SAN DIEGO (KGTV) -- San Diego Pride announced Thursday they will not allow law enforcement agencies to have a contingent in the Pride Parade or a booth at the Pride Festival as a show of support for the black LGBTQ community and until policing changes are made.San Diego Pride's statement comes amid a major push for police reform and defunding across the nation in the wake of the in-custody death of George Floyd in Minneapolis on Memorial Day.In a letter to San Diego Mayor Kevin Faulconer, Pride officials asked that he and the City of San Diego “stand with us in support of our Black LGBTQ and ally communities.”Pride San Diego Executive Director Fernando Lopez told 10News, “It can be traumatizing for folks to see people with guns and Tasers and batons march down a parade.”He added, “Now someone who’s black can’t take off their skin. A law enforcement officer can take off their uniform. They are a whole human being. If they want to take off their uniform and march with a peace flag or Latin X community … if the police chief wants to not wear his uniform next to me next year, I’d be happy to have him walk next to me next year.”Pride officials laid out a 4-step action plan which they hope the mayor and city will support:STEP 1: Law enforcement agencies will no longer have contingents in the San Diego Pride Parade or booths in our Pride Festival. This may be reassessed after the completion of Step 4.For Step 1, Pride officials added: "Everyone is still welcome to march, volunteer, and enjoy at Pride. San Diego Pride will continue to maintain our relationships with local, state, and federal law enforcement agencies to continue serving as a bridge to our community and ensure community safety remains our number one priority. Law enforcement agencies will oversee road closures and vital safety precautions in coordination with Pride’s leadership team."STEP 2: The City of San Diego will recognize the San Diego Pride Parade as a free speech event and no longer bill the organization for road closures and safety.“San Diego Pride will use these savings to enhance the safety of our event through other groups and tools. But rather than siphoning money out of the LGBTQ community, allow us to retain those funds and invest them in the black LGBTQ community directly,” Lopez said.STEP 3: The City of San Diego will immediately adopt the #8CantWait Campaign recommendations.Pride officials are asking that the remaining items in the #8CANTWAIT campaign: Ban chokeholds and strangleholds, require deescalation, duty to intervene, ban shooting at moving vehicles, and require all force be reported. The other three items that are part of the campaign -- require warning before shooting, exhaust all alternatives before shooting, and establish use of force continuum -- are policies in place in the City of San Diego, according to Campaign Zero.STEP 4: Support a phased approach to policy reform recommendations centering Black LGBTQ San Diegans.According to officials, “San Diego Pride will host a series of intentional conversations centering Black LGBTQ voices to identify tangible reform, accountability, and transparency goals for law enforcement agencies. Pride will also amplify other issues of diversity, equity, and inclusion in our region arising from these conversations. These phased conversations will include LGBTQ organization leaders, elected officials and community members. We will work as an organization and in coalition to realize these goals. SAN DIEGO (KGTV) - Saturday, Dec. 8 will be the tenth year since a tragedy in the heart of University City.Four people died in 2008 when an FA-18 military jet crashed into homes in the San Diego community west of Marine Corps Air Station Miramar.Rebecca Cosford was in her home and heard two loud noises. The first was the pilot blowing out the plane’s canopy and ejecting. The second sound was the crash.“One was popping, then a massive explosion that shook the whole house,” Cosford remembers.Cosford and her husband ran outside to see a “large column of smoke”.Teresa Rizzo not only heard it: she felt it. Someone yelled at her to stay back and told her a plane had crashed."I just thought, 'That was an airplane?’ That was an actual airplane that fell out of the sky and exploded around the corner from my house?"Marine pilot Dan Neubauer’s parachute landed a block west of the crash site after he ejected. He had been trying to reach MCAS Miramar on one engine, but his second engine failed. The FA-18 dropped like a stone.The four lives lost on the ground were Dong Yoon’s family."I believe my wife and two babies and my mother-in-law are in heaven with God," Yoon said after the crash.Neighbors had tried to help when disaster struck. Alain Blanc had a cell phone in one hand, 911 on the line. His other hand was holding a hose as firefighters arrived."There are moments we don't have time to be scared, you react! I heard this incredible bang, the earth shook, and I was outside. How I got there, don't ask me," said Blanc.Today, two new homes stand where the other two were destroyed. One thing is the same: the sound of roaring jets."Not that far but when they're close, when it's the same elements as it was that day: overcast, the middle of the day, cool temperatures and a plane flies really close by, my heart still races."Many neighbors told 10News they plan to attend a memorial which will be held Saturday morning at 11:30 a.m. at University Village Park. 1982

SAN DIEGO (KGTV) — San Diego Police say the man shot in an officer-involved shooting downtown last weekend has died from his injuries.Leonardo Hurtado Ibarra, 25, died of his injuries at the hospital on Monday just before 10:30 p.m., SDPD said Tuesday.On Saturday, two officers in the area of 1200 6th Avenue saw Ibarra leaving a building and recognized him from a recent wanted flier regarding a robbery, according to SDPD. Police say the officers attempted to stop and talk with Ibarra but he began to walk away.RELATED: SDPD release surveillance video, body cam footage from officer-involved shooting in Downtown San DiegoPolice say Ibarra dropped the items he was carrying and "reached into his waistband." He drew an object and pointed it at an officer, prompting both officers to fire their service weapons, police added."He produced a handgun and then pointed it at the officers," said SDPD Capt. Rich Freedman over the weekend. "For fear that they were going to be shot, the officers return fire."Ibarra was hit at least once. He was taken to a nearby hospital where he underwent surgery and was placed in the ICU with life-threatening injuries.A loaded revolver wrapped in a bandana was recovered at the scene, but police have not determined if Ibarra fired the weapon at officers.The two officers involved, identified as Jonathon Lucas and Tevar Zaki, were not injured. Both officers have been with SDPD for about four years, according to the department. Footage from a smart street light overhead and a nearby security camera were also released to the public.After SDPD's homicide unit completes its investigation, the case will be reviewed by the county District Attorney's Office to determine if the officers are subject to any criminal liability, according to police.If any policy violations are discovered, the Internal Affairs Unit will conduct an investigation.SDPD says the Shooting Review Board will evaluate the tactics used by the officers. The Community Review Board on Police Practices will also review the incident and give any recommendations.The Federal Bureau of Investigations and U.S. Attorney's Office will monitor the investigations, police added.San Diego Police could not comment further while the investigation is ongoing. 2507

SAN DIEGO (KGTV) -- San Diego will begin building its alternative to San Diego Gas & Electric, which it says could lower bills by about 5 percent. The City Council voted 7-2 Monday to begin creating what's called a Community Choice Aggregator -- an energy company that would help the city reach its goal of reaching 100 percent renewable energy by 2035. San Diego will begin approaching approaching other cities in this county, and Orange County, to create a region-wide provider. The idea is the more cities involved, the more negotiating power the city will have to buy energy to sell to residents. "Community Choice Aggregators can and will save money, but the people will bear the real consequences and reap the benefits of the decisions you're making are their children and grandchildren," John Atcheson, a Rancho Bernardo resident, told the council Monday. In a statement, Mayor Kevin Faulconer said this would give San Diegans a choice when it comes to how they get their power. "For decades San Diegans have only had one option on where they get their electricity," Faulconer said. "Community Choice will change that by injecting healthy competition into the marketplace, allowing customers to benefit from lower energy costs, and pick greener energy sources to power their home or business."The move is not without risks. Councilman Scott Sherman voted against the plan, noting the city's recent trouble with its existing utility, the water department. The department is undergoing major transformation after an audit found thousands were billed incorrectly. Plus, start-up costs could be as much as million, and residents would have to pay exit fees to SDG&E. A spokeswoman for SDG&E said it fully supports the city in creating the alternative.
