NASA released data on Monday indicating that the polar ice cap around the North Pole shrank to near record-low levels last week following an arctic heat wave.The ice began to melt in earnest as Siberia was an estimated 14 to 18 degrees above normal during the spring.“It was just really warm in the Arctic this year, and the melt seasons have been starting earlier and earlier,” said Nathan Kurtz, a sea ice scientist at NASA’s Goddard Space Flight Center in Greenbelt, Maryland. “The earlier the melt season starts, the more ice you generally lose.”The white color of ice causes sunlight to be reflected. But when the ice melts, the ground absorbs more sunlight, which causes the earth to heat up.2020 marked only the second time on record that the minimum sea ice dropped below 1.5 million square miles.“As the sea ice cover extent declines, what we’re seeing is we’re continuing to lose that multiyear ice,” said Mark Serreze, director of National Snow and Ice Data Center. “The ice is shrinking in the summer, but it’s also getting thinner. MOSCOW (AP) — Russian President Vladimir Putin has congratulated Joe Biden on winning the U.S. presidential election after weeks of holding out.Putin’s message to Biden on Tuesday came a day after the Electoral College confirmed Biden as the nation’s next president.The Russian president is one of the last world leaders to congratulate Biden.The Kremlin maintained Putin was holding off on doing so until the election results were officially confirmed.In his message, Putin wished Biden “every success" and expressed confidence that “Russia and the U.S., which bear special responsibility for global security and stability can, despite the differences, really contribute to solving many problems and challenges that the world is currently facing.”Polish President Andrzej Duda also congratulated Biden on Tuesday, wishing him “a very successful term.”Duda is part of a conservative Polish leadership that stands accused by the European Union of eroding democracy. MILWAUKEE -- Six cars were damaged Friday when light poles fell across traffic lanes on I-43 near Milwaukee.According to the Milwaukee County Sheriff's Office, the driver of a red pick-up truck heading northbound hit both of the light poles in the median just before 3:30 p.m. A witness at a law firm off Hampton Avenue said she saw the truck drive up onto the median and hit one pole, before continuing on to hit a second. "Unfortunately one of them kind of struck the side of the car, put a hole in the door, took a mirror out," said Jim Lovering, whose daughter called him after swerving to avoid the two poles.Lovering's 7-month-old grandson was also in the car. "Just missed the windshield, which was a blessing," said Lovering. The camera caught deputies taking away the driver of the red truck in handcuffs. Authorities have not yet released any information confirming an arrest, or possible charges. The accident caused backups for miles during rush hour, as crews worked to remove the poles from the roadway. No one in any of the cars was injured. "It was just nice that she had the space to maneuver and without hitting anybody else or causing any further damage," said Lovering. "It could be potentially you know a serious accident. Thank God it didn't happen."  1341

NATIONAL CITY, Calif. (KGTV) - The National City City Council voted 4-1 Tuesday night to introduce a new ordinance that aims to close a loophole in a state law that prohibits the retail sale of cats, dogs and rabbits.Enacted on January 1, 2019, the new state law prohibits stores from selling animals unless they come from shelters or non-profit rescues. However, some pet stores have continued to sell what appear to be purebred and designer mix puppies that come from a small group of newly formed rescue organizations.One of those groups is called Bark Adoptions, based in Menifee. A 10News investigation found Bark Adoptions had been importing puppies from another supposed rescue in Iowa that had ties to commercial breeders.At National City Puppies, one of the two remaining pet stores in the city, signs on the dog cages in May showed they came from Bark Adoptions.The manager of National City Puppies, David Salinas, said he did not know where the dogs at his store came from beyond the listed rescues. But he defended his store in front of the city council, saying it comes down to consumer choice.“It’s the American way to have the freedom to choose where to buy a puppy,” said Salinas.As written now, the new ordinance says “a pet shop or retail pet store or its operator shall not sell, deliver, offer for sale, barter, auction or otherwise dispose of a cat, dog or rabbit.”There are exceptions, however, that would allow pet stores to offer “a cat, dog or rabbit owned by an animal shelter or animal rescue organization for purposes of adoption” but only if “the pet shop does not receive any fee from the adoption and does not have any monetary or ownership interest” in the animals. The ordinance still has to come back to the city council for a second reading and adoption before it goes into effect. 1835
