Our commitment to protecting employee privacy restricts our ability to share names or details of the incident. SAN DIEGO (KGTV) -- A University City woman is searching desperately for what she says is worthless to a thief, but priceless to her.Cassie Moua's wedding outfit, which her grandmother made for her over 15 years, was stolen out of the trunk of her husband's car the week after her wedding. "It's been sitting in a closet for 15 years, waiting for the day I get married," Cassie said. "I get married and a week later, it's gone."Cassie married David Lawrence on Feb. 29 at her father's house in Scripps Ranch. She wore a traditional Hmong wedding outfit, including a black jacket with embroidery, a black apron with embroidery, and a white skirt with a pink belt. That dress, however, is now in the hands of a thief. Sometime during the night of Friday, March 6, a thief got into David's car, stealing the suitcase from the trunk with the wedding outfit inside. Cassie says there were no signs of forcible entry and she believes the thief may have used a device to spoof the remote and unlock the car. It was parked in the lot of their apartment complex, near the corner of Nobel and Cargill Avenue in North University City.Cassie says she went to the car on Saturday morning to go grocery shopping, and saw the hood popped, trunk opened, glove compartment ajar, and items spread out all over the seats. She says she does not care about other stolen items like a pet transporter and tire chains stolen, but is now on a mission to get the outfit back. "Since it happened, I've been driving around the neighborhood, looking in little pockets and corners, hoping to see abandoned clothes or an abandoned suitcase," she said. Cassie has since posted more than 20 fliers in the area around her complex. She hopes to get the outfit back to keep as a family heirloom, and that if the thief has a change of heart - no questions asked. San Diego Police say there is no suspect identified. They say in addition to the wedding outfit, two pairs of sunglasses were stolen. The police report says the thief accessed an unlocked vehicle. Cassie says this is the second car break in two years her family has had to deal with living at their complex. 2143

SAN DIEGO (KGTV) — A Superior Court judge gave San Diego County restaurants the green light to serve on-site again, but not all will make use of the opportunity.For Roddy Browning, the pressure to reopen his restaurant is intense.“We lay in bed at 2:30 in the morning, going, 'Okay, what am I going to do? What am I going to do tomorrow? What am I going to do the next day?'” said Browning, who owns Oceanside's Flying Pig Pub and Kitchen.Browning said sales are down 60% and employees have been reduced from 30 to 12. Reopening for outdoor dining under the new court ruling could boost those numbers.“The state's going to appeal it, and what is the point in opening back up again, and then bringing all these people back to work and saying okay guys the ruling changed, now we're going to have to kick you out of the restaurant again,” Browning said. “I don’t want to do that to my employees anymore.”Don't get him wrong. Browning does plan to reopen under the new court order - but he wants to respect the full three weeks intended in this latest shutdown order, set to complete on Dec. 28."This is not about us against them," Browning said. "We said we would give the governor his three weeks, and I'm going to give him his three weeks."But other San Diego restaurants are planning to remain takeout only until health officials advise otherwise.At Spring Valley's Cali-Comfort Barbecue, a gathering place for sports fans, owner Shawn Walchef says he's not offering indoor or outdoor dining.“We believe that the coronavirus is the antithesis of hospitality. Everything we do in our blood is to take care of people,” Walchef said. “Social distancing doesn’t work in our business. SAN DIEGO (KGTV) - About two dozen businesses and houses of worship are taking advantage of a new rule that waives permit fees at San Diego County parks.According to the San Diego Parks and Rec Department, 14 fitness-related businesses and 12 houses of worship have been approved for permits to operate in county parks.RELATED: County Board Approves Plan to Allow Businesses to Operate at County ParksOn Aug. 5, San Diego County Supervisors approved a motion to waive permit fees and streamline the permit process so that businesses and houses of worship could hold events and classes in parks.Supervisor Dianne Jacob, who made the initial request, called it a "creative" way to provide flexibility and help those businesses survive the coronavirus pandemic."We're trying to make it as easy as possible for businesses to survive during this difficult time," Jacob told ABC 10News on the day the rule passed. "This is just another way to do it."Kaylee Kiff owns The Dance Spot in Chula Vista. She says she applied for the permit as soon as she heard about the program. She began holding classes at Otay Lakes Park just a few days later.Kiff says it saved her business."This was the first time I really felt supported as a business," Kiff says of the new rule. "I understand why we shut down, and I was happy to do it. But when it got to the point where I would lose my business, I'm just looking for any lifeline I could get. The county really was that lifeline."A county spokesperson didn't say how many more businesses or houses of worship have applied for the fee-free permits, but told ABC 10News other applications are in process for approval.Since the county changed its rules, several other cities have followed suit, including San Diego, El Cajon, Coronado, La Mesa, and Oceanside. SAN DIEGO (KGTV) — A young woman was hit by an egg while walking to her car in Carmel Valley and could lose sight in her left eye permanently due to the prank, according to what her doctor told her.Meghan Campbell, 25, was visiting friends on Sunday the 19th, at their home near Torrey Pines High School. Around 9:45 p.m. she was walking ahead of her friends to her car when a dark SUV drove by and someone inside hurled an egg at her."It was freaking terrifying," she said Wednesday, still shaken by the incident. "Soon as it hit me I kneeled down to figure out what was going on." Her thoughts were racing, "I can't see, there's something gooey on my face right now."It can sound like a funny prank, and Campbell chooses to find the humor in it now, but what doctors told her at the hospital was life-altering.She said doctors told her that her left cornea was scratched and orbital bones were fractured."I think the most scary thing for me was my vision went out... and I couldn't start seeing light or anything until the next day," Campbell said.She saw an Ophthalmologist Tuesday and she said he told her it will take six weeks to find out if her vision will come back. He said there are no options for surgery or medication because of the level of trauma to her eye. Her left pupil has remained dilated more than a week after the incident.She said she's still having trouble with light sensitivity, depth perception, and overall vision. "Someone with 20/20 vision can stand 200 feet away from something and see it clear, I have to stand 20 feet away to see the same thing," she said.She was visiting her friends from Orange County when the incident happened. Wednesday she was at the airport waiting for a flight back to Kentucky where she's studying to become an ER doctor.
