SAN DIEGO (KGTV) -- Authorities are investigating after several people were injured following a chase involving Border Patrol agents in the South Bay Thursday night. According to California Highway Patrol, the crash happened on westbound 905 near Caliente Avenue just after 5 p.m. CHP says agents stopped a vehicle when the car hit a Border Patrol vehicle and a big rig. At this time, it’s unclear what sparked the incident. SAN DIEGO (KGTV) – At a press conference on Wednesday afternoon, San Diego Police Chief David Nisleit and San Diego Mayor Kevin Faulconer announced new policies on de-escalation and an officer's duty to intervene.Mayor Faulconer said the changes come three weeks after he called for a series of public meetings for feedback on community and police relations.“These policies are meant to protect the officer as much as the subject and prevent escalation whenever possible before force is used,” he told reporters.The first of SDPD'S two new stand-alone policies requires officers, when safe and reasonable, to use techniques that can resolve situations either through lower levels of force or no force at all.The second new stand-alone policy requires officers to step in if another officer is using unreasonable force and mandates that they report the incident to a supervisor.“Let me be clear. It's not as though the SDPD was operating without de-escalation tactics before but now the department has separate, expanded stand-alone policies that don't just suggest de-escalation, they require it,” added Mayor Faulconer.“It's an absolute. It's a mandate that if an officer sees an officer using force that is unreasonable for the obstacle that they're trying to overcome, that the officer must intervene,” said Chief Nisleit.Samantha Jenkins with the Community Advisory Board on Police Practices and NAACP San Diego told reporters, “This new level of built-in accountability will hopefully usher in a new culture of policing in San Diego.”“We thank God for everyone that's been a part of this. Community, keep speaking. We hear your voice,” added Bishop Dr. William Benson with the Total Deliverance Worship Center.Chief Nisleit said these changes are a step in the right direction but the department will continue to look at best practices across the nation and how officers can continue to best serve this city. 1921

SAN DIEGO (KGTV) -- Black history in San Diego goes back hundreds of years, but a unique aspect specific to the area is a historic building that no longer stands. At the intersection of Market and 2nd in downtown, there is a small plaque on the ground. This marker is all that’s left of the historic Hotel Douglas, a place founded in the Roaring 20s that became an icon for the area.George Ramsey founded Hotel Douglas in 1924 as a place for the black community. During this time, segregation was prevalent, and many hotels were whites-only. Ramsey created the hotel as a way to give a space and economic boost to black people.“He had the idea of creating a black hotel. When I say black hotel I mean a hotel run by black people, owned by black people, employing black people, serving black people,” said David Miller, a history professor who also works with the San Diego History Center.Miller said the hotel became a famous spot because of the nightclub inside that drew in many famous black performers, including Bessie Smith and Duke Ellington, who would stop on their way to shows in neighboring major cities.“San Diego was a stopover point so the club in the hotel became a center for black performers and in fact became dubbed the Harlem of the west,” said Miller.The hotel no longer stands, but the plaque marks the history it represents. Miller said this history, similar to other major black history days like Juneteenth, is important to know and understand to grow as a society.“It’s a chance to truth tell and to learn about not necessarily a moment in history but a moment in history that illustrates the ongoing nature of making freedom and navigating what freedom means now as free people,” he said.The San Diego History Center will reopen to the public July 4, 2020 after closures due to coronavirus. There are also resources available online to learn more about local history. The museum will also have an exhibit on Nathan Harrison, a legendary African American San Diego homesteader, in spring 2021. The display was delayed due to COVID-19. 2067

  

SAN DIEGO (KGTV) -- Awaken Church continues to hold indoors services, despite orders from San Diego County to close all indoor religious services due to COVID-19 restrictions.According to the San Diego County website, three of the Awaken Church locations have received cease and desist orders. The location at 7620 Balboa Ave. received a cease and desist order July 17, 2020; the Carlsbad location received one Nov. 16, 2020; and the Chula Vista location received one Nov. 19, 2020.RELATED: Churches pushing back against purple tier restrictionsIn addition, San Diego County put out a notice that anyone who went to the location at 7620 Balboa Ave. between Nov. 15 and Nov. 22 needs to quarantine for two weeks because of a community outbreak. The county said a community outbreak had occurred there, which is when there are three or more reported cases from different homes in the span of two weeks.An attendee at the San Marcus location said he feels comfortable attending in person and indoors.“I think it’s really about having individual choice and trusting people to have the intelligence to do the right thing, and this church has a wonderful uplifting message that I think is so positive and hopeful for people in a time where we find ourselves somewhat down,” said Brian.Brian said that the San Marcos facility is spacious so people are able to spread out, adding that the right to worship freely is in the constitution.RELATED: County asks Kearny Mesa church attendees to quarantine after COVID-19 outbreak“Try to preserve as much of our freedoms and liberties as we can. We’re all being responsible, we all have the intelligence to be responsible and yet at the same time, not give into the fear rhetoric, but to make confident positive decisions,” said Brian.The church’s website says people are not required to wear masks during the indoor services, rather it’s up to the person’s personal comfort levels. Also, the website asks attendees to refrain from posting pictures and videos of the services on social media.A video of church leaders posted on the website describes their decision to remain open for in person and indoor services.“We’ve made this decision not out of defiance but out of obedience to God,” two people said in a video on the website, adding that they plan to continue in person services.A county spokesperson said if a cease and desist order is ignored, the next step would be a closure order. After that, law enforcement is asked to get involved by giving citations with a thousand dollar fine for each violation; then the case goes to either the San Diego District Attorney or City Attorney. 2635

  

SAN DIEGO (KGTV) -- Caltrans maintenance crews closed the westbound Interstate 8 connector to northbound state Route 67 at 9 p.m. Thursday night, but lanes were reopened at 5 a.m. Friday morning. The closure took effect for guardrail repair, according to Caltrans.Signs were posted to direct motorists on westbound I-8 to exit at West Main Street and turn left to eastbound I-8 to SR-67.Motorists were reminded to be work zone alert and slow down when approaching Caltrans vehicles with amber flashing lights.Caltrans says Californians can expect more roadway improvement projects like this made possible by the recently passed Road Repair and Accountability Act of 2017, Senate Bill 1.  715
