HANOI, July 23 (Xinhua) -- Chinese Foreign Minister Yang Jiechi made five proposals to the 17th ASEAN Regional Forum (ARF) here on Friday to enhance regional security.Firstly, Yang said countries should bear in mind the overall situation and interests when dealing with sensitive regional issues, and always safeguard the regional peace and stability.Secondly, Yang said countries should adopt a new security concept by seeking cooperation instead confrontation, and respecting and taking care of each other's core interest and security.Thirdly, countries should respect each other, strengthen political mutual trust, improve and develop long-term, healthy and stable relations.Fourthly, countries should exercise restraint when disputes arise and settle disputes through peaceful means.Fifthly, countries should make use of multilateral mechanism like Shanghai Cooperation Organization, ASEAN Regional Forum and Six-Party Talks to promote common interest and common security.Yang said on one hand, the situation in Asia-Pacific region is generally stable. On the other hand, the unstable and uncertain factors are increasing.Yang said ARF could serve as a security dialogue platform to push for mutual trust among members. Yang also urged ARF members to strengthen cooperation on non-traditional security issues including anti-terrorism, disaster relief, non-proliferation and maritime security.ARF comprises 27 members including the ten ASEAN member states namely Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam, the 10 ASEAN dialogue partners namely Australia, Canada, China, the European Union, India, Japan, New Zealand, the Republic of Korea, Russia and the United States, and seven other countries in the Asia and Pacific region namely Bangladesh, the Democratic People's Republic of Korea, Pakistan, Mongolia, Sri Lanka, Timor-Leste, and Papua New Guinea.

URUMQI, July 30 (Xinhua) -- Rescuers were racing to evacuate more than 800 people still trapped by rain-triggered mountain torrents in a remote valley in China's far west Xinjiang Uygur Autonomous Region late Friday afternoon.Rescuers managed to reach the site in Kuqa County, of Aksu Prefecture, at 1:26 a.m. Friday, about 24 hours after rains and floods stranded more than 1,000 residents, construction workers and tourists in the mountainous area.As of 5 p.m. Friday, more than 170 trapped people, including 120 tourists and some 50 railway construction workers, had been taken to safe places. GONGSHAN, Yunnan, Aug. 20 (Xinhua) -- Rescuers are racing to search for 80 people still missing three days after rain-triggered mudslides hit a remote mountain town in southwest China's Yunnan Province, killing at least 12.By 7 p.m. Friday, rescuers had recovered six more bodies, bringing the death toll to 12, said Hou Xinrong, deputy head of the Drung-Nu Autonomous County of Gongshan, which administers Puladi Township where the mudslides occurred.Hampered by the mountain terrain and persistent rainfall, the rescue efforts had been progressing slowly, Hou said. "Excavators can't proceed to the site and mountain torrents could be triggered at any time due to the downpours."Most of the missing people are employees of the Yujin Iron Mine and residents of Puladi, where the mudslides struck at about 1:30 a.m. Wednesday.Around Friday noon, a Xinhua reporter saw several soldiers digging in the debris with spades, hoes and sometimes their bare hands in hardest-hit Litoudi Village."We've found a body here, but it was stuck in the mud. We have to be gentle to ensure the integrity of the body," said Yang Pingang, an officer with the Yunnan Provincial Military Area Command. "We want to show our respects to the deceased."

CHANGCHUN, Aug. 2 (Xinhua) -- Floods have left 63 people dead and 59 missing in northeast China's Jilin Province over the past two months, local authorities said Monday.More than 4 million people have been affected since the flood season began in June and some 700,000 people have been evacuated, the Jilin Provincial Civil Affairs Department said in a statement.Additionally, about 62,000 houses have collapsed and 193,000 others have been damaged, along with 1.16 million hectares of cropland having been inundated, the statement said.Direct economic losses were estimated at almost 19 billion yuan (2.8 billion U.S. dollars), it added.In the hardest-hit areas, flash floods have cut roads, isolated villages and disrupted communications and water supplies.In the industrial city of Tonghua, torrential rains have damaged water pipelines, leaving 300,000 people without tap water for two days.Residents have largely relied on bottled water over the past 48 hours as authorities ordered 25 fire trucks to deliver water for domestic purposes aside from drinking to residential communities from 5 a.m. to 8 p.m. everyday.About 1,700 tons of water had been delivered by truck, officials said.
