Congress returned to work this week with two major things on its plate: pass a budget bill to avoid a government shutdown and get to work on another stimulus bill legislators have been talking about for months.Congress has until Dec. 11 to pass a budget bill, but there is no timeline on another stimulus package, as both Democrats and Republicans have failed to agree to terms on one.“I just want, more than anything, to be represented by people that understand,” said Ryan Nisly.In March, Nisly lost his job bartending. But after the most recent round of shutdowns in his home state of Colorado, he has been relegated to working 5-10 hours a week.“I’ve had some bad moments,” said Nisly. “No matter your amount of resolve, it’s not enough sometimes if the entire deck is stacked against you.”Nisly, like so many millions of Americans, says he has been waiting for Congress to act and pass another stimulus bill. Since the CARES Act pumped more than trillion into the U.S. economy in late March, including a ,200 stimulus check to most Americans, Congress has stumbled to give any sort of meaningful relief to those, like Nisly, who need it.The Economic Policy Institute estimates between now and 2022, trillion in relief is needed, with an additional 0 billion annually through the end of 2024.“Americans could hardly be more cynical about government and its inability to act and this is a perfect example,” said Howard Gleckman, a fiscal policy expert at the Urban-Brookings Tax Policy Center.Gleckman says despite the need for financial help, he thinks the prospect of a new stimulus bill, with individual stimulus checks, is bleak at best until President-elect Joe Biden is sworn into office on Jan. 20.He says Democrats and Republicans are having trouble agreeing on where money from a stimulus should go. Republicans want a smaller package, while democrats want a larger one that gives money to cities that have been hit by declining tax revenue.“It’s really pretty simple. It’s not about substance it’s all about politics,” said Gleckman. “I think the best bet is that they’ll make an effort at this [and] fail. Here’s a national guardsman, looking over the side of a building, automatic weapon in hand, as far as I’m concerned, 13 years old, staring at my dad and I. Why are you standing on this roof looking at a man and his son doing lawn maintenance?” asked Claybrook.Shades of ’92 -- that’s all Keith says he sees this year, especially in Portland.“In my experiences, and in my studies, and in my conversation with other people, the presence of law enforcement in general, and the presence of other, you know the national guard, forces like that, it doesn’t do anything but escalate the situation," said Claybrook.Federal forces have been used in the past on U.S. soil for a variety of reasons.We found more than 10 examples in the last 100 years. From dispersing protesters after World War I in Washington D.C., to integrating schools in the south in 1950s and ‘60s, to the Los Angeles Riots in 1992."It is rare, and it's usually used in extraordinary circumstances," said Kevin Baron, the founder of Defense One, an online publication focusing on national security, foreign policy and the U.S. military.He says there are some big differences between what happened in Portland, and what happened in some of these other instances."At least in L.A., for example, the U.S. soldiers and National Guard were asked to come in and bring peace and deter further rioting and violence that was happening," said Barron.In the case of Portland, the mayor, and the governor of Oregon have been on record several times saying they did not want federal law enforcement involved.“No one knew who these people were originally. Right? It was these, people who suddenly arrived dressed in camouflage, military uniforms, with very little markings indicating who they are,” said Ian Farrell, a professor at the University of Denver Sturm College of Law.His main focus teaching is constitutional and criminal law. He says while people were confused at first, there was legal basis for the officers to be in Portland."There is a section of the U.S. federal code that authorizes homeland security, get employees of homeland security and have them protect federal property and the people on federal property," said Farrell.There are other things about what happened in Portland that stand out as well.“They seem to be essentially abducting people off the streets,” said Farrell."The image of them as militarized, wearing combat fatigues, without insignia using rental cars and unmarked vehicles," said Barron.“Individuals walking on the streets and a minivan would pull up and these camouflaged, officers, as it turned out, would just grab them and put them in the minivan and drive off,” said Farrell.U.S. Customs and Border Patrol said in a statement its agents did in fact pick up protesters in vans, but did so for the safety of everyone.As of July 31, federal law enforcement had arrested at least 25 protestors in Portland.Claybrook says while they are differences between Portland in 2020 and L.A. in 1992, it’s the similarities that stick out to him.“I’m still questioning what law of the land is being enforced in 2020. (KGTV) - A group of Coronado High School students claimed they faced intimidation by staff and security over a planned nationwide walkout over gun reform.Friday, students across the country walked out of class calling for reform to the nation's gun laws. (KGTV) - The Mayor of Coronado is turning heads for an op-ed he recently penned.Mayor Richard Bailey wrote a several hundred word submission for the Voice of San Diego this week titled, ‘It's Time to Put Roads Over Transit.’Citing SANDAG’s figures, Bailey says more than 50 percent of local transportation dollars are spent to move just 3.5 percent of commuters while roughly 13.5 percent of funs are spent on roads and highways.He also points to relatively stagnant public transportation ridership rates while traffic congestion balloons in San Diego County.“I can't foresee us moving people around on fixed routes on large empty buses and also really expensive trolley lines,” said Bailey, “I think people are going to be looking for more nimble solutions such as a autonomous vehicles and ride share options.”Transit advocates say shifting funds from public transportation as Bailey suggests would have a negative impact on those who already use it.“About 64,000 households in the San Diego County area don't have a car and it’s just absurd to think that we're going to take away their primary means of transportation,” said Colin Parent, executive director of Circulate San Diego.Parent agrees with Bailey that the ridership figure is small but says the answer is growing that figure, not stifling it by shrinking its budget.SANDAG will vote later this on its multi-decade regional transit plan. 1429
