SAN DIEGO (KGTV) -- A water main break flooded streets and cars in North Park Sunday morning. According to authorities, the break happened near University and Polk Avenue around 4 a.m. The water flowed down to Florida Drive and Pershing Drive where a driver got stuck in rising water, according to police. Police say the man is a doctor who was heading to work at the nearby Navy Medical Center and didn’t know how deep the water was. Crews on scene were able to get the man out of his car. He was uninjured. Crews were forced to shut down eight different valves to get the flow of water to stop. No homes or businesses were injured. 642

SAN DIEGO (KGTV) - Aldofo Otanez was diagnosed with schizophrenia when he was 17-years-old."When he's medicated correctly he's very funny, he's always very caring very caring person," said his brother Tomas. Aldofo has been in and out of treatment centers his whole life. Most recently, a hospital assigned him to a home in Spring Valley called Mi Casa Es Su Casa. "Right away we said, 'no, he's never been in a place like this,"' said Tomas. "People don't fit in there. They don't, they're crumbled up, there's about 3 or 4 people per room."Tomas was planning a trip to visit his brother on February 16th. When he called the facility, he says they told him Aldofo had been missing for two days. "It's disturbing," said Tomas. "I mean, it shouldn't happen, a simple phone call, 'your brother isn't here, it's been a day or two'. Give us a call..nothing."It's been more than two weeks now with no sign of Adolfo. "It's very sad, I'm taking it as calm as I can so I can think about what to do next." The family is passing out flyers and posting pictures to Instagram with hopes that someone knows where he is. "The family is pretty sad, I've got a lot of siblings and they're all very worried.""He has no money, no ID, no social security on him," said Tomas. "So he's just stranded out there somewhere."10News spoke to the manager of Mi Casa Es Su Casa who says he didn't call the family right away because he claims to have lost their contact info. He also says he didn't file a missing persons report because police would not let him. San Diego Police checked their records and said they never spoke to the facility that day. The family is holding a search party on March 3rd in the Starbucks parking lot at 8626 Jamacha Boulevard. SAN DIEGO (KGTV) — An Ohio man accused of pepper-spraying 11 San Diego Police officers during a demonstration last month has pleaded not guilty.Denzel Draughn, 28, pleaded not guilty on Wednesday to felony counts of unlawful use of tear gas against a peace officer and 11 felony counts of use of force against a peace officer.On Aug. 28, a group of demonstrators protesting the shooting of Jacob Blake in Kenosha, Wisc., marched through downtown San Diego.See Sky10 video of the demonstration below:Police say that as the group neared 9th and E Streets, a vehicle that was following the group failed to stop at red lights. After police stopped the driver, a crowd began to form near the car and officers who pulled the vehicle over.SDPD says that the group ignored demands to back up from the scene, prompting one officer to pull out pepper spray. Police say one person tried to knock the pepper spray out of the officer's hand, forcing the officer to discharge the spray.Several police officers then tried to arrest the person. As the officers were placing the person in custody, a pepper spray canister fell on the ground. Officers say Draughn picked up the canister and sprayed it twice, hitting 11 officers.SDPD says Draughn fled but was later found and arrested.If convicted, Draughn faces probation to 11 years in jail. SAN DIEGO (KGTV) - After thousands of Art Institute of California - San Diego students were let down by the institute they trusted, some faculty members are left wondering if they'll receive their final paychecks.Student worker Stefon Harris was waiting for a check on Friday that never came. “Just been checking and checking and checking and it never showed up, it never showed up. I only have in my account," said Harris. The for-profit college abruptly shut down on March 8. The school's operator, the for-profit Argosy University, shut down the campus after court documents alleged it misused millions of dollars in federal funds.“it was shell-shocking, you don’t plan for stuff like that," said Harris. On Monday Harris received a letter from the court-appointed receiver for Dream Center Education Holdings (DCEH), the parent company of the Art Institute. The letter says that given the financial circumstances funds have not been secured and pay is delayed. The letter goes on to say they are doing everything they can to expedite payment for funds owed. 1073
