SAN DIEGO (CNS) - San Diego County and the rest of Southern California will fall under sweeping new health restrictions Sunday evening due to the rapidly increasing number of hospitalizations from the coronavirus, state officials said.A state-mandated "regional stay-at-home" order goes into effect at 11:59 p.m. Sunday evening, triggered when intensive-care unit bed availability remained below 15% after Saturday's daily update, according to the California Department of Public Health.The 11-county Southern California region's available ICU capacity was 12.5% Saturday, a decrease from 13.1% the day before. The ICU capacity Sunday for the region was 10.3%. San Diego County had 19% of its ICU beds available as of Sunday.On Saturday, the county reported 30 new hospitalizations, bringing the total to 4,836. Four more patients were placed in intensive care, bringing the total to 1,065.The Southern California region consists of San Diego, Orange, Los Angeles, Riverside, Imperial, Inyo, Mono, San Bernardino, San Luis Obispo, Santa Barbara and Ventura counties.The stay-at-home order will be in place for three weeks and will bar gatherings of people from different households. Restaurants will be restricted to takeout and delivery service only. Hotels would be allowed to open "for critical infrastructure support only," while churches would be restricted to outdoor only services. SAN DIEGO (CNS) - San Diego Humane Society officials reached out to the public Monday for help in finding whoever abandoned a gravely malnourished dog in Pacific Beach last week.The dog, a 3-year-old shepherd mix, was abandoned near Campland on the Bay, off Pacific Beach Drive, on or around last Monday, according to the San Diego County Humane Society. A good Samaritan found the "severely emaciated" dog Tuesday afternoon by the Kendall-Frost Mission Bay Marsh Reserve, near Pacific Beach Drive and Olney Street.The good Samaritan immediately sought veterinary care for the dog, but it was euthanized because of failing organs, according to the humane society. Veterinarians determined the dog was in such a deteriorated state that he could not have made it by himself to the location he was found -- meaning he was abandoned there."This is absolutely heartbreaking and completely unnecessary," said Humane Law Enforcement Chief Bill Ganley. "The necropsy revealed socks, a washcloth and a stuffed animal inside this dog's stomach. San Diego Humane Society is here to help, and to learn this poor dog was left to die in this state just a few miles from our doorstep is unfathomable."Anyone who needs help caring for their animal can contact the San Diego Humane Society. SAN DIEGO (CNS) - Police today were investigating the death of a man found lying in the middle of a Rancho Bernardo road.Dispatchers received a call about 11:55 p.m. Thursday from a person who reported seeing a person down in the road near the intersection of Cresta Drive and Sonora Road, just south of Rancho Bernardo Road, San Diego police Sgt. Michael Stirk said.Firefighters responded to the area, found the man and pronounced the victim dead at the scene, Stirk said.Investigators were attempting to determine if the man was hit by a car or suffered a medical emergency, Stirk said.The San Diego County Medical Examiner's Office was called to the scene and will perform an autopsy to determine the cause of death.Anyone with information regarding the death was asked to call San Diego County Crime Stoppers at (888) 580-8477. 839
