VISTA, Calif. (KGTV) - The man who tried to kidnap a 15-year-old girl in front of her Encinitas home was sentenced Monday to seven years in jail.Jeremiah Owens, 28, grabbed the girl and pinned her to the ground as she waxed her surfboard in front of her home on Neptune Ave in July 2017.Owens tried to drag the girl to a nearby pickup truck occupied by Christopher White, but the girl was able to break free and run home.White was arrested two days after the assault when a witness matched his pickup truck to the description of one which deputies wanted to find. Owens was arrested hours later.RELATED: Men accused of trying to kidnap Encinitas girlOwens could have received nine years in jail, but a judge gave him seven years and ordered him to register as a sex offender for life.White pleaded guilty Tuesday to being an accessory to kidnapping and will be sentenced June 19.The girl and her parents attended Owens' sentencing but did not make a statement. VISTA, Calif. (KGTV) - A local couple is defending themselves after having their claims questioned following the release of new surveillance video showing a man allegedly trying to snatch a toddler from their car in a Vista Costco parking lot last weekend.The surveillance video released Thursday night shows 37-year-old Adam Glavinic walking up to the driver's side of the parent’s white SUV. The SUV begins slowly backing out of the stall, and that is when Glavinic reaches for the rear passenger door handle. Glavinic is shown opening the door then quickly shutting it and stepping away as a woman gets out the driver’s seat to confront him. Glavinic doesn't appear to reach inside to grab the boy who was in the backseat, according to his parents.“There's way more to this story that people don't know,” said mother Jennifer Lawson on Friday. She said that she and her fiancé are taking heat from the public after describing the encounter differently from what the video reveals. “We didn't lie. We were told that from everybody who was seeing the incident that he did touch our kid. He did reach his hand in the car. So, that's what we went off of. I didn't see [it] because I jumped out of the car as soon as I saw that guy open up the door,” she told ABC10 News.Earlier this week before the video came out, the couple said the man tried to pull their boy out of his car seat.Glavinic was arrested for attempted kidnapping and being under the influence.In response to community outrage over Glavinic posting bail and getting out of jail the next day, the San Diego County Sheriff's Department published the video in hopes of alleviating concern.The sheriff's office said that, based on the video and other evidence, "the Vista Sheriff's Station believes there is no ongoing threat or danger to our community's children related to this incident."When asked if Glavinic should still be charged, Lawson replied, “I'm not sure. I don't know his intentions. I didn’t know if he was going to kidnap my kid or hurt him. All I know is that it was terrifying and I was scared for my kid's life, safety [and] everything.”The case has been referred to the DA's Office, which is reviewing it. WASHINGTON (AP) — Postmaster General Louis DeJoy told lawmakers Monday that he has warned allies of President Donald Trump that the president’s repeated attacks on mail-in ballots are “not helpful,” but denied that recent changes at the Postal Service are linked to the November elections.“I am not engaged in sabotaging the election,” DeJoy said, adding that, like Trump, he personally plans to vote by mail.The House hearing quickly became a debate over mail delivery disruptions being reported nationwide. Democrats said the changes under DeJoy’s watch are causing widespread delays, but Republicans dismissed the worries as unfounded and part of a Democratic “conspiracy” against Trump.DeJoy made clear his role in changes that have recently been reported at the USPS.“As part of this conversation, there are many inaccuracies about my actions that I wish to again correct. First, I did not direct the removal of blue collection boxes or the removal of mail processing equipment. Second, I did not direct the cut back on hours at any of our post offices. Finally, I did not direct the elimination or any cutback in overtime. I did however suspend these practices, to remove any misperceptions about our commitment to delivering the nation’s election mail,” DeJoy stated in his opening remarks.During questioning, DeJoy clarified that his changes were intended to get the trucks to run on time, as a fundamental change needed for the whole process to be more efficient.“If the trucks don’t run on time, the mail carriers can’t leave on time,” DeJoy said, defending the change, explaining that late trucks lead to overtime and late night deliveries.A story from NewsChannel 5 found that this policy change is leading to empty mail trucks leaving without its intended cargo in order to leave on time.A heated exchange happened during Monday’s hearing, when Representative Stephen Lynch asked DeJoy if he would put mail sorting machines back, reportedly removed earlier this summer, before the election.“Will you put the machines back?” Representative Lynch pressed multiple times, reaching a shouting level.“No, I will not,” DeJoy repeatedly answered.DeJoy has argued the machines were planned to be removed as part of a transition to more package-handling equipment since the post office is handling fewer letters.A little later, during questioning from Representative Ro Khanna, DeJoy seemed to indicate he may put the machines back. Rep. Khanna asked how much money it would take to put the machines back, if the appearance of doing so helped Americans feel confident about voting and sending mail. He asked if it would take a billion dollars.DeJoy responded that Congress “couldn’t get the money,” referencing stalled efforts to pass bipartisan legislation, and the history of not funding the postal service.However, when pressed by Rep. Khanna, DeJoy responded, “Get me a billion (dollars) and I’ll put the machines in.”During the questioning, DeJoy stated he was “surprised by the lack of attention paid to the postal service in the last decade,” referencing comments from a handful of representatives that the postal service has struggled financially for years.The Postmaster General says the postal service is funded through late 2021 without new funding approved by Congress.The House Oversight Committee held a hearing on Monday on operational changes at the Postal Service that have resulted in mail delays across the country, as well as to look into concerns about the process DeJoy became the postmaster general.DeJoy testified before a Senate committee on Friday, answering similar questions.Acknowledging an expected surge in mail-in ballots because of the coronavirus pandemic, DeJoy said Monday voters should request mail-in ballots at least 15 days before the Nov. 3 election to ensure they have enough time to receive their ballot, complete it and mail it back to elections officials on time.The House approved legislation Saturday to reverse the changes and send billion to shore up the agency ahead of the election.In a statement Sunday, the Postal Service said it greatly appreciates House efforts to assist the agency, but remains concerned that some of the bill’s requirements, “while well meaning, will constrain the ability of the Postal Service to make operational changes that will improve efficiency, reduce costs and ultimately improve service to the American people.″ 4411

  

VISTA, Calif. (KGTV) - Neighbors in the 700 block of Lemon Avenue in Vista say they were stunned as they watched a landlord pull out a pistol and start shooting at his tenant.Neighbors tell 10News there have been screaming matches at the home in the past. They say the landlord had been trying to evict a tenant who was living in the garage. The neighbors did not wish to share their names out of fear for their family's safety.The watch commander said they received a 9-1-1 call around 6 p.m. when the first shot was fired. Deputies arrived and investigated, then left when they couldn't find the landlord.Around 7:50 p.m. the landlord returned and, according to the watch commander, fired several shots at the tenant.Neighbors said it sounded like fireworks. They said they saw the landlord cocking his pistol, they believed it jammed.A video provided to 10News by neighbors shows deputies with rifles drawn approaching the home.They arrested the landlord and his associate.Details on the man, the associate, the tenant and the charges are not currently known. 1070

  

VISTA, Calif. (KGTV) -- Californians are getting ready for a new set of businesses to reopen after June 12, 2020. Last Friday, the state released specific COVID-19 guidelines for several industries, including gyms, bars, and hotels. Vista Fitness owner Brian Belasco is setting up cones in his parking lot to create social distancing spots for his patrons. He's doing this well in advance of the state's gym reopenings on June 12."Being able to reopen means the world to us," Belasco said. Last Friday, Gov. Gavin Newsom released specific guidelines for the next group of industries allowed to reopen with modifications, no sooner than June 12, 2020. They include gyms, schools, film production, professional sports, bars and wineries, hotels, cardrooms, family entertainment, museums, and zoos. Since mid-March, Belasco said his trainers have been successfully teaching online workout classes. "We just finished a virtual challenge," Belasco said. "We had members losing up to 30 pounds in 28 days."But he said he is ready to see his members in person. "It's the camaraderie, especially times like right now, bringing people together that is our specialty," Belasco said. That is why he says he is implementing many of the State's new gym guidelines, which include:Limiting the number of members insideConducting temperature and health screenings upon entryStaggering lockers and machinesProviding disinfecting wipes or gel for hands and equipment No sharing water bottles or towelsWearing masksFor weeks, Belasco has been practicing these guidelines already with his coaches and volunteers. "They get called in one by one, temperature check, foot bath, hand sanitizer, and then they get pointed to their station, and they're all spread out in this room," Belasco said as he pointed at the mat in the middle of the gym. So when June 12 rolls around, Belasco said the new guidelines will seem like old news. "We've been ready. We've been researching. We have all of the supplies, and we are ready to go," Belasco said proudly. All businesses in this category will require the San Diego County Public Health Officer's approval before they can reopen.
