SAN DIEGO (KGTV) - San Diego police are looking for a man accused of committing a lewd act in the Morena neighborhood.The incident happened on Aug. 12, shortly before 4:30 p.m. A home security camera caught the man stopping on the sidewalk and engaging in the lewd act as he crept near a woman that was gardening outside her home.Police say the woman had her back turned to the man, and she never knew he was there."He was within maybe four or five feet at the time," the woman's husband, Jeremy Pritchett, said. "That's frightening about the situation, someone can creep up to you within 4 feet, and you have no idea."A car drove by, and Pritchett said it scared the man away. Pritchett was home at the time but didn't know what had happened until a few minutes after the man took off. He found out after looking through his security camera footage.San Diego police officers say they have identified the man in the video, and they are going to issue a warrant for his arrest. SAN DIEGO (KGTV) — San Diego County officials warn we may officially drop into the dreaded, most restrictive, purple tier next week due to the rising COVID-19 case rate.“This is not a rollback, this is a devastation,” said Jon Weber, co-owner of Cowboy Star Restaurant and Butcher Shop in the East Village. “The same metrics that work in smaller counties don’t necessarily work in larger counties.”Under the state’s purple tier, restaurants would have to close indoor dining and move outside. Right now, in the red tier, they’re allowed to operate inside at 25% capacity.“We’re on 10th Avenue, we don’t have any space to put any outdoor seating, we’re on a busy street,” said Weber, who got through the first shutdown with PPP money, which is now gone.“If we close, we may never open again,” he said. “The idea of laying off 50 employees right before the holidays is pretty hard.”Other restaurants able to operate outside worry rain and cold weather will keep customers from dining outdoors.“There’s going to be challenges with cold weather, some of this stuff is just out of our control,” said Cesar Vallin, the managing partner at Cloak & Petal. “If you stay open, now you’re opened illegally, now you open yourself up to lawsuits from staff, ABC can come in and take your liquor license.”Like Weber, Vallin also worries about layoffs when moving from the red to the purple tier.“It’s not a light switch, I have to lay everybody off properly and then bring people back on, and not everybody comes back,” said Vallin. “There’s no support from the government, they’re still asking us for employment taxes, they’re still asking us for sales taxes; It’s a major letdown.”Under the red tier, gyms and fitness centers can operate inside at 10% capacity.Scott Lutwak, the founder and CEO of FIT Athletic Club, said that capacity is already a difficulty at his five locations across the county.“We’re mortified at the concept of moving into that purple tier, which represents us at zero capacity, being closed 100 percent,” said Lutwak.“We’ve been conducting classes outside regardless of weather, but now it gets dark earlier,” he said. “In our facilities, we have millions of dollars’ worth of really extensive equipment that can’t be brought outside because as soon as you bring it outside with saltwater air, you can’t bring it back inside.”He said right now he does not plan on shutting down inside or moving equipment outside.“As long as I feel like I can provide a safe environment for my employees and safe environment for my members, which we have proven we’re able to do so, I think we have every intention on keeping our doors open until we’re forced to do otherwise.”Lutwak said he believes his centers are essential, and therefore should be able to remain open.“We’re providing rehabilitation services, we consider our facilities as essential, and we have sent some letters out to each of the mayors in the cities where we’re conducting business,” he said he has yet to hear back.Besides restaurants and fitness centers, houses of worship, movie theaters, museums, zoos, and aquariums would also have to end indoor operations.San Diego County will find out next week if we have officially moved back into the purple tier. 3240

Many of their top spots offer a view from up high of rolling hillsides in Ramona, wildlife in its natural habitat near Julian, and unique vegetation surrounding Pala.All one needs is their phone and a joy for the outdoors (in addition to hiking essentials).Here's where you can find park rangers' picks and why each trek is a favorite:Wilderness Gardens (14209 Hwy 76, Pala, Calif.): "Take the Upper Meadow Trail 3.2 miles to a large grassy expanse with seasonal wildflowers. Also, look for the foundation of an old grist mill on the County Historic Resource Board’s list of historic places. The foundation is about 0.8 miles into the hike."Agua Caliente (39555 Great Southern Overland Stage Route of 1849, Julian, Calif.): "Keep your eyes open for bighorn sheep as you walk along the Marsh Trail, and snap a selfie about a half a mile in at a palm grove. The trees are sure to please."El Capitan (13775 Blue Sky Ranch Road, Lakeside, Calif.): "You’ll really need to work for this photo. Take the main trail up, up, up. Feel rugged and pose next to an abandoned Jeep located near mile 5."Mt. Gower (17090 Gunn Stage Road, Ramona, Calif.): "Take the challenging Mt. Gower Ridge Trail to the summit, look for a granite boulder outcrop that mimic fangs. They are located around the 3-mile mark. Take a fantastic photo!"Lake Morena (2550 Lake Morena Drive, Campo, Calif.): "Head out on the 3.4-mile out-and-back dam access trail. At the scenic turnaround point, there is a gate to a historic dam that was constructed at the turn of the 19th century."Santa Ysabel East (500 Farmer Road, Julian, Calif.): "From the Farmer Road Staging Area, hike 2.3 miles to the Kanaka Loop junction and turn right. Following the Coast to Crest Trail 1.5 miles to a picnic table shaded by a stately oak. Enjoy the views of Palomar Mountain to the north and Cuyamaca Peak to the south. BYOB lunch and camera."Ramona Grasslands (Trailhead and staging area are on Highland Valley Rd., just east of Archie Moore Rd. in Ramona): "In addition to the usual animals you might expect to see at a County park, the Grasslands are home to cattle. If you see one, mooove to the side of the trail, keep your distance and snap a pic."Volcan Mountain Wilderness (1209 Farmer Road at Wynola Road, Julian, Calif.): "Stride through an art installation at the Volcan Mountain Preserve trailhead to start this pictorial hike. Then trek 2.5 miles up to a telescope, and continue on for about a quarter of a mile to the historic Lightway Beacon Tower – used in the 1920s by airmail carriers. Take all the pictures."Heritage Park (2454 Heritage Park Row, San Diego, Calif.): "Capture the history of Temple Beth Israel and its well-preserved 1800s-era style architecture."Tijuana River Valley Regional Park (2721 Monument Road, San Diego, Calif.): "Spooner’s Mesa offers panoramic, international views of the coast; look south into Mexico and north across miles of San Diego County coastline. The mesa sits above the river drainage – a little over 1.5 miles from the trailhead off Monument Road."Louis A. Stelzer County Park (11470 Wildcat Canyon Road, Lakeside, Calif.): "Pass the westernmost playground to climb the 0.6-mile Stelzer Ridge Trail, and veer right to the Kumeyaay Promontory – or continue on to Stelzer Summit to see the most spectacular landscape views."Los Pe?asquitos Canyon (12020 Black Mountain Road, San Diego, Calif.): "Visitors may see a small waterfall at the west end of the preserve. Just follow the easy 6.8-mile Los Pe?asquitos Canyon loop trail. Snap a pic at the falls. Also, stop by to meet two goats with big personalities. SAN DIEGO (KGTV) - San Diego Police have located a woman who disappeared from a Hillcrest bar in October. Lindsey Snider separated from her friends at Urban Mo's on October 28 just after midnight, police said. Officers found her cell phone on November 6.Police said Tuesday in a report that Snider is from Michigan and is not familiar with the San Diego area.Police said Snider has a history of disappearing when she uses heavy amounts of alcohol. 460

  

SAN DIEGO (KGTV) - San Diego Metropolitan Transit System officials say ridership spiked in the first quarter of the 2020 fiscal year by more than a million trips compared to the same time last year.From July through September of 2019, 22,258,345 trips were taken on an MTS trolley or bus. In 2018, MTS saw 21,313,801 trips. It's a 4.4% rise from one year to the next."It's encouraging," says MTS Chair Nathan Fletcher.MTS officials say a heavy focus on investment over the past few years is starting to pay off. They recently completed a million plan to streamline services and add frequency to many bus routes. They also added the South Bay Rapid route from Otay Mesa to Downtown and expanded the Rapid Superloop service in the University City area."As we add those services where folks want them, as we squeeze every dime we can get out of our existing budget, as we make a full commitment to engage the community in what they want, people will use it," says Fletcher.The surge in riders helps MTS buck a nationwide trend where public transportation is on the decline.Even in San Diego, year-to-year numbers had been dropping for four straight years, since hitting a record high in 2015 (see chart above).Fletcher says it's a positive step as the city tries to meet strict climate goals that require a reduction in greenhouse gas emissions.Recently, SANDAG put out a plan to increase transit ridership to 10%. That sparked a debate over how much money should go towards transit vs. road construction.Fletcher says any money spent on transit also benefits drivers."Every person who chooses transit is one less car driving," he says. "The individual who says, 'I'm always gonna drive,' should support transit because that means less congestion. Less congestion means less toxic pollution and less greenhouse gas emissions. So it's a win for everybody whether you use transit or drive your car."To raise money for more expansion, MTS is looking into a ballot measure for the November 2020 election that would add a half-cent sales tax. 2046
