GUANGZHOU, Nov. 1 (Xinhua) -- China is to maintain basic stability and continuity in the economic policies and RMB exchange rate to ensure a foreseeable prospect for its businesses. Minister of Commerce Chen Deming made the remarks Sunday at the Canton Fair, an important barometer of China's foreign trade, in Guangzhou City, capital of southern Guangdong Province. In the following months, China would maintain stability of the macro-economic policies, stick to the proactive fiscal policy and moderately easy monetary policy, Chen said. Meanwhile, the RMB exchange rate should also maintain relatively stable so that domestic manufacturers and exporters can better predict and adjust to the market, Chen added. Chen said the number of participants to the fair and the trade volume showed China's foreign trade was recovering, but uncertainties remained. Chen urged Chinese enterprises to enhance their competitiveness with better quality and lower cost by technological upgrading and restructuring. "Next year, our focus will be on the quality of export products," he said. "Enhancing competitiveness with better product quality and brand-building is also an effective way of avoiding trade protectionism," Chen added. In the previous three quarters this year, 19 countries and regions have launched 88 trade remedy investigations against Chinese goods, totaling 10.2 billion U.S. dollars. BEIJING, Dec. 26 -- Competition between airlines and rail operators will further hot up on Saturday thanks to the launch of China's longest high-speed train link between Wuhan and Guangzhou. The line stretches more than 1,000 km and will slash the travel time from Wuhan, Hubei province, to Guangzhou in Guangdong from 10 hours to just three. Tickets for the service - which also stops at Changsha, capital of Hunan - went on sale at new stations in the three cities last weekend, with prices ranging from 780 yuan (0) for first class to 490 yuan for second class, said a joint document released by the National Development and Reform Commission and the Ministry of Railways. "High-speed rail has three advantages over air travel: it is more convenient, more punctual and has a better safety record. From today's launch, 38 out of China Southern Airlines' 160-plus domestic flights will compete with high-speed train links, he said. China plans to have high-speed rail services running between 70 percent of key cities by 2020, which would cover more than 80 percent of the airline network. About 16,000 km of railway for 350-km/h trains will be built on the mainland in the next 10 years, according to a blueprint by the Ministry of Railways. He praised the successful cooperation between the two countries' public security departments in the past years and called on the two sides to further enhance law enforcement cooperation within the framework of bilateral relations and the Shanghai Cooperation Organization (SCO). Murov said China had accumulated valuable experience in safeguarding public security during the Beijing Olympics and the celebrations of the 60th anniversary of the founding of New China. Russia is willing to learn such experience from China and hoped to strengthen exchanges and cooperation with China's Ministry of Public Security, he noted.
BARCELONA, Nov. 3 (Xinhua) -- The top Chinese negotiator for the United Nations climate change talks being held here said Tuesday that the Kyoto Protocol must be followed. "China's position is quite clear: the Kyoto Protocol must be adhered to, since it best illustrates the principal of 'common but differentiated' responsibilities," said Su Wei, head of the Chinese delegation to the talks. Su told Xinhua that during earlier negotiations, some countries had proposed discarding the Kyoto Protocol and adopting a totally new document at December's Copenhagen climate change meeting. "This demand is strongly rejected by the Group of 77 and China, and other developing countries," Su said. Su stressed that the Kyoto Protocol must be the legal basis for further negotiations at Copenhagen, and developed countries must fulfill their obligations under the protocol, which regulates that they should clarify their reduction targets in the second phase of the protocol. "If this basic arrangement is changed, the future of the Copenhagen meeting would be greatly shadowed," Su said. The deal to be reached at the Copenhagen conference, Su said, should have two basic elements. One element is to set the mid-term emission reduction targets for developed countries under the Kyoto Protocol. That is, developed countries as a whole should commit to making 25-40 percent cuts below 1990 levels by 2020. The second element is to make substantial arrangements for the implementation of the UN Framework Convention on Climate Change in accordance with the Bali Roadmap. "We hope we could lay a good foundation for the Copenhagen conference through negotiations at this meeting," Su said.
