The U.S. Postal Service agreed Wednesday to reverse changes that slowed mail service nationwide, settling a lawsuit filed by Montana Gov. Steve Bullock during a pandemic that is expected to force many more people to vote by mail.The lawsuit filed against Postmaster General Louis DeJoy and the U.S. Postal Service on Sept. 9 argued changes implemented in June harmed access to mail services in Montana, resulting in delayed delivery of medical prescriptions, payments, and job applications, and impeding the ability of Montana residents to vote by mail.The postal service agreed to reverse all changes, which included reduced retail hours, removal of collection boxes and mail sorting machines, closure or consolidation of mail processing facilities, restriction of late or extra trips for timely mail delivery, and banning or restricting overtime.The agreement also requires the Postal Service to prioritize election mail.The settlement agreement was reached a day ahead of a hearing in the U.S. District Court in Great Falls. It applies to all states.“Montanans never gave up this fight and as a result, we are ensuring stability through and beyond the election by immediately restoring the mail services folks rely on, whether it’s receiving vital medication or ensuring they can pay their bills on time,” Bullock said in a statement.A spokesperson for the U.S. Postal Service did not immediately respond to an email seeking comment.Many more voters are expected to vote by mail this November to limit the spread of the COVID-19 pandemic. The majority of Montana counties are holding elections by mail, after a directive by Bullock permitted them to do so to limit the spread of the coronavirus. Bullock is running for a seat in the U.S. Senate.The agreement comes after a federal judge temporarily blocked the controversial Postal Service changes on Sept. 17, calling the changes “a politically motivated attack on the efficiency of the Postal Service” before the November election.Judge Stanley Bastian in Yakima, Washington, issued the nationwide preliminary injunction sought by 14 states that brought forward a separate suit against the Trump administration and the U.S. Postal Service. The U.S. Army has announced previously-scheduled leadership changes at Fort Hood as well as an investigation into the chain-of-command actions surrounding the case of Spc. Vanessa Guillen.Gen. Michael X. Garrett, commanding general of U.S. Army Forces Command, is directing that Maj. Gen. John B. Richardson IV formally assume duties as deputy commanding general for operations of III Corps and acting senior commander of Fort Hood.The change will take effect on Sept. 2.Army officials say the change in leadership was previously-scheduled and will enable "continuity of command" as III Corps returns from its role leading the Combined Joint Task Force-Operation Inherent Resolve.Maj. Gen. Richardson previously served as FORSCOM's director of operations from 2019-20 and was selected in March 2020 by the Department of the Army to serve as the next DCG for III Corps.Maj. Gen. Scott Efflandt will continue to serve as the deputy commanding general for support and will remain at Fort Hood to assist with the reintegration of III Corps as they return from their mission supporting Operation Inherent Resolve.With Maj. Gen. Efflandt remaining at Fort Hood, the Army will announce the name of a new commander for the 1st Armored Division, which Efflandt had previously been designated to lead. That announcement is expected in the coming days.The Army also announced that Sen. Garrett will appoint Gen. Instead, it appears people are taking their summer vacations outdoors."We had a lot of cancelations early on so starting in March, April and May we're heavily affected by cancelations but now that states are opening back up and travel’s resuming, our bookings are outpacing our cancelation seven fold," says Toby O'Rourke, the CEO of Kampgrounds of America. O'Rourke says campsite bookings and RV rentals are soaring.KOA conducted their own research and found that one-third of non-campers are considering camping as their summer travel activity. With contact-less bookings and a taste of the outdoors, she says many are finding camping a safer vacation option."We've been having a lot of activity on our campgrounds. There’s a lot of pent-up demand. We’re seeing June really take off which we’re excited to see heading into the summer months," says O'Rourke.O'Rourke adds that a majority of states have opened up their parks and campgrounds. In April, she says there was a magic date when people started booking campgrounds like crazy. Outdoorsy.com, a site that connects RV owners with people who want to rent them, says they've seen a 2,600% growth in their business since the COVID-19 pandemic began."Just last month alone, we saw over 2.5 million new visits or new users to the site Outdoorsy.com which is pretty significant. We’re breaking records all over the place in terms of bookings, growth. We had our best booking day on record last week that was up 300% year over year for just that day," says Jennifer Young, co-founder of Outdoorsy.com.Outdoorsy says recreational vehicles allow people to control their own environments."It's a standalone vehicle that you control where you buy your food, where it goes, how it stays in your refrigerator. Same with your bathrooms. So you’re cleaning and washing and showering - it's all self-contained in where you want to stay. You pick your location and destination," says Young.Plus both Outdoorsy and KOA have developed new safety guidance for campgrounds and RV renters amid COVID-19 which include proper sanitation, personal protective equipment and more."I definitely think once somebody rents an outdoorsy vehicle or camper van I’m pretty sure they’ll be hooked," says Young.KOA's O'Rourke advises people to first check camping websites and book ahead whenever possible. The US Consumer Product Safety Commission (USPSC) announced Wednesday that it is issuing a recall of Xtava Allure hair dryers due to concerns that they could catch fire or deliver electrical shocks.According to the USPSC, the recall affects more than 200,000 hair dryers.Nearly 200 people have reported the dryers and power cords have either "overheated, melted, exploded or caught fire" while in use. Eighteen people sustained burns while using the product, with one of those being classified as a "severe" burn.The dryers were sold online at Amazon, eBay, Walmart and Groupon, in addition to Xtava's own website. They were sold individually or in a hair care pack that included "treatment products, a flat iron or a diffuser."The affected products include the following SKU numbers on a label on the back:  XTV010001, XTV010001N, XTV010002, or XTV010002N.Those with the dryers should contact Xtava directly.
