City of San Diego workers on the taxpayer dime were doubling the hours worked on their timecards and getting paid for it anyway. The revelation is part of a damaging new audit set to be released Friday. "Quite frankly, we're appalled," Johnnie Perkins, a city deputy chief operating officer, said in a press conference called Thursday. The audit found the a unit of 17 workers in a unit of public utilities department were working an average 3.6 hours per day, but putting eight hours on their timecards - and supervisors were approving them. The unit is charged with replacing faulty cement water meter covers and water meter boxes at homes and business across the city of San Diego. "We need to make sure that we're changing what our expectations are not just for those that are on the front line repairing our lids and boxes," Perkins said, "but for our midlevel and senior managers, what do we expect in terms of how they are going to be evaluated or held accountable for their performance, or in this case, lack thereof?"The investigation comes just months after City Auditor Eduardo Luna's department found that the public utilities department sent erroneously high water bills to nearly 3,000 San Diego families. Perkins said reforms are currently being installed. The announcement came one day after city public utilities director Vic Bianes announced his retirement, effective Thursday. Matt Vespi, an assistant director in the finance department, takes over on an interim basis.The city plans to have a permanent replacement by the end of the year.   In a statement, Mayor Kevin Faulconer said the public utilities department needs to earn back the trust of its customers."The Mayor has called for sweeping reforms that include looking into every aspect of the department’s operations and changing how things are done to better serve the public," he said. In the case of the inflated timecards, Perkins declined to say how much was lost, what the workers earned, and exactly how long it was going on. He promised taxpayers that despite the troubles, the water supply is safe, and that the city would get to the bottom of it. "We own this," he said. CVS Health is being sued for allegedly revealing the HIV status of 6,000 patients in Ohio.A federal lawsuit claims CVS mailed letters last year that showed the status of participants in the state's HIV drug assistance program through the envelopes' glassine window.The complaint, which was filed March 21 in federal court in Ohio, also names Fiserv, the company that CVS hired to mail the letters. On the envelopes used by Fiserv, the patients' HIV status could be seen through the clear window, just above their name and address, the documents states.The letters included the patients' new benefits cards and information about a mail prescription program.The companies are being sued by three unidentified plaintiffs, according to the complaint.The first plaintiff, only identified as John Doe One of Delaware County, Ohio, says he "feels that CVS has essentially handed a weapon to anyone who handled the envelope, giving them the opportunity to attack his identity or cause other harm to him."Another plaintiff identified as John Doe Two of Defiance County says he lives in a small town and fears the stigma stemming from the disclosure of his HIV status.He is also concerned that his "friends and family run the risk of being stigmatized just by being seen with him."The third plaintiff says he also lives in a small town in Gallia County, where "everyone knows everyone" and has experienced "significant distress as a result of this disclosure."He is scared to leave his home and has "experienced complications and health issues since this disclosure, up to and including just in the past several days."The plaintiffs are seeking a class-action suit and a jury trial.The attorneys claim that CVS failed to announce the breach of privacy data and did not contact all the patients whose status was revealed.In a statement to CNN, CVS Health said the envelope window was intended to show a reference code for the assistance program and not the recipient's health status."CVS Health places the highest priority on protecting the privacy of those we serve, and we take our responsibility to safeguard confidential information very seriously," the statement said."As soon as we learned of this incident, we immediately took steps to eliminate the reference code to the plan name in any future mailings."A representative for Fiserv told CNN the company does not comment on pending litigation.The Ohio Department of Public Health did not reply to a request for comment Saturday. 2483

City commissioners in Portland, Oregon, voted to cut nearly million from the Portland Police Bureau's budget in response to concerns about police brutality and racial injustice. The cuts approved Wednesday are part of a city budget passed by the commissioners with a 3-1 vote. The police budget had stood at about 0 million before the commission action. The money saved by eliminating the gun reduction violence team, school resource officers and transit officers will be redirected to social service programs.Portland is the latest city to cut police funding. Congress has passed the biggest investment in national parks in decades.The House voted Wednesday to approve the Great American Outdoors Act, a sweeping conservation and public lands bill, which President Donald Trump has pledged to sign into law. Over the next five years, it will put up to .5 billion towards a backlog in needed maintenance for roads, facilities and more.“So, the park service, instead of doing band-aid fixes, they will have reliable, consistent funding to start doing some of these priority repairs, to ensure that our park service sites are safe, accessible, and they'll be around for generations to come,” said Marcia Argust, Director of the Restore America’s Parks Project.Argust advocated for the Great American Outdoors Act. She says this is the perfect time to make the investment, because Americans are looking to get outdoors more during the COVID-19 pandemic.The parks service has found the legislation will create 100,000 additional jobs. That's on top of the boost to businesses in surrounding communities that rely on visitors.Plus, the recreation industry as a whole supports 5.2 million jobs.“So, those are really important to sustain now more than ever, so this legislation during these times makes a lot of sense,” said Argust.The bill does not call for using taxpayer dollars.
