SAN DIEGO (KGTV) --  At 14 stories high, The tower apartments in downtown San Diego have some nice views. But when you're trying to get down without an elevator - it can be a challenge. Carol Clark says she was left with no choice but to take the stairs from her 13th-floor apartment to go the grocery store on Thursday afternoon. "I did it today but trust me I was breathing heavy when I came in," she said. Clark is one of the 200 senior residents living in the high rise building - a building designated for people over the age of 65. The residents say they've lost count on how many times they elevator has gone out. That's why they decided to call 10News for help. Although the second elevator was working when 10News arrived, residents tell us that wasn't the case for most of the day. They say it's something that happens a lot lately. "There are people here with walkers and wheelchairs," Clark said. "I'm scared to death for them."One neighbor in a wheelchair broke down in tears during our interview. "It's people's safety," he said. "Not just mine, but everybody else."The building is undergoing renovations - which residents say they appreciate. But they say the upgrades don't make it ok to shut down one of the two elevators and leave them with an elevator that they describe as unreliable at best. "Everybody is extremely upset," Clark said. "And the thing is we don't seem to be getting many answers."The residents told 10News they've taken their concerns to management many times but have seen no changes. They say they hope something is done soon, before an emergency happens and it's too late. 10News called the on-site manager and the property management company but have not yet received a response. "It's a stressful situation not knowing if something happens are they gonna be able to get downstairs," Clark said.   1901

SAN DIEGO (KGTV) -- A bankruptcy judge told a San Diego-based financial investment advisor that he was spending against her orders. She told Christopher Dougherty he doesn’t have the right to prefer his kid’s expenses over his creditors.Today the judge ruled Dougherty will be in Chapter seven bankruptcy, meaning that he and his wife are no longer in charge of their own assets.A trustee will investigate and liquidate those assets.Dougherty is being accused of running a Ponzi scheme targeting mostly elderly victims who planning for retirement and taking more than million, according to bankruptcy court records.In bankruptcy court documents, the United States Trustee wrote Dougherty’s “deception is the basis of a Ponzi scheme.”“[Their] practice of using new investment money to pay existing investors dividends and the principal gave the false impression that the payments received by investors came from earnings and profits or from a return of their principal,” the documents said.The San Diego County Sheriff's Department tells 10News there is a criminal investigation into Christopher Dougherty with at least 30 potential victims.The Securities and Exchange Commission also has an open investigation into Dougherty. 1237

SAN DIEGO (CNS) - Three Palomar College students will attend a national technology summit Wednesday to meet with students from around the country and share their work focusing on technological innovation.Quin Smith, a geologic information systems student, and drone technology students Isaac Hernandez and Diana Perez received scholarships from the National Science Foundation and the American Association of Community Colleges to attend the three-day Advanced Technology Education conference in Washington, D.C.Two students from Palomar College attended the conference last year as well as part of an NSF grant program, according to the college."It's really exciting to have our students share their work and their experience -- not only with other students from around the country, but also with the faculty and NSF program officers who will be at the conference," geography professor and drone technology program co-founder Wing Cheung said.The three students are expected to learn more about technology careers and development from industry professionals and some 850 student attendees.The ATE conference is in its 26th year, according to the AACC."This is going to help me learn how to break into the field and see what I want to do because we'll get to see all kinds of applications (for drone technology) we wouldn't have even thought about," Perez said. SAN DIEGO (KGTV) - A Cajon Valley School District worker crossed into oncoming traffic in his work truck Friday morning, striking a car with a mother and child inside, California Highway Patrol officers said. The crash happened about 10:30 a.m. on Avocado Blvd. north of Challenge Blvd. in the Rancho San Diego area, according to the CHP. Officers say the 55-year-old CVSD employee was driving a Ford pickup with a trailer and made an unsafe left turn movement into oncoming traffic. The truck came into the path of a Ford Fusion and the vehicles crashed head-on. The impact sent both vehicles into the front yard of a home. “Initial indications are that the child safety seat which contained the infant was not properly installed and was found by responding emergency personnel face down on the rear floorboard of the Ford Fusion,” CHP officers said. Both drivers had major injuries but are expected to survive. The infant’s injuries are unknown but did not to be serious, officers said. Drugs and alcohol are not factors in the crash. 1044

SAN DIEGO (KGTV) -- A 9-year-old San Diego girl is using her cookie business to help support other local businesses.The 9-year-old, named Daniele, wrote a letter to Kenny Chen, the owner of Onyx Moto in Kearny Mesa, proposing a way to increase business.Daniele is proposing that Chen use Girl Scout Cookies to sell more motorcycles.RELATED: Girl Scout sells more than 300 boxes of cookies at San Diego marijuana dispensary“You can give customers a box (of girl scout cookies) while they sign all those papers. They may even buy the second warranty,” the three-page letter reads.“You have customers and they get hungry.
