SAN DIEGO (KGTV) - San Diego Sheriff's Deputy Richard Fischer was re-assigned to administrative duties after a woman's allegations of inappropriate behavior surfaced this week.Now, a San Marcos woman is alleging Fischer did the same thing to her last year.    The woman is accusing Fischer of inappropriate conduct and touching in August of 2016, according to her attorney, Dan Gilleon.RELATED: Woman claims she was groped by San Diego deputy, files claim against department"Her house was burglarized during in the day and Fischer was one of the deputies that arrived to investigate the burglaries. They all leave," Gilleon said of his client's claims.Later, Gilleon said she heard a knock at her door."It's Deputy Fischer again. She opens the door and he looks at her and says, 'It looks like you could use a hug,' and without her consent reaches in and hugs her," Gilleon said.Gilleon added Fischer knew no one else was home."It shocks her, she's startled. The hairs going up on the back of the next," Gilleon said, alleging Fischer then uses the same ruse as another woman claims - asking to use the bathroom."Now he's deeper into the house and hugs her again. Now she's resisting and walks him to the door and he says - don't worry. I'll be in the community and I'll be keeping an eye out for you," Gilleon said.The second woman saw a news story about the other woman's similar allegations and recognized Fischer, according to her attorney."When she saw the story she knew word needed to get out. She wanted the other woman to know the same thing happened to her and she wanted the community to know this is what he is out there doing," Gilleon said.   Gilleon is filing the second claim next week.An SDSO spokesman told 10News  he will look into this second allegation and issue a statement. 1894

SAN DIEGO (KGTV) -- Several major streets around San Diego are closed to cars to make way for more bicycles Sunday. The San Diego Bike Coalition hopes the event, called CicloSDias, will encourage people to ride their bikes instead of using their vehicles. Streets like Adams Avenue in Normal Heights and El Cajon Boulevard in City Heights will be closed. The event starts at 10 a.m. and lasts until 5 p.m. The event will also host a free concert with food and activities on El Cajon Boulevard between Fairmont and 44th Street. SAN DIEGO (KGTV) — San Diego Sheriff’s Department has released documents requested by ICE.Under the California Values Act or Sanctuary laws, the Sheriff’s Department is not allowed to help ICE find or arrest undocumented immigrants.But, Sheriff Bill Gore says the subpoenas that ICE issued last week, requires them to release the records. Congress granted ICE the use of these special subpoenas giving the agency more power to get the information from local authorities.RELATED: ICE subpoenas San Diego Sheriff's Department for migrant arrest dataThe records requested are for four men all from Mexico: A 40-year-old arrested in San Diego last December for sex abuse of a child under 14. A 28-year-old arrested in January for assaulting his spouse and child. A 42-year-old arrested last November for first degree robbery. And a 31-year-old man arrested last December for spousal abuse and false imprisonment. The first two remain in custody. While the last two were released into the community.A spokesperson from ICE sent a statement saying in part, “The California sanctuary laws forces the Sheriff’s Department to release many criminal aliens to the street rather than transfer to ICE custody which they say threatens public safety and national security since many will re-offend leading to more victims.”Sheriff Gore says they want to make sure they follow the rules but make sure they protect all of those that live in the county.“We’re not the immigration police, we’re here to protect the undocumented people in the county just like everyone else. They can report crimes and be witnesses to crimes," Gore added. 1626

  

SAN DIEGO (KGTV) — Some University City residents are upset over the city's lethal methods to curb the squirrel population at Nobel Athletic Area park. Many see the park as an escape from the neighborhood's concrete jungle. "One of the joys of being here is to watch the wildlife in the morning-- the rabbits and the squirrels especially," resident, Tracy Benson said. But that began to change once Benson started seeing more green boxes on the ground, similar to water irrigation units.RELATED: Chula Vista seeks public input on future bayfront parks in online survey"There is a hole back here, and in this hole is where the bait is placed. So the idea is the animal eats the bait, comes out, and essentially dies," Benson said. The more of these boxes the animal lover saw, the fewer squirrels she ran into on her walks.10News contacted the City of San Diego to get answers. A spokesman explained that the green apparatus is a "bait box." It helps manage what they call an "overabundant squirrel population."The City's Parks and Recreation Department began using them a few years ago to stop the squirrels from damaging their athletic facilities, landscaping, and eroding the hillside. While Benson understands the need, she believes the method is too cruel.RELATED: San Diego crews work to repair road after massive water main break in North Park"Poison has no place in a public community like this," Benson said. The facility caters to young children and includes an off-leash dog park, both could potentially be affected by the poison nearby. Instead of bait boxes, Benson suggests educating the public by putting up more signs around the park."[The public] are going to have an understanding that if they feed the animals, they actually do more harm than good. The city adds, if they do not control the squirrel population in this way, the effects go up the food chain. There will be more coyotes and snakes, animals that would be dangerous to park users. Still, Benson says there must be another way."I think that is upsetting, and I don't think that is the measure that should have been taken to properly control the population of squirrels," Benson added.The city says they periodically place the bait boxes in their parks when needed.  2491

  

SAN DIEGO (KGTV) -- Shakespeare Pub & Grille hosted a British themed royal watch party to celebrate Prince Harry and Megan Markle's wedding. The pub started their party at 5 a.m. The crowd all dressed in hats and fascinators. The party was complete with an English breakfast and champagne.  322
