SAN DIEGO (KGTV) — A new program promises to help San Diegans get high-paying tech jobs without the crippling student loan debt.It's through a partnership between the San Diego Workforce Partnership and UC San Diego Extension, offering students what's called an income share agreement (ISA). With the ISA, tuition is covered and students agree to pay a small proportion of their income for a set period of time after graduating.“If the program doesn’t work for you and you don’t get a high paying job, you pay nothing. If it works, you pay a small percentage of your income back into the fund. And that fund, you pay it forward to the next cohort of people coming behind you," said Andy Hall, Chief Operating Officer of the San Diego Workforce Partnership.RELATED: Realtors expect busy spring for buyers and sellersThe programs include front-end web development, Java programming, business intelligence, or digital marketing; each costs ,500.“The ranges are you pay nothing if you’re making under ,000, if you're making over that, you'll pay between 5 and 8 percent of your income, and then you'll never pay more than about 1.6 to 1.8 of what was initially financed for you," said Hall.The program is possible thanks to million in grant funding, with Strada Education Network providing an initial .2 million. Strada granted the money to the Workforce to increase access and diversity in tech through ISAs.Dr. Josh Shapiro, UC San Diego Extension Assistant Dean of Research Affairs, says the university wants to extend its reach into the community.“Assuring everyone has access to a world-class education, regardless of where they live, their means, their socioeconomic status," said Shapiro. He says the ISA model is one which could be used for undergraduate programs in the UC System down the line. Shapiro says their ISA is consumer friendly because they're not relying on private equity or venture capital. The program only succeeds if students are successful and put money back into the fund. While ISAs are becoming more popular around the country, Shapiro warns consumers to be cautious and read the terms. SAN DIEGO (KGTV) - A local Naval officer is making a plea for tips after thieves made off with some priceless military heirlooms.On Tuesday, Gervy Alota's wife called him after she returned to their home on Linbrook Drive."Just completely ransacked my house...my heart sunk," said Alota.Since there were no clear signs of entry, Alota believes the thieves got in through the doggie door in the back of the home.Among the missing items were several dozen collectible Jordan sneakers and about 15 pieces of jewelry, including Alota's class ring from the Naval Academy.  He calls it a symbol of the start of his 20-year Navy career.  A class ring belonging to his wife - also a graduate - was also stolen. 720

SAN DIEGO (KGTV) -- A man died late Saturday night after a home caught fire in Paradise Hills.Fire crews say the fire erupted just after 10 p.m. on Calle Cumbre Street.Neighbors in the area reported hearing a loud boom before flames could be seen bursting from the homeFirefighters say neighbors then began breaking windows in an attempt to get the people trapped inside the home out.The two men inside the home were taken to the hospital where one of them died. The second man is in unknown condition.Fire investigators have ruled the fire accidental.  566

SAN DIEGO (KGTV) – A local medical spa is coming under fire for offering a coronavirus treatment that costs thousands of dollars but the spa director defends his actions.Dr. Jennings Staley operates Carmel Valley’s Skinny Beach med spa which specializes in treatments like Botox and laser hair removal. He says he’s been dealing with a lot over the last few days.“Death threats. My wife was in tears all day Saturday fielding phone calls from people who say I'm an unethical doctor,” he tells 10News.RELATED: Instacart employees threaten to strike, say job is currently too risky during COVID-19He's being accused of being unethical for advertising COVID-19 treatment packs with hydroxychloroquine and azithromycin. Last Friday, screen shots shared with 10News revealed his new COVID-19 treatment pricing plans which go up to nearly ,000 for a family resistance pack which includes, in part, the prescription drugs and vitamin C. “It just seems to me that it's a way to profit off of people's fear,” says Seattle-area family practitioner Dr. Leanne Kildare. Cold vs. Flu vs. Coronavirus SymptomsWhen she saw the ads, she was stunned.One ad description reads in part, "Dr. Staley will evaluate your symptoms via telemedicine” and "if needed, a nurse or Dr. Staley will visit you at your home" for further evaluation and potential in-home COVID-19 testing and possibly start a treatment pack, which is "now available by prescription only through Skinny Beach med spa." “It doesn’t sit well,” adds Dr. Kildare.“I knew it would be a little bit controversial because there was the controversy around the fact that hydroxychloroquine wasn't approved until Sunday night but I didn't think people would be so angry,” Dr. Staley tells 10News.The FDA gave emergency approval Sunday to distribute hydroxychloroquine to hospitals, despite the potential side effects like heart problems, and lack of studies showing the medication's benefits.“I would not prescribe the medication without seeing the patient and evaluating them first,” Dr. Staley says.He tells 10News that he's treating about 20 patients with possible COVID-19 symptoms and he's only charging a few of them for his services. He adds that he doesn't have test kits yet and he has not yet prescribed any of them the hydroxychloroquine.Dr. Kildare believes it’s irresponsible to offer the drug outside of a controlled hospital setting.“I wouldn't take the risk. SAN DIEGO (KGTV) - A man was arrested after the mother of a three-year-old girl called the San Diego Police and said her daughter was kidnapped and inappropriately touched by her neighbor.Police say the ordeal happened just before 10 a.m. Saturday, on Maple Street near Oak Park Elementary School.Two uncles spoke with 10News off camera, saying they heard their cousin "making a fuss" about her window being broken into, the same bedroom where their niece was taking a nap."He snatched her from the window... Three minutes to ten minutes that she was in there," one uncle said.When the girl was back home, the uncles said she seemed upset and reserved. Once she started talking, and the family had an idea of what may have happened, emotions boiled over."My cousin just went in for the shine like the first shot he made him bleed like I think he cracked his nose," he said his sister pulled them apart, and the man ran off.Blood stains were visible on the concrete outside. "Something had to be wrong with him, for him to balls up and come through a window with like ten people in the house," he said. The family knew the neighbor was mentally ill but did not think to this extent.The toddler and her parents then went to the hospital to get "a rape kit, just make sure everything’s fine, and we don’t exactly know what happened to her she saying that she was touched."The incident happened right across the street from Oak Park Elementary School, where students will come back to class August 28th. The San Diego Police Sex Crimes Unit is investigating the incident. 1635
