SAN DIEGO (KGTV) — Days before the sale of a Del Cerro home was scheduled to close, thieves went on a shopping spree inside the house.In the 5600 block of Genoa Drive, neighbors were jolted by something unexpected."It's shocking because things like that don't happen in our neighborhood," said Diane Cozey.On Wednesday morning, at a three-bedroom, three-bath home that was well into escrow, a disturbing discovery was made by the staging company arriving to collect their inventory. The front door had been left ajar. "Just dismayed that someone could do something like this," said homeowner Randy Arciniega.Arciniega says his home was raided. The furniture, installed lighting, and rugs remained, but just about everything else was gone: towels, pillows, blankets, artwork, lamps, plants and other decor. Also missing was the refrigerator."The only thing that bothered me more is so much destruction happened," said Arciniega.Arcieniega says his beautiful floors were carved up as the burglars dragged the fridge out of the home. The total loss? About ,500.He tells 10News the lockbox was attached to some PVC piping, which was found damaged. The thieves apparently yanked it off the lockbox and somehow got inside it to use the key. Arcieniega says the biggest mistake he made was shutting down the alarm, because so many people were going in and out of the home. He believes the thieves were likely headed back for the rest of the inventory. The washer had been moved from the laundry room to the garage.The break-in happened sometimes between Saturday afternoon and Wednesday morning. Arciniega covered the costs of the refrigerator and floor damage. The sale of the home is expected to close Monday. 1716

SAN DIEGO (KGTV) — City council leaders unanimously approved a reform to allow local churches to build affordable housing in parking lots.The plan will allow churches and other religious institutions to choose to build affordable housing units in their parking lots to utilize large areas of the property that may go typically unused during the majority of the week.Previously, the institutions were required to offer a certain amount of parking spaces based on the location's capacity.The approval is part of a series of housing reforms the city hopes spark new affordable housing opportunities. City leaders are optimistic the moves will increase local housing supply, attract new construction, and lower costs in the long run.RELATED: Protesters air grievances in an end-of-year 'Festivus' at City Hall“There are so many religious leaders who want to know what they can do as we face a statewide housing crisis that is putting the squeeze on working families,” Mayor Faulconer said in a release. “We have people in need and people who want to help so giving churches the opportunity to build affordable housing on underutilized parking lots makes all the sense in the world.”The idea has been gaining steam since last Spring. The group UPLIFT San Diego led the effort dubbed YIGBY, or "Yes in God's Back Yard.""There are 1,100 churches in San Diego County with over 3,000 acres of property," UPLIFT leader Tom Theisen told 10News in June. "If just 10 percent of those churches, 100 churches, were to build 20-30 units each, we're talking thousands of units of housing."RELATED: Abandoned church in San Ysidro to be turned into affordable housingFollowing Tuesday's announcement, pastor Gerald Brown echoed UPLIFT's sentiment.“Churches in our community want to be a part of the solution when it comes to the housing crisis,” Brown said. “This important reform allows us to continue serving our communities in the best way possible, while providing the affordable housing that is so desperately needed.”City leaders also changed municipal code to allow continuing care retirement communities in zones that currently allow multifamily housing and as a conditional use in single family residential zones. SAN DIEGO (KGTV) — California's DMV is reopening another 46 field offices this week to fulfill appointments for services that require an in-person visitThursday, six field offices in the county will reopen to customers who have already made an appointment that requires an in-person visit. The offices will be open Monday through Friday from 8 a.m. to 5 p.m., an open at 9 a.m. on Wednesdays. SAN DIEGO (KGTV) -- Capt. Andy Williams, Commander of the California Highway Patrol Oceanside Station, is under investigation after his arrest for suspicion of domestic violence.ABC 10News obtained the request for a restraining order against Williams, filed by his ex-wife. In the court documents, she details an argument the two got into at his home in Carlsbad Oct. 19. She claims he struck her near her buttocks with enough force to leave a hand mark and welts.Carlsbad police confirmed to ABC 10News that they arrested Williams. A spokesperson for the District Attorney tells ABC 10News they are investigating the case to decide whether to file charges.Williams is out on bail. CHP has placed him on administrative leave and removed his powers as a peace officer.CHP Border Commander Chief Omar Watson sent ABC 10News a statement:"The CHP is aware of the arrest of Capt. Andy Williams by the Carlsbad Police Department for alleged behavior that occurred while the employee was off duty. The CHP continues to fully cooperate with the investigating agency and we are conducting our own investigation into the allegations. I want to assure the public that we take any allegation of misconduct by our employees, whether on or off duty, very seriously.I also want to emphasize to the public that the alleged conduct of this employee does not reflect the values, hard work, dedication and professionalism of the CHP and its more than 11,000 employees, who proudly work each day to provide the best in Safety, Service, and Security to the people of California." 1566
