NATIONAL CITY, Calif. (KGTV) - National City Treasurer Mitchel Beauchamp is facing multiple charges of animal cruelty Tuesday, including unlawfully trapping skunks and opossums.Court records obtained by 10News indicate the San Diego County District Attorney’s office believes Beauchamp maliciously and intentionally maimed, mutilated, tortured, wounded and killed an animal.Beauchamp told 10News he had a pest problem. He invited our crew into his yard to show us the humane trap he had been using. He also showed the crew where animals were moving from the canyon into his yard.According to County Animal Services, residents are allowed to relocate skunks and possums within a mile from their homes using a humane trap. Experts say the best way to keep pests out of your yard is to keep the area clean and don’t set out food. They recommend you hire a humane professional or learn to live with the animals.Beauchamp could be sentenced to up to one year in jail if convicted on all six counts.  1007

MINNEAPOLIS — Police say a man captured on surveillance video breaking windows at a south Minneapolis auto parts store in the days after George Floyd’s death is a Hell’s Angels member who was bent on stirring up social unrest.The man, seen in all black and carrying an umbrella, was dubbed “Umbrella Man” by many on social media.The video showed the man breaking windows at an Auto Zone near where Floyd died. Police say up until that point, the protests in the area had been peaceful.Soon after the windows were broken, the Auto Zone was set on fire — the first of several buildings in the area that were burned during riots. The fires caused an estimated 0 million in damage."Until the actions of the person your affiant has been calling 'Umbrella Man,' the protests had been relatively peaceful," police said in a search warrant affadvit, according to the Minneapolis Star Tribune. "The actions of this person created an atmosphere of hostility and tension. Your affiant believes that this individual's sole aim was to incite violence."The Star Tribune reports a Minneapolis police arson investigator wrote in a search warrant affidavit police identified the 32-year-old suspect through an emailed tip last week.A Minneapolis police spokesman tells The Associated Press the investigation is open and active. 1321

NATIONAL CITY, Calif. (KGTV) -- Thursday afternoon, police chased a suspect through San Diego County they say stole a vehicle from National City. During the pursuit, police used spikes, which shredded tires on the truck. After the truck came to a stop in Encanto, police could be seen shooting pepper balls into the truck. The suspect emerged from the vehicle a few moments later when a police K9 could be seen attacking the suspect before he was placed in handcuffs and taken into custody. Police say a Pit Bull was found in the back seat of the truck. At this time, authorities say it's unclear whether the dog belongs to the suspect or the person the truck was stolen from. 10News was live throughout the chase. MISSION BEACH, Calif. (KGTV) - After five years of delays and construction, the Plunge Pool in Mission Beach is scheduled to re-open on June 1."There was a lot of I's to dot and T's to cross with this thing, so we've taken our time," explains Belmont Park General Manager Steve Thomas. "We've invested the capital to make sure that things are where we want them to be. It feels good to be involved in a project like that."In addition to rebuilding the pool, the new Plunge will include a state of the art fitness center, run by Fit Athletic Club.The pool, which opened in 1925, closed in 2014 in dire need of repairs. That process didn't begin until January of 2017 because of issues with the Coastal Commission and other government entities.Throughout construction, people in Mission Beach have been wondering when it will reopen while reminiscing of their time spent in the old Plunge."Our kids, we used to bring them here when they were little," says Sharon Delgadillo. She and her husband Henry walk by the Plunge while they exercise in Mission Beach and have stopped frequently to check on its progress. "It will be awesome that another generation can enjoy this pool too.""It's a piece of our history," says Mission Beach Town Council President Matthew Gardner. He says the management from Belmont Park and the Fit Athletic Club has done an excellent job at providing updates to the council at their monthly meetings. He was thrilled to hear they have an opening date set for June 1st."You better believe I'll be first in line to get a membership for the pool," says Gardner.The Fit is already selling memberships to the Club, which will include pool access. A manager says they're offering a /month special through the end of March.Meanwhile, Belmont Park management says the pool will have its own membership that people can buy if they don't want the full athletic club experience. Those will be sold as monthly or daily passes. Belmont Park is still working out the price points for that.Business owners around Mission Beach and Belmont Park also feel the pool will be a catalyst for more economic growth in the area. Gardner owns a beach rental store next to the pool and says he's already seen an increase of customers who ask about the pool."I built my rental shop where it is because of how much effort they put into the pool," he says.Belmont Park officials say the unique mix of a large pool near the beach will bring in locals and tourists."It's going to be right up there next to Balboa Park and the San Diego Zoo," says Thomas of how popular he thinks the Plunge will be when it re-opens. NATIONAL CITY, Calif. (KGTV) -- An organization in the South Bay is using dance to educate others about the Filipino culture. PASACAT, which is based in National City, is a Philippine Performing Arts Company and educational center. Anamaria Cabato is the current executive director. For her, it is a family passion. Her parents founded the organization nearly 50 years ago. Over the years, she has had nearly a dozen family members involved in the dance troupe. “It brings me to tears,” Cabato told 10News. “This is a family in itself and to have your own members of your family [involved] is just icing on the cake.” Lupe Macario is Anamaria’s sister and the grandmother of a couple of the current dancers. “We’re just delighted that they take up and embrace the culture,” Macario said. Her granddaughter, Gabby Macario, is now performing the same dances she used to perform in the 1970s.Gabby Macario, like many of the young dancers in PASACAT, was born in the United States. She said learning traditional Filipino dances is something she loves. She’s been dancing since she was five-years-old. “It’s really fun because I like learning all the dances,” Gabby said. 10News asked what would tell others who have never seen this type of dancing.“I would first tell them to try to see what we do and introduce them to what we do,” the 10-year-old said. PASACAT has had its share of setbacks, including major damage to the studio during a storm in December. The storm damaged the roof, the floor, and ruined many traditional dance costumes. They continue to raise funds for the organization through a GoFundMe page. Still, Cabato said they persevere for a bigger cause. “There’s a lack of understanding and if we appreciate all cultures of the world because this opens the doors to other people, and to understand them. You find that there’s similarities and if you find those similarities, then there’s no reason to have differences,” Cabato said. 1954
