SAN DIEGO (KGTV) -- On Tuesday, county leaders, along with first responders and behavioral health experts, launched a new program named after a CAL Fire captain who died by suicide in 2017.The Fire Captain Ryan J. Mitchell First Responders Behavioral Health Support Program provides a confidential 24-7 helpline for any local first responder. The helpline is staffed by former and current first responders. The program also connects first responders to local behavioral health resources and substance abuse services.CAL Fire Captain Ryan Mitchell died by suicide on November 7, 2017, at the Interstate 8 Pine Valley bridge.“He loved the acts of fighting fires,” said his widow Denelle Mitchell, in an interview with ABC 10News in October 2019.She also spoke about the difficult days. “What comes with that is a lot of hard work, a lot of hours away from your home and your family and your friends,” she said.Ryan’s father, William Mitchell, became a fire chaplain after his son’s death. While he’s heartbroken his son is no longer with them, he is proud of the legacy he is leaving behind.“Heartbreak and pride are strange bedfellows,” William Mitchell said. “It's hard to process that sometimes. We were always and will continue to be very proud of our son.”Supervisor Nathan Fletcher introduced the policy to create and fund the program in September 2019. He told ABC 10News it cost roughly 0,000 to launch with subsequent costs as the program continues.Fletcher spoke about the trauma that first responders face on the job. “At a time where it feels like no one will sacrifice for anyone, we have a group of individuals who are willing to sacrifice their own safety. They’re willing to sacrifice their own life in an effort to protect us," he said.William Mitchell is one of three Advisory Committee members for the new program. He knows the need is there and encourages all first responders to utilize the new helpline.“The need hit our family like a storm that’s never going to relent,” he said.According to Blue H.E.L.P., 228 current and former law enforcement officers died by suicide in 2019, which is higher than the previous year. The Firefighter Behavioral Health Alliance said 82 firefighters, 24 EMS personnel, and one dispatcher have died by suicide so far this year. SAN DIEGO (KGTV) -- Police are searching for a suspect after two people were stabbed in the San Diego River Tuesday night. According to police, the stabbing happened on the 500 block of Morena Boulevard around 6:30 p.m. between Old Town and Linda Vista.After the stabbing, the suspect, only described as a man wearing a white shirt, fled the scene. Despite a police helicopter and officers on foot, the suspect managed to escape.Lt. Mike Ramsay said the two victims were hispanic men, ages 18 and 19. One was stabbed in the chest and the other in the stomach. They were taken to UCSD Medical Center in Hillcrest. Ramsay described their condition as "serious but stable."Police closed off Morena Boulevard near Interstate 8 as they searched for the suspect, creating heavy traffic in the area. 10News will continue to keep you updated as soon as we receive more information. 882

SAN DIEGO (KGTV) -- Police Wednesday released bodycam video following a deadly officer-involved shooting in Oak Park in late January. The graphic video opens with San Diego Police Chief David Nisleit explaining what led up to the shooting. According to Nisleit, officers spotted Toby Diller, 31, on the 2900 block of 54th Street with an open container of alcohol. RELATED: Officers, suspect identified in deadly Oak Park shootingNisleit says officers activated lights on their patrol car and tried to make contact with Diller, but he ran away. Video of the incident shows the officers, later identified as Benjamin Downing and Devion Johnson, running after Diller before catching up to him. At that point, Nisleit says Diller resisted arrest, grappling with police on the ground. "The officers gave him verbal commands to stop resisting, but he refused to cooperate,'' Lt. Matt Dobbs previously said. But trying to improve the home you live in can become a budget-busting nightmare.According to a new survey from the Freedom Debt Relief, 69 percent of homeowners plan to renovate within the next five years. But 60 percent of people surveyed say they can't afford needed upgrades.That's why 73 percent of the respondents plan to finance their renovation plans."People want to stay in their homes," says Michael Micheletti, the Communications Director for Freedom Debt Relief. "Once it becomes your house, it becomes your home. So, perhaps people are willing to take on more debt to stay in those communities and those school districts they've become accustomed to."Micheletti says most of the people who plan to renovation will spend either more than ,000 or between ,000 and ,000. With that much money at stake, it's important to know what projects are worth the cost."There's give and take" says Gregg Cantor, the CEO of construction company Murray Lampert. "You have to prioritize what's most important."According to the survey, the most popular upgrades are also the most expensive. New flooring topped the list at 59 percent, bathroom renovations were 53 percent, and new kitchens were 51 percent. After that, Landscaping (43%), Windows (31%), Fencing (28%), Roofing (27%) and Decks (26%) were the most popular.But Cantor says smaller, aesthetic-based upgrades can make your home more appealing to buyers.
