EL CAJON, Calif. (KGTV) - Renovations are underway at the East County Performing Arts Center to turn the nearly 50-year-old performance hall into a rock and roll concert venue."We have to change the vibe, the feel of what this building is," said Dirk Epperson, El Cajon's Director of Public Works.The venue closed in 2009 when the recession forced cuts in the city budget. Now, the renovations come as tour promoter Live Nation prepares to take over the venue. The City of El Cajon entered into a five year deal with the concert company to manage the building. As part of the agreement, Live Nation will bring 50 events to the venue in 2019, and as many as 70 events by 2023. Live Nation also manages the House of Blues in San Diego and Mattress Firm Amphitheater in Chula Vista."We're not sure what it will be like," said Mayor Bill Wells.  "We've never had this regular, steady diet of top name acts that are coming in. So nobody's quite sure how much this is going to have a ripple effect around El Cajon. But everybody thinks it will be positive."The city is now spending .3 million to upgrade the facility. Improvements include new amenities like modern concessions, a more open entrance, and lobby area and new plush seating in the first few rows. The seating capacity for the main hall will also increase to 1,300. Part of the plan also calls for a brand new VIP Lounge at the back of the venue. The money for the project comes from the sale of the old police headquarters.As for what kind of acts will fill the venue, Epperson said it's entirely up to Live Nation."It can pretty much be any type of act or band," he said, adding the city will let the experts decide. "But you can imagine the ones that are on their way up or on their way down will be coming to this size venue."Smaller, local performances like school concerts and recitals will still be held at the venue, which Wells says is part of the community. With the upgrades, he said it should stay that way for a long time."We're in it to win it," said Wells. "We'll be successful with this." 2120

EL CAJON, Calif. (KGTV) - The El Cajon man who is accused of beating his roommate to death with a frying pan says he's not guilty. Brad Payton showed no expression as he was arraigned on Thursday afternoon in front of an El Cajon judge.An attorney spoke for Payton who entered the “not guilty” plea during the video-streamed initial court appearance since the attack, which happened exactly one week ago. Deputy DA Carlos Campbell told 10News that the crime comes with a sentencing of 26 years to life in prison.The attack happened before sunrise at an independent living facility on Naranca Avenue in El Cajon. Police say the two men were heard arguing before 25 year-old Payton allegedly grabbed a frying pan and beat the other man to death. 10News spoke to the victim's mother on the day he was attacked, before she knew he died. She said he suffered from a developmental disability and didn’t like to follow the rules, which was how he ended up at the living facility. His name has still not been released by the Medical Examiner’s Office. The county lists the property where the attack happened as a home to those with physical or mental disabilities. Payton’s bail was set at million.His preliminary hearing is scheduled for January 10th. 1255

DULZURA, Calif. (KGTV) -- Three fires burned in rural East County Wednesday afternoon as Cal Fire worked to extinguish the flames. According to Cal Fire, all three of the fires sparked in the community of Dulzura along Highway 94 between Otay Lakes Road and Freezer Road. Video of the blaze shows traffic in the area backed up for several miles after crews closed Highway 94 between Otay Lakes Road and Barrett Lake Road. Around 5:30 p.m., Cal Fire said crews were able to stop the forward rate of spread of all three fires. In total, all three fires burned slightly less than 32 acres. Sky10 was live over the fire. DULZURA, Calif. (KGTV) -- New details emerged Monday in a warrant released after a man is accused of poisoning his wife.A search warrant revealed that the woman had been sick for months and had no idea what was going on with her.According to the warrant, the young mother began to feel sick in September, then started feeling better before her condition worsened in January.She suffered hair loss, no longer had the strength to walk or open a door and had to be helped around by family members and her extremities even became like dead weights, according to the warrant.RELATED: East San Diego County man suspected of poisoning his wife with Thallium The warrant goes on to say that she suffered major loss of use of her extremities and was near death.Doctors determined that she received thallium poisoning by oral ingestion. Thallium is a chemical element used in rat poison and ant killers.Investigators determined that the poisoning could have only been done by someone with personal access to the food and drinks she consumed.According to the warrant, her husband Race Remington Uto, 27, had the most access to commit the crimes.Investigators searched the couple’s home in Dulzura and confiscated laptops, a coffee blender, four cups and other electronics.The warrant also shows that Race had an affair while he was deployed in the Navy and that the couple had gone through counseling.Race told detectives he has no idea how his wife came into contact with the poison. She also said she had no idea who would want to hurt her.The warrant shows the victim thought she may have been exposed to the poison while working in an old school building. 1661
