(CNS) - An unattended kitchen stove was blamed for an apartment fire in El Cajon Tuesday evening that caused damage to six apartments and displaced at least 20 residents.Deputies responded to the 400 block of East Bradley Avenue, near Magnolia Avenue, about 7:25 p.m. and found a second story apartment fully engulfed in flames, according to Sgt. Patrick Fox of the San Diego County Sheriff's Department.The fire immediately threatened at least 10 apartments, all of which were evacuated, and an additional 10 apartments directly south of where the fire occurred were evacuated as a precaution, Fox said.Firefighters from the San Miguel, Santee and El Cajon fire departments were able to extinguish the flames and deputies learned no one was inside the apartment when the fire started, he said.The occupants of the apartment where the fire began were interviewed by authorities and it was determined the kitchen stove was left on and unattended, sparking the fire, Fox said.No injuries were reported, but one apartment was damaged by fire, one unit sustained water damage and four others sustained water and smoke damage, Fox said.Residents of the 10 apartments south of where the fire started were allowed to return home, but about 20 residents from the other 10 apartments remained evacuated due to the power in those units being turned off. (KGTV) - An El Cajon man says a new spinal procedure changed his life, but the Army veteran is now locked in a battle with his military health insurance plan which refuses to cover it.Ronald Maddern says he can't understand why TRICARE, his secondary insurance, would deny coverage of the procedure after his primary insurance, Medicare, agreed to cover 80 percent of the cost. Both insurance plans are run by the federal government."Makes me feel like a second-rate citizen after I served in the military for so many years," he said.The denial by TRICARE left him with a bill of ,756.Maddern had the Vertiflex procedure in 2017 to treat spinal stenosis, which had largely confined him to a wheelchair for 17 years. Maddern is now able to walk with help from a cane for balance."It was a drastic success," said the 71-year-old. "My quality of life now is very, very good."The procedure, developed by a Carlsbad company, was approved by the FDA in 2015. It has been performed thousands of times across the country, said Maddern's surgeon Dr. Michael Verdolin."It is extremely frustrating that one arm of the government says yes and the other portion, really the pinky, says no," he said.In a letter of denial, TRICARE argued Vertiflex is an "unproven procedure," despite its FDA approval."There have been 15,000 cases across the US. It's been cleared for use," Verdolin said. "There is no question to be asked about its efficacy."TRICARE did not immediately respond to requests for comment by 10News.Ronald Maddern's insurance case is now before an administrative law judge. Dunkin' is permanently closing about 800 locations throughout the country — about eight percent of its restaurants in the U.S.The company detailed the changes in its quarterly earnings report on Thursday.Dunkin' described the closures as "real estate portfolio rationalizations." DICKSON, Tenn. — Animal rescue officials said dogs found with signs of abuse and neglect belonged to the family of missing 5-year-old Joe Clyde Daniels.Two dogs were found left on a stranger’s property on Garners Creek Road last Sunday night, three days before Joe Clyde was reported missing by his parents.The Dickson County Humane Society and TCB Kennels Boarding & Rescue have been working to give the dogs proper care. “It was pretty sad,” said DCHS General Manager Vivienne Akhdary. “They were very skinny. They were covered in fleas and ticks and were very scared. The dogs were not well taken care of, and behavior shows definite signs of abuse.”“They just pulled over and dropped them off,” said TCB Kennels Boarding & Rescue Founder Trisha Davis.Davis has been taking care of the dogs because the animal shelter is full. The homeowner who found them first contacted her.“They’re actually still searching for the property where the dogs were dropped off,” added Davis.They said it was confirmed the dogs belonged to the Daniels family by relatives and neighbors.The homeowner lived nine miles away from the Daniels. More than a week later, the dogs, now named Joey and Clyde to honor the 5-year-old boy, have been doing better and hope to find a more permanent home soon. Davis said no one has claimed the dogs back. The body of Joe Clyde has not been found, but the search continued one week later.His father, Joseph Daniels, was charged with one count of criminal homicide after he confessed to allegedly beating his son to death and disposing of his body in a rural and remote location.His mother, Krystal Daniels, was later arrested for child neglect or endangerment after she admitted to being at the house when her son died and failed to report the abuse or alleged homicide despite multiple opportunities, according to court documents. Belle Daniels, Joe’s grandmother, told Scripps station WTVF in Nashville she does not know why her son would commit the alleged crime.Akhdary said she cannot help but feel uneasy of what could have gone on behind closed doors.“The parents did not take care of their kids. I don’t think they spent a lot of time taking good care of the dogs.”To help the shelter and donate to the dogs’ cause, visit the Humane Society of Dickson County online.WTVF stopped at the family's house this week, but they declined to do an interview. 2442
