ATHENS, Oct. 2 (Xinhua) -- Chinese Premier Wen Jiabao on Saturday made a five-point proposal on boosting ties with Greece during talks with his Greek counterpart George Papandreou, stressing that China is willing to work with the European country to combat the lingering financial crisis.Wen arrived in Athens earlier in the day, starting a three-day official visit to the country, the first by a Chinese premier in 24 years.Papandreou held a grand welcoming ceremony for Wen after the Chinese premier's arrival.Wen said both countries were great civilizations in the history and the people of the two countries have always been amicable to each other. YUSHU, Qinghai, Sept. 22 (Xinhua) -- It has been six years since Zhaduo was moved away from his home on the ecologically vulnerable grassland on the Qinghai-Tibetan Plateau, but the 33-year-old said he still misses his yaks and the life of a herdsman."The money for selling 40 yaks and 25 sheep has been used," Zhaduo said. "It is so expensive to now live near the town center. Everything costs big money."Zhaduo is one of the emigrants from Rima village in Yushu County of northwest China’s Qinghai Province, near the source of China' s three major rivers - the Yangtze, the Yellow River, and the Lancang River - which form the world' s highest plateau wetland, known as Asia' s water tower.China started moving people out of the 150,000-sq-kilometer Sanjiangyuan region more than five years ago in a bid to repair the ecological system damaged by excessive herding and to transform the area into an unpopulated nature reserve.So far, some 50,000 herdsmen, mostly Tibetans, have bid farewell to the nomadic life and were moved closer to the town centers near their old homes, where they have better access to health and educational resources.Zhaduo now lives in Jiajiniang village, twelve minutes' drive from Gyegu township of Yushu. The family is surviving by picking mountain-grown caterpillar fungus.Zhaduo basically has no jobs in the months other than the harvest season from May to June, and he has no sense of security since he is relying on a business which can be bankrupt by inadequate rainfalls or abnormal climate changes."There is no way to return - the grassland is sealed off by the government and, anyway, I don' t have money to buy yaks and sheep," Zhaduo said.China' s policy makers have been urged to double their efforts to help the Sanjiangyuan emigrants adapt to the new life so the herdsmen who have no job skills do not have to be sacrificed by the massive ecological repair project.The government has earmarked 7.5 billion yuan (900 million US dollars) for the project.Li Xiaonan, deputy director of the Sanjiangyuan Ecological Preservation and Construction Office, said since efforts began to repair the wetland, it is now able to hold more water and the quality of the water has improved.The rising population, as well as overgrazing, have been blamed for the deteriorating ecosystem.Official statistics show that only 130,000 people lived in the prefectures of Guoluo and Yushu of the Sanjiangyuan region in 1949. However, the population grew five times over the past six decades.Li said the resettlement of 50,000 herdsmen is the key to improving the ecosystem, but the government will now have to find ways to provide more forms of aid, other than handing out quotas of free grain and cash subsidies to the resettled herdsmen.Additionally, the provincial government offers vocational training and has set aside funds to encourage small private businesses.Gongsangranjia is one of a few beneficiaries. He runs a Tibetan drug store near the town in the heart of Nangqian County, Yushu prefecture. Gongsangranjia and his family of ten moved out of the grassland 110 kilometers away from town some seven years ago.Since then, he sold two hundred yaks and sheep to build a spacious house and set up a drug store."The store income averages 300 to 400 yuan a day. The business is not bad," said Caiding, Gongsangranjia' s wife.Wang Hengsheng, a researcher with the Qinghai Academy of Social Sciences, said the resettlement program is not just "moving people out" but also helping them live a better life in a different environment."If they can not survive by themselves in the new environment, the Sanjiangyuan region won’t be able to achieve a long-term coordinated development of the ecosystem and the economy," Wang said.Ping Zhiqiang, an official with the provincial Development and Reform Commission of Qinghai, said the government should help resettled herdsman master a marketable trade and assist the region in developing a profitable sector. Only then can the improvement of the ecosystem be secured.

BEIJING, Aug. 28 (Xinhua) -- Chinese legislators on Saturday passed the People's Mediation Law on the final day of the bimonthly meeting of the Standing Committee of the National People's Congress (NPC), the top legislature.The law establishes the people's mediation committee as the legal organization to resolve everyday disputes, and sets down the procedure for formation of such an organization within community committees.The law stipulates that governments at county levels and above shall provide financial support for mediation work and shall honor and reward outstanding mediation committees and mediators.The law encourages people to settle disputes at the neighborhood-level, outside of courts and arbitration.To achieve that goal, the law streamlines the relation between mediation and other kinds of dispute resolution methods. It provides that courts at the grassroots level, as well as police offices, should inform parties involved in disputes about the possibility of solving such disputes through mediation.The law also spells out that agreements reached in the mediation procedure are legally binding and can be enforced by courts upon one party's request.Nonetheless, the law stipulates that mediation should be carried out in accordance with the parties' real intent. If one of the parties in dispute has explicitly refused to resolve the problem through mediation, the mediation should not be undertaken.In China, people traditionally regard going to court as a very serious action, so resolving disputes through mediation has become popular.China has more than 4.9 million mediators working in more than 800,000 mediation committees, according to the Ministry of Justice.These organizations handled more than 7.67 million disputes last year, with a 97.2-percent resolution rate, while only 1 percent went on to litigation.

BEIJING, Sept. 21 (Xinhua) -- The central parity rate of the yuan, China's currency Renminbi (RMB), jumped 113 basis points, or 0.17 percent, Tuesday to a new record high at 6.6997 per U.S. dollar, according to the data released by the China Foreign Exchange Trading System.Tuesday's yuan central parity against U.S. dollar beat the previous record of 6.7110 per U.S. dollar on Monday and extended the Chinese currency's gains to eight consecutive trading days.The yuan has picked up its strength against the U.S. dollars and seen increased volatility in the trading days since the People's Bank of China (PBOC), the central bank, announced on June 19 this year to increase exchange rate flexibility.Based on Tuesday's central parity, the Chinese currency has strengthened against the U.S. dollar by 1.87 percent from the rate of 6.8275 per U.S. dollar that was set a day before the PBOC's pledge to increase flexibility.On China's foreign exchange spot market, the yuan can rise or fall 0.5 percent from the central parity rate during trading each day.According to Tuesday's central parity rates, the yuan's value strengthened against all the currencies within its basket with lower rates.The PBOC released the yuan's central parity rates against a basket of currencies -- the U.S. dollar, the euro, the Japanese yen, the Hong Kong dollar, the British pound and the Malaysian Ringgit.The yuan's parity rate against the euro was set by the central bank at 8.7522 Tuesday, lower from 8.7595 Monday.The yuan's rate against 100 yen was 7.8204 Tuesday, compared with 7.8275 Monday.The Chinese currency soared 814 basis points against the British pound with the central parity rate being set at 10.42 from Monday's 10.5014.The central parity of RMB against the U.S. dollar is based on a weighted average of enquired prices from all market makers before the opening of the market in each business day.The central parity of RMB against the other five currencies is based on the central rate of RMB against the U.S. dollar of the same business day as well as the exchange rates of the five currencies against the U.S. dollar at 9 a.m. (0100 GMT) of the same business day in the international foreign exchange market.
