BEIJING, April 16 (Xinhua) -- China's top legislature will convene its bimonthly session from April 26-29 and review draft amendments to the State Secrets Law and the State Compensation Law.The decision was made Friday at a meeting of the Council of Chairmen of the National People's Congress Standing Committee, presided over by top legislator Wu Bangguo.The draft amendment to the State Secrets Law, which will undergo its third reading during the upcoming legislative meeting, aims to boost citizens' awareness of the importance of safeguarding state secrets.The draft amendment to the State Compensation Law, which will be submitted for its fourth reading, aims to better defend people's rights from being violated by the state. It is also hoped to cover the protection of detainees' rights following a series of deaths in the country's detention houses.The session will also deliberate, for the second time, on a draft law on protection of oil and natural gas pipelines, according to a statement issued by the council.The statement said a treaty on explosives left over from war and a Sino-Indonesian extradition treaty, both submitted by the State Council, or Cabinet, are expected to be ratified at the session.Lawmakers will also discuss Cabinet reports on protection of migrant workers' rights, the development of the cultural industry, strengthening road safety management, the implementation of a law protecting Taiwan compatriots' investment, as well as a motion regarding appointments and dismissals.At Friday's meeting, members of the Council of Chairmen expressed their condolences to victims of a deadly earthquake that hit Yushu Tibetan Autonomous Prefecture in northwest China's Qinghai Province early Wednesday.They also paid tribute to rescuers from the People's Liberation Army, armed police, among others at the forefront of quake relief.

NANNING, June 3 (Xinhua) -- The death toll from rain-triggered landslides and flooding in south China's Guangxi Zhuang Autonomous Region rose to 44 Thursday.Eight people were still missing, said a statement from the regional flood control and drought relief headquarters.In Rongxian County alone, the death toll climbed to 27 after four more bodies were recovered Thursday.In Cenxi County, 12 people were confirmed dead as of Wednesday night.Three deaths were reported in Tengxian County, Donglan County and Fangchenggang City.Rescuers search for trapped persons in Beigeng Township, Xincheng County, south China's Guangxi Zhuang Autonomous Region, June 3, 2010.Two primary school students, sisters aged 8 and 10, had been found drowned in Laibin City where flooding forced many schools to suspend classes.More than 600 residents in two villages in Laibin had been evacuated because of land subsidence Thursday. Four pits and cracks were reported near the villages, with the biggest having a diameter of more than 70 meters and depth of 20 meters.Increased water flow in underground rivers in wake of the torrential rains could have caused the subsidence, a Laibin municipal government official said.Heavy rains began pounding Guangxi Monday and triggered landslides early Wednesday.Across Guangxi, the rainstorms had battered 27 counties and 144,800 people had been evacuated by 4 p.m. Thursday, the regional civil affairs bureau said.In addition, 8,123 houses had collapsed and 161,830 hectares of crops had been damaged. CHICAGO, April 21 (Xinhua) -- The Chicago-based Boeing Company reported on Wednesday that its first-quarter net earnings were 519 million U.S. dollars, down 15 percent from 610 million dollars in the same quarter last year, citing the health care legislation charge.The aerospace and defense giant said in its first quarterly financial report that total revenues for the first three months were 15.22 billion dollars, down from 16.50 billion dollars in the prior year quarter while the earnings per share was down to 70 cents from 86 cents one year ago.Boeing indicated that the results for the quarter reflect solid performance across core businesses and a previously disclosed 20 cents charge per share on health care legislation, while the year- ago quarter results were reduced by 31 cents per share on a charge due to poor market conditions in commercial airplanes."With clear progress on the 787 and 747-8, solid financial performance and marked improvement in our customer outlook, we continue to draw on the positive momentum we saw at the end of 2009," said Jim McNerney, Boeing chairman, president and chief executive officer.Boeing's earnings guidance for 2010 is pegged at 3.50 dollars to 3.80 dollars per share, reduced from 3.70 to 4.00 per share due to the charge on health care legislation.
