SAN DIEGO (KGTV) – San Diego Police are investigating a reported scam that seems to be targeting the elderly.Frank Dabalack says someone knocked on his door Monday at noon, claiming they could fix a dent on the back of his car for 5.  “I’ve wanted it fixed for a long time and here’s a guy who came over, it looked like he knew what he was doing,” Dabalack said.But once he agreed and the man and his crew began work the price kept jumping to nearly 0.“I was angry with myself,” Dabalack said, “because I knew it was scam, and I’d been scammed.”He found out with the help of his neighbor, who he asked to come over.  She took a closer look at the men’s repair work. She says they were damaging the car instead of fixing it. They covered the back of the car with some gooey residue but never touched the dent.  One of the men also took pliers to the grill and started bending it out of shape.When she started asking them questions, they took off. Dabalack says he wrote them a check for 5 but was able to cancel it with his bank.Martinez said when police arrived, they said they were familiar with the scam. The men look for handicapped plates on cars in driveways and try to trick the owners into paying large amounts of money.“Frank is from a generation where people kept their word, not scammed the elderly,” Martinez said. “Frank is like a dad to me. I don’t like anyone doing that to him or any senior.”  1445

SAN DIEGO (KGTV) — San Diego Police have arrested a 26-year-old in connection with a Logan Heights house fire that killed three of his family members last weekend.Police say Wilber Romero was arrested Friday for homicide and arson in connection with the deaths of his parents 44-year-old Jose Romero and 46-year-old Nicolasa Maya-Romero, and his sister 21-year-old Iris Romero in a house fire on Sunday. Romero's mother and sister died at the hospital in the days following the blaze while his father died in the fire. The family’s 23-year-old daughter and 16-year-old son remain in the hospital. He has been booked into county jail and is set to arraigned on Oct. 22.On Oct. 13, the fire broke out around 4:30 a.m. Sunday in the 3100 block of Clay Ave. Firefighters had to go inside and pull the victims out.Romero, who identified himself to 10News that morning as the family's oldest son, said he awoke to find his bed on fire and tried to yell for his family to get out of the home."My dogs were jumping on me, trying to wake me up. I woke up. When I woke up, my bed was on fire. I jumped out of bed and started screaming the house is on fire," Romero said after the blaze.One witness told 10News he could see one of the victims reaching through the bars in the windows, unable to escape the fire."The minute I stepped out of my restroom, my house on the inside felt warm, like really warm. SAN DIEGO (KGTV) -- San Diego City Council voted today on their intent to place a police reform measure on the November ballot.The resolution would create an independent commission on police practices in San Diego, if passed.“Today’s action is a big step in the right direction toward real accountability and transparency,” Council President Georgette Gómez said. “The Council's vote demonstrates our commitment to meaningful public-safety reform. In particular, I want to thank Councilmember Monica Montgomery for her leadership on this critical issue. I’m also grateful to Women Occupy San Diego, San Diegans for Justice, the ACLU of San Diego and Imperial Counties, Mid-City CAN, and the Earl B. SAN DIEGO (KGTV) - San Diego County Crime Stoppers released photos of a suspect and offered a reward Thursday for tips about an assault in the Midway area. A man parked his vehicle along the side of the Arby’s at 3777 Midway Drive April 6 about 7 p.m., inadvertently cutting off another driver. The man went inside the restaurant and got into an argument with the driver. During the fight, the driver punched the victim in the head eight times, police said. The victim fell to the ground and the driver stomped on his head with his feet, according to investigators. The victim was taken to the hospital and treated for an orbital fracture. The suspect drove away from the area, police said. He is described as white, about 30 years old, with a muscular build. The sides and back of his head are shaved, according to officers. The man was wearing a long-sleeved black Nike shirt, black shorts, and black tennis shoes with white soles. Anyone with information is asked to call Crime Stoppers at 888-580-8477. 1014

SAN DIEGO (KGTV) - San Diego Fire-Rescue crews removed a body from Chollas Lake Monday, fire officials said. The man, identified only as Hispanic and in his mid- to late 20s, was found about noon at the lake at 5850 College Grove Drive in the Oak Park neighborhood. Brianna Yasel and her friends were at the lake and realized something was wrong."I couldn't tell what it was; it looked like a rock to me. Once they pulled it out and flipped it over, my friend was able to see the hand at first and it did look like he was under the water for a while. He just didn't look too good," said Yasel."The body was discovered almost in the center of the lake; a passerby said it looked somewhat suspicious. He noticed it moved by an rock cropping," said San Diego Police Lt. Ernesto Servin.San Diego Police are investigating to determine the cause of death and the man’s identity, according to San Diego Fire-Rescue. The Medical Examiner was also called to the scene.Chollas Lake, which served as a reservoir from 1901 to 1966, is open during daylight hours for recreation. The lake was closed Monday due to the investigation."It was crazy because we always come here because it's such a peaceful place. It's very sad actually," said Servin. 1241
