BEIJING, May 11 (Xinhua) -- China's State Council Monday published a guideline to maintain current agricultural development and promote income for farmers.     The guideline was issued on the Chinese central government's official Web portal www.gov.cn.     It consists of 22 items in eight parts, calling for more efforts to expand domestic demand, promote exports and stabilize grains' prices.     The guideline calls for more support for spring sowing, including pest control, guarding against natural disasters and science and technology services.     It also stresses the importance of granting subsidies to farmers and setting grain prices.

BEIJING, May 17 (Xinhua) -- Chinese military authorities pledged Sunday to tighten supervision on senior and middle ranking officers, through strict punishment in cases of breach of duty and regular inspection of their work.     The military will adopt a strict system to investigate and punish senior officers for breaching duty or making mistakes, said a circular issued by the Central Military Commission (CMC) on Sunday.     The document, approved by CMC Chairman Hu Jintao, said it will also introduce a system of accountability by regular inspection on the work of officers at army corps level.     Military units higher than regiment level of the People's Liberation Army must review the work of their commanding officers at least once a year, it added.     Commanding officers from regiment to army corps levels are usually regarded as middle and senior ranking PLA officers.     It will tighten inspection on senior officers to see whether they strictly follow the military disciplines and show loyalty to the Communist Party of China.     The circular called on the officers to keep a communist nature. "In the face of a complicated ideological situation, senior military officers must stick to their faith and keep a firm political stance," it said.     They should devote themselves to building up the country's military capacity to win local wars in the information age, it said.     The document said that the supervision and inspection will focus on any examples of extravagance and waste by military officers.

VIENNA, May 15 (Xinhua) -- Chinese top legislator Wu Bangguo and Austrian President Heinz Fischer met here Friday afternoon, agreeing to further expand cooperation on bilateral and international issues in face of the global financial storm.     Wu arrived in Vienna Friday morning for an official goodwill visit to Austria. He is the first Chairman of the Standing Committee of China's National People's Congress (NPC) who visited Austria in the past 15 years. BEIJING, June 8 (Xinhua) -- The new alliance between Rio Tinto and BHP Billiton Ltd. might lead to a monopoly operation and China should be prepared for anti-monopoly measures, warned an expert.     Mei Xinyu, an economist with the Ministry of Commerce (MOC), told Xinhua Monday that China should closely watch the joint venture process of the two mining giants and be ready to work with other countries to curb market manipulation when necessary, with the help of the anti-monopoly law.     Rio Tinto scrapped the proposed 19.5 billion U.S. dollars of investment by Aluminum Corp. of China, or Chinalco, on Friday.     The company announced a cooperative venture with BHP Billiton, which would pay Rio Tinto 5.8 billion U.S. dollars to set up a joint venture to run the iron ore resources of both companies in west Australia.     It was "something other than economic concern", said Zhang Yansheng, director of the Institute of Foreign Trade of the National Development and Reform Commission.     Almost half of China's iron ore needed to be imported, more than half of which was imported from Rio Tinto and BHP Billiton, according to Shan of CISA.     Colin Barnett, premier of Western Australia, told Australian media last Friday China was not on the list of approvals that the two companies needed to obtain.     Internationally they would need the approval of the European Union and possibly the U.S. Justice Department, apart from investigations at nation and state level, he said.     Also, Zhang Junsheng, director of the WTO Research Institute at the University of International Business and Economics in Beijing, said China might not have a say on the issue, as neither Rio Tintoor BHP Billiton had an affiliated company in China.

BEIJING, May 3 (Xinhua) -- China's retail sales climbed 9 percent from a year ago to about 12 billion yuan (1.76 billion U.S. dollars) during the three-day May Day holiday, the Ministry of Commerce said Sunday.     The estimate was based on sales from May 1 to May 3 at 1,000 major domestic retailers monitored by the ministry.     The ministry said robust sales were reported for gold, jewelry, home appliances and autos, as retailers launched promotion campaigns.     Sales of gold and other jewelry rose 19.6 percent, the ministry said, without giving specific figures.     However, it said the Beijing Caishikou Department Store, a major gold retailer in the capital, saw its sales nearly double to 14.3 million yuan on May 1 alone.     Sales of appliances, such as LCD TVs, air conditioners, refrigerators and lap-tops, increased 11.4 percent, while those of automobiles grew 9.2 percent.
