UNITED NATIONS, Dec. 9 (Xinhua) -- China on Tuesday called on the international community to continue to strengthen multilateral counter-terrorism cooperation within the UN framework. China's UN Ambassador Zhang Yesui made the appeal at the thematic debate of the UN Security Council on threats to international peace and security caused by terrorists. "Recently, a series of alarming acts of terror occurred in such places as Mumbai, resulting in heavy casualties of innocent people. The Chinese delegation expresses its deep condolences to the victims," Zhang told the council. "These cruel realities remind us once again that terrorism still remains a potent threat to peace and security of international community," he said. The Security Council, as the core of the international collective security machinery, should play an important role in international fight against terrorism, he said. "Terrorism is the common threat facing the international community and it is imperative to continue to step up the multilateral counter terrorism cooperation within the UN framework," he said. China believes that all UN bodies should pay attention to both stepping up counter-terrorism measures and removing the root causes that give rise to terrorism, he said. "The member states are the real owners in the implementation of all UN counter-terrorism resolutions," the Chinese envoy said. "Their will and capacity in counter-terrorism determines the implementation of those resolutions." "However, limited resources and inadequate counter-terrorism capacities have led to the inability of many countries, especially the developing countries to honor fully their counter-terrorism obligations, and thus limited seriously the international community's achievements in the struggle against terrorism," he stressed. China hopes that the international community will pay greater attention to the capacity-building in counter-terrorism and invest more resources to help the developing countries with counter-terrorism assistance that meets their actual needs and help them improve expeditiously capabilities so that the effective implementation of all UN counter-terrorism resolutions will have a firm basis, he added.
BERLIN, Jan. 28 (Xinhua) -- Chinese Premier Wen Jiabao arrived in the German capital Berlin late Wednesday for an official visit to the country. The premier is scheduled to meet with German Chancellor Angela Merkel and Vice Chancellor Frank-Walter Steinmeier on Thursday to discuss bilateral relations and further cooperation between the two nations amid the global financial downturn. Upon his arrival, Wen said in a statement that currently Sino-German relations are faced with a sound opportunity of development. The two nations have maintained frequent high-level contacts, and economic and trade cooperation has been expanding steadily, Wen said. Both sides also witnessed fruitful dialogues on such fields as science and technology, education, culture, and youth exchanges, he noted. Bilateral consultation and coordination on international affairs have also been strengthened, he added. The premier expected his meeting with Merkel would further enhance mutual trust and broaden consensus between the two nations. Wen also expressed the belief that his visit will further push forward the Sino-German partnership, which bears a global responsibility. Meanwhile, the premier, on behalf of the Chinese people, extended Chinese lunar new year greetings and good wishes to the German people. During his two-day visit to Germany, Wen will also attend a forum on Sino-German economic and technical cooperation and deliver a speech. Germany is the second leg of Wen's European tour after Switzerland, where he attended the annual meeting of the World Economic Forum (WEF). The trip will also take him to the European Union headquarters, Spain and Britain.

Zhang Ping, minister in charge of the National Development and Reform Commission (NDRC), delivered a report on how the Chinese government has implemented the Outline of the 11th Five-Year Program for National Economic and Social Development (2006-2010). The Second plenary session of the sixth session of the 11th Standing Committee of China's National People's Congress is held at the Great Hall of the People in Beijing, China, on Dec. 24, 2008. The implementation has been going well, with most of the goals being reached as scheduled at the middle stage, he said. He urged more attention to be paid on expanding domestic demand, increasing innovative ability, continuing reforms on resource prices and taxes, energy saving and emission reduction, as well as increasing the government's ability to provide public services. Zhang also gave a report on how the intensifying impact of the world financial and economic crisis is reverberating through China's economy. Other reports included efforts to stabilize prices and prevent price hikes addressed by NDRC vice head Zhang Mao, as well as water pollution prevention and control by Environmental Protection Minister Zhou Shengxian.

BEIJING, Dec. 22 (Xinhua) -- China announced plans Monday to establish a social security number system for the welfare of its citizens. The draft of the social insurance law was discussed by the Standing Committee of the 11th National People's Congress, the country's top legislature, on Monday. The draft said China would establish a standard social security number system across the nation by using each citizen's current identification card number. The social insurance fund will be categorized into endowment insurance, medical insurance, insurance against injury at work, unemployment insurance and childbirth insurance, the draft said. Currently, China's social insurance fund is managed by the Ministry of Human Resources and Social Security and its branches in provinces, municipalities and autonomous regions. According to the country's labor law, the funding of endowment, medical and unemployment insurance is raised by both individuals and their employers. Workplace injury and childbirth insurance have to be paid by employers. A series of social insurance fund embezzlement scandals have been exposed in China since 1998. More than 16 billion yuan (about2.3 billion U.S. dollars) was embezzled. The new social insurance law's draft said any individual or organization has a right to complain or report illegalities about the social insurance fund. The measure is an endeavor to invite more supervision of the citizen's basic security. The draft also determined that a new type of rural medical system, in which farmers and governments raise funds together, would be included in the medical insurance. Governments will cover medical insurance expenses for citizens who live on low-income subsidies, have serious disabilities or are older than 60 years, the draft said.
