and Tennessee were added to New York’s travel advisory. Those states join Alabama, Arkansas, Arizona, Florida, North Carolina, South Carolina, Texas, and Utah.The Democratic governor said he’s worried by reports that dining in closed, indoor areas with air-conditioned systems could lead to spikes in COVID-19. After fighting off insurgents in Iraq and Afghanistan, Mike Cutone returned back to the streets of Springfield, Massachusetts, only to discover that the situation wasn’t much better at home.During the late 2000s, it wasn’t out of the normal to see gang members openly riding up and down the community’s streets, openly brandishing assault rifles. The crime problem had gotten so bad that heroin was being sold in broad daylight, just blocks away from the state police barracks, where Cutone was stationed as an officer.“The citizens didn’t feel safe, people felt like prisoners in their own homes,” Cutone recalled of those years.Having recently returned from a counter insurgency tour overseas, Cutone could see that the way the crime ridden neighborhoods were being policed wasn’t working. So, he came up with a plan, drawn directly from his experience as a Green Beret. The idea was called Counter Criminal Continuum Policing or C3. Cutone partnered with Springfield police to create the new concept that focused on gaining the trust of the community instead of just arresting criminals.For the past 12 years, community leaders, city police, state police, residents and business owners have met once a week as part of the C3 program. From getting to know local business owners, to knocking on doors, the program’s foundation is rooted in winning over the trust of the community in an effort to address crime.And it’s working.“You aren’t going to arrest your way out of crime. We weren’t looking at crime through the lens of the people that live there. It starts with law enforcement understanding what these communities are going through,” Cutone said.As the nation currently struggles with police reform, Cutone sees this as a model other city could emulate.“Because of the trust factor, we built legitimacy with the community and meeting with them on a weekly basis, we want to hear what they have to say and solve these problems in their communities. Right now, we’re not hearing about partnership we’re hearing about division, division never wins there has to be a partnership,” he added.Although parts of the city are still dealing with crime, the areas infiltrated by the C3 program are almost unrecognizable. On streets where gang members once dealt drugs in broad daylight, neighbors’ biggest complaints are now typically about illegal dumping.And community leaders can see the long-term impacts the program is having.“We can see businesses are coming back and young people can get a job. ALISO VIEJO, Calif. -- The woman killed in an explosion authorities believe was intentional in Orange County Tuesday has been identified as Ildiko Krajnyak-Vestil of Trabuco Canyon.The explosion happened from the inside of the two-story medical facility located on 5 Mareblu just after 1 p.m.The person who died was inside the building at the time of the blast. Authorities first believed a car had crashed into the side of the building but later said that isn’t the case.The FBI and a bomb squad were sent to the scene to assess the situation and investigate the cause of the explosion.At a press conference Wednesday afternoon, the FBI said they ruled out any accidental cause of the explosion, saying they believe the incident was intentional. An FBI official said there were items found at the scene that were inconsistent with what would be at the medical facility. A motive is unclear at this time and authorities say they haven't arrested any suspects. Officials told KABC that the medical facility appeared to be under construction. A preschool in the area was ordered to evacuate as a precaution after the explosion. Authorities held a news conference giving an update on the investigation Wednesday afternoon. AGOURA, California — The movie set ranch featured in the HBO television series “Westworld” and almost 500 other productions was destroyed in the Woolsey Fire, Santa Monica Mountains park rangers tweeted Friday.The piece of Hollywood history, known as “Western Town” at Paramount Ranch, was located in Agoura. With its rolling hills and canyons, it was used to create an Old West look for film and television shoots.Paramount Studios bought the 2,700 acre ranch in the golden era of Hollywood. According to the National Park Service, the permanent Western Town was built in the 1950s and posed as Tombstone, Arizona, and Dodge City, Kansas.In addition to “Westworld”, the set also served as the home of “Dr. Quinn, Medicine Woman” and episodes of Gunsmoke.
