LOS ANGELES, March 5 (Xinhua) -- Law enforcement agencies are now using smart phones to track and arrest graffiti vandals in Los Angeles, a newspaper report said on Saturday.The graffiti-tracking program, spearheaded by the Tracking and Automated Graffiti Removal System, or TAGRS, allows graffiti- cleaning crews equipped with smart phones to photograph the markings and upload them to a Los Angeles Police Department (LAPD) database, the Los Angeles Times said.The photos are used to gather evidence for prosecution and restitution, the paper quoted city officials as saying.Once the graffiti suspects' identities are discovered, the information is added to the TAGRS database and may eventually uncover incidents involving the same suspects, the paper said.The LAPD launched a pilot project in 2009 in Van Nuys near Los Angeles, modeling its version on one run by the Orange County Sheriff's Department, according to the report.The program is now anchored at four LAPD stations, Van Nuys, Hollenbeck, Central and Harbor, said Mayor Antonio Villaraigosa's spokeswoman Casey Hernandez.Los Angeles spends about 10 million dollars a year cleaning up graffiti, Hernandez said.

BEIJING, May 24 (Xinhuanet) -- CT scan, a widely used heart-imaging test, is likely to result in the over treatment for patients with heart disease, according to a study published online by the Archives of Internal Medicine on Monday.CT, which produces a detailed image of the heart that reveals cholesterol buildups in the coronary arteries, is widely used in the hospital around the world."Testing might lead to more harm than good," said McEvoy, a doctor at Seoul National University Bundang Hospital in S. Korea.His team led the study, in which 2,000 healthy adults were divided into two groups. One thousand adults had CT scans and another half had standard tests, including routine checks of their blood pressure and cholesterol levels.After 18 months, the 215 people who had worrisome CT scans were advised to have additional tests and medical treatment, and some even advised to have surgery. But less than 10 percent in the group of standard test were reported to need medications.Therefore, physicians cannot easily ignore the diagnoses made by the new imaging techniques, McEvoy said, "We are left with the dilemma of what to do with the results,"According to McEvoy, doctors should focus on patients' lifestyle and traditional risk factors such as smoking and obesity.

MOSCOW, Jan. 21 (Xinhua) -- Russian and Chinese companies started construction of an iron ore dressing plant Friday in the Evreyskaya Autonomous Oblast to provide high-grade iron ore to the Asia Pacific region, including China.Yury Makarov, chief executive officer of IRC Ltd., told Xinhua the plant would reach its designed capacity in 2013 at 10 million tons of iron ore and 3.2 million tons of iron ore concentrates, which contain up to 65 percent iron.Makarov said that 20 percent of the iron ore concentrates, which are natural iron ore processed through crushing, grinding and dressing, would be used to meet demands of Russia's far east and the rest would go to the Asia-Pacific market. Currently, China imports large amounts of concentrates from Brazil, Australia and India."We are very open to interaction with various countries of the Asia-Pacific region, especially China. The volume of processed iron ore has been increasing every year. We will be happy to deliver iron ore to your companies as well as any other consumers who are willing to purchase our products," he said.The plant will draw its resources from the Kimkanskoye and Sutarskoye deposits and send its products through the Khabarovsk Krai and the Suifenhe port to China.The plant is only 7 km from the Trans-Siberian Railway. A railway bridge is being planned between Evreyskaya Oblast and Heilongjiang to further shorten the supply route.Total investment in the plant is 400 million U.S. dollars, with 340 million in loans from the ICBC (Industrial and Commercial Bank of China) in China. Interest under the facility will be charged at 2.8 percent above LIBOR per annum. The China National Electric Engineering Co, Ltd is tasked with the construction of the plant.Makarov said he was very optimistic about the future of the plant and the development of relations between the Russia's far east and China's northeastern region.IRC Ltd. is a metal unit of Russian gold miner Petropavlovsk PLC. BEIJING, Jan. 21 (Xinhua) -- China's State Council, or Cabinet, Friday published the newly adopted regulations on expropriation of houses on state-owned land and compensation.The new rules, which took effect upon the issuing, took the place of the 2001 regulations on administration of the housing demolition and relocation in cities.The new rules specifically stated that neither violence or coercion may be used to force homeowners to leave. Nor could measures, such as illegally cutting water and power supplies, be used in relocation work.The new rules also banned land developers' involvement in the demolition and relocation procedures, as well as demolition by local governments without court approval.Moreover, the new regulations ensured fair prices for homeowners by providing that compensation for expropriated homes should be no lower than the sum of the market price of similar properties at the time of an expropriation.The regulations were first reviewed at a State Council executive meeting in December 2007. Later, public opinion was twice sought in 2010 after revisions had been made to the regulations.An executive meeting of the State Council Wednesday gave in-principle approval to the regulations.

WASHINGTON, April 6 (Xinhua) -- A study led by researchers at the University of Michigan (U-M) showed in animal studies that new cancer drug compounds they developed shrank tumors, with few side effects.The study, done in two mouse models of human cancer, looked at two compounds designed to activate a protein that kills cancer cells. The protein, p53, is inactivated in a significant number of human cancers. In some cases, it is because another protein, MDM2, binds to p53 and blocks its tumor suppresser function. This allows the tumor to grow unchecked. The new compounds block MDM2 from binding to p53, consequently activating p53."For the first time, we showed that activation of p53 by our highly potent and optimized MDM2 inhibitors can achieve complete tumor regression in a mouse model of human cancer," says lead study author Shaomeng Wang, director of the Cancer Drug Discovery Program at the U-M Comprehensive Cancer Center.Wang presented the study Wednesday at the American Association for Cancer Research 102nd annual meeting.Many traditional cancer drugs also activate p53 but they do so by causing DNA damage in both tumor cells and normal cells, causing side effects. These new MDM2 inhibitors activate p53 while avoiding the DNA damage common with other drugs. In this study, which was done in collaboration with Ascenta Therapeutics and Sanonfi-Aventis, researchers showed that these new drugs shrank tumors without significant side effects.Because p53 is involved in all types of human cancer, the new drug has potential to be used in multiple types of cancer. Further, the researchers also identified certain markers in tumors that predict which ones will be particularly sensitive to the MDM2 inhibitor, which would allow physicians to target the drug only to patients most likely to benefit.
