The uncertainty is taking both a financial and emotional toll for local restaurant owners.Open. Close. Open. Close. This isn't the revolving door that welcomes customers into local restaurants, it's the state's rules on indoor dining that is worrying business owners."It's devastating thinking that we might have to close again," Charlie's Family Restaurant owner, Suzan Meleka said. "I haven't slept in two nights."When the quarantine began in mid-March, the 28-year-old Escondido diner had to shut its doors. Meleka said they tried take-out. But as a traditional sit-down diner, it just wasn't for them.Then came the good news on May 21, 2020. With temperature checks, new cleaning, social distancing protocols in place, Charlie's reopened, and their loyal regulars came back."The food is great, the prices are great, the atmosphere is great!" one customer said."It's like a family here," said another."We were worried that a lot of them might forget about us because we were closed for two and a half months," Meleka said. "So they've just been wonderful. They are glad to be back to some sort of normalcy."But that normalcy did not last too long for diners in 19 California counties on the state's watch list. On July 1, 2020, Governor Gavin Newsom declared that every restaurant in counties surrounding San Diego had to again, stop serving food indoors. So far, San Diego is clear from that list. But Meleka is worried we are next."I think if restaurants are following every single protocol, they shouldn't be penalized," Meleka said.Compared to their large dining hall and banquet room for overflow, Charlie's only has four outdoor tables. This may not be enough capacity for the beloved family diner to muscle through another forced shutdown."I keep saying it's the twilight zone because it's just unbelievable," Meleka said.Meleka hopes everyone follows the state's guidelines so that San Diego County can stay off the state's watch list. (KGTV) — Encinitas officials announced a "one-of-a-kind" crosswalk has been placed across Coast Highway 101 in downtown.Officials say the artistic crosswalk featuring surfboard shapes and waves spans across the highway at G Street and took two years of coordination between city staff and City Council to put together. The city says the crosswalk will improve walkability and bring more public art to the area.Artist Steffen Vala, whose work has appeared around the globe and been featured by Apple, Marvel, and other big brands, was commissioned for the crosswalk."The iconography of surfboard shapes is a nod to each surfer's 'magic board,' unique to them like their fingerprint. Juxtaposing this individualism is a unifying tidal wave laid out like the ocean's fingerprint that connects all the surfboards. This symbolizes the unifying, collective, 'party wave' we are all riding and our love in protecting the environment while celebrating our differences," the city said in a release.The city says the crosswalk is the longest decorative crosswalk of its kind and first one across a historic highway. 1132

ENCINITAS, Calif. (KGTV) - Rare succulents grown along California's coastlines are under attack from poachers. Last week three South Korean nationals were charged with attempting to illegally export to Asia more than 0,000 in live Dudleya succulent plants. Federal authorities say the men pulled the plants out of the ground at remote state parks in Northern California and then brought them to a Vista nursery operated by one of the men. "What your seeing now, which is really detrimental, is that people are actually making so much money off of this stuff in some cases, that they're going out to habitat and just wholesale taking everything, just wreaking havoc," said Tony Gurnoe, Director of Horticulture at San Diego Botanic Garden.Part of the mission at San Diego Botanic Garden is to conserve rare and endangered plants and their ecosystems to preserve biodiversity."The natural world is under a lot of stress right now," says Ari Novy, President & CEO of San Diego Botanic Garden. Novy says the rare California succulents are a coveted treasure in several Asian countries. "Unfortunately in Asia there are a lot of really wonderful plant collectors, but there's a small minority that will go to any length to get plants they don't have, including imperiling plants in the wild and violating the law," said Novy. Two of the defendants have since fled the United States, according to the U.S. Attorney's Office. If convicted on all counts, the defendants face up to 10 years in federal prison.The stolen succulents are now being reestablished in their habitat by California Plant Rescue. 1609

(KGTV) - Neighbors in Encinitas are warning people about the dangers of the Sago Palm after two dogs on the same street passed away from sago poisoning.Ronnie Steinau says her dog, Luna, died within 24 hours of eating some seeds from a Sago Palm."She was the happiest, tail wagging, loved everyone and 'she's the kind of dog that everyone loved because she was so sweet," Steinau says. "We had her for about a year. We miss her."After posting about Luna on social media groups, Steinau learned a neighbor had a similar experience."We had no idea there was something so deadly all around us," says Alissa Dalaut.Dalaut says her dog Saber ate some sago palm seeds in December and died a few days afterward, despite aggressive treatment from her vet."We felt horrible, and we wished we would have known how toxic and how fatal and how dangerous these plants are," says Dalaut.According to PetMD.com, the sago palm contains a toxin called Cycasin. It can cause severe liver damage. Steinau also had a sago palm removed from her backyard and has plans to cut down another on her porch.Now the two women are warning others of the dangers in their neighborhood."If you have them in your yard and you have children or pets, you're asking for trouble," says Steinau.Steinau would also like nurseries to do a better job of telling people about the dangers associated with sago palms and other trees when they're sold.
