The legislators made the remarks Wednesday during a discussion on a draft charity law, which was submitted for the second reading at the National People's Congress (NPC) Standing Committee's bimonthly session.
The law was guided by the fundamental rules and principles of international law, and took into account the experience of other countries, the Russian Foreign Ministry said in a statement.
The mutually complementary nature of regional cooperation has given a rise to what Li called a situation of equal dependency, which makes other SCO countries willing to cooperate with China in industrial capacity development.
The new law, which will enter into force in January next year, will provide legal support to the country's counter-terrorism activities as well as collaboration with the international society, he said.
