SAN DIEGO (CNS) - The Port of San Diego announced Monday a three-year pilot project to test the use of concrete tide pools as a shoreline stabilizing tool. The concrete company ECOncrete will analyze the efficacy of its concrete tide pools as a possible replacement for traditional shoreline-stabilizing tools like rock armoring. The concrete tide pools will also serve as ecosystems for aquatic animals and organisms that live in natural tide pools. The tide pools interlock like puzzle pieces and are made of low carbon concrete that, according to the company, is environmentally safe and tailored to the environment in which its placed. ECOncrete plans to install 72 of the concrete tide pools across three areas of Harbor Island's shoreline, according to the Port of San Diego. ``ECOncrete's Coastal Star tide pools have great potential to provide many benefits for San Diego Bay,'' said Port of San Diego Board Chair Garry Bonelli. ``The Port looks forward to seeing if they can provide shoreline stabilization, help guard against coastal flooding, and improve the ecology of our bay water.'' The project is the eighth approved in the Port of San Diego's Blue Economy Incubator, which is intended to streamline the process in which businesses can launch pilot projects for so-called blue technology. The port launched the incubator program in 2016 as a way to collaborate with businesses focused on restoring ecosystems, improving water quality and fisheries and monitoring the environment. ECOncrete plans to monitor the tide pools every six months to examine how they could replace current shoreline stabilizers in the San Diego Bay. The best-case scenario, according to the company, would be protecting the city from rising water levels due to climate change while also protecting and sustaining local marine life. ``We are eager to help protect the city's coastlines while increasing resilience and rejuvenating the marine ecosystem of the area,'' said ECOoncrete CEO Shimrit Perkol-Finkel. ``The newly developed Coastal Star tide pool in partnership with the Port of San Diego will help change the way our future coastlines look and function.'' 2162

SAN DIEGO (CNS) -- The San Diego Padres will face the Arizona Diamondbacks in their season opener at Petco Park Friday evening on an opening day unlike any other in their 52-season history. There will be no spectators present because of public health directives prohibiting public events and gatherings stemming from the coronavirus pandemic. Cardboard cutouts of players' family members and loved ones will be placed in the seats behind home plate. With the absence of fans all 30 MLB teams will use ambient background audio to create crowd sounds during the season. MLB is providing each team with an array of crowd sounds and a touchpad device that can be integrated into their ballpark sound system to help manage the playing of the sounds.RELATED: Cardboard Padres fans to fill Petco Park's stands during 2020 seasonThe crowd sounds will be audible to on-field personnel and during television and radio broadcasts. The crowd backgrounds and reactions provided to the teams are all derived from exclusive, original source audio recorded by developers of the MLB The Show video game at MLB regular season games. The audio was edited into sound cues used in MLB The Show 20, with a focus on authentically replicating crowd sound and behavior. Selected content was then further refined for real-time playback over ballpark audio systems and allows for about 75 different effects and reactions to be used during a game. The crowd sounds will work in conjunction with stadium announcers, walkup music and in-stadium video to replicate the in-game experience as closely as possible. The coronavirus pandemic prompted MLB to make several rule changes for the 2020 season, which has been shortened to 60 games per team, 102 less than usual.National League games will include the use of the designated hitter for the first time in an attempt to avoid pitchers being injured when they are batters or baserunners. The DH had been limited to American League games and interleague games when an American League team is the home team.RELATED: Local company to help fill silence during MLB seasonEach half-inning of a game going into extra innings will begin with a runner on second base in an attempt to reduce long games and the strain they place on pitchers.Teams may have up to 30 players on their active rosters for the first two weeks of the season, five more than usual. The active roster must be reduced to 28 players by Aug. 6 and 26 by Aug. 20. Teams will be permitted to have a three-player taxi squad on road trips, one of whom must be a catcher. Before the coronavirus outbreak, MLB adopted a rule requiring pitchers to face at least three batters before being relieved in an attempt to speed up the game.Major League Baseball has instituted a set of health and safety protocols intended to reduce the spread of the coronavirus. The protocols include calling for players, umpires and other on-field personnel "to practice physical distancing to the extent possible within the limitations of competition and the fundamentals of baseball;" strictly enforcing prohibitions against unsportsmanlike conduct to prevent unnecessary physical contact and support physical distancing between individuals on the playing field; requiring teams to provide expanded dugout and bullpen space; and having all non-playing personnel wear face coverings at all times in the dugout and bullpen.RELATED: Fan hoping to "share" view overlooking Petco Park during baseball seasonThe opener is Jayce Tingler's debut as Padres manager, replacing Andy Green, who was fired with eight games remaining last season when the Padres had a 69-85 record and were fourth in the five-team National League West. The Padres lost seven of their eight games under interim manager Rod Barajas to finish last in the division, 36 games behind the champion Los Angeles Dodgers.Tingler described his feelings as "excited, nervous, anxiety, I think all the feelings that naturally you should have and they're just good reminders to know that we're alive."Tingler spent last season as the major league player development field coordinator for the Texas Rangers.Right-hander Chris Paddack will be the Padres starting pitcher. He was 9-7 with a 3.33 ERA in 26 starts as a rookie last season and 1-0 with a 1.08 ERA in three starts against the Diamondbacks. The Padres will be the second team in 100 years to start a rookie or second-year pitcher on opening day in back-to-back seasons, according to the Elias Sports Bureau, the official statistician for MLB. The other was the 1966- 67 Kansas City Athletics with Hall of Famer Catfish Hunter in 1966 and Jim Nash in 1977.Left-hander Madison Bumgarner will start for Arizona in his debut with the Diamondbacks after pitching for the San Francisco Giants since 2009. Bumgarner was the Giants opening day pitcher last season against the Padres, allowing two runs and five hits in seven innings in a 2-0 loss. The 6:10 p.m. game will be telecast by Fox Sports San Diego. 4966

SAN DIEGO (CNS) - The San Diego Association of Governments and Caltrans will begin three nights of overnight closures of northbound Interstate 5 Tuesday night after completing overnight work along southbound I-5 ahead of schedule. Work crews will close northbound I-5 from state Route 52 to Genesee Avenue from 9:30 p.m. to 5 a.m. each night though Thursday, according to SANDAG. The closures are necessary to remove wooden structures that supported the recently completed construction of a trolley overpass at Voigt Drive Neither agency expected to begin closures of northbound I-5 until later this month or early July due to similar work on a trolley overpass spanning southbound I-5 at Nobel Drive, which began June 9. Those closures were expected to last until June 28 but concluded early last Tuesday morning. SANDAG expects to conduct additional closures of northbound I-5 June 23-27. The closures are part of the .17 billion Mid-Coast Trolley Blue Line Extension, which includes a planned 11-mile extension of trolley service by San Diego's Metropolitan Transit System from Santa Fe Depot in downtown San Diego to University City. The extension will add trolley stops in Mission Bay Park, UC San Diego and Westfield UTC. SANDAG is receiving .04 billion in funding from the Federal Transit Administration to complete the project. The extension and related projects are intended to reduce traffic congestion as the county's population increases. Construction on the extension began in 2016 and is scheduled to be completed in 2021. 1548

SAN DIEGO (CNS) - San Diego County health officials have reported 558 new COVID-19 cases and no new deaths, raising the region's totals to 19,929 cases and the death count remaining at 422.Of the 8,505 tests reported Saturday, 7% were positive new cases. The 14-day rolling average for positive tests is 6.1%. The target is less than 8%. The 7-day daily average of tests is 7,853.Of the total positive cases, 2,036 or 10.2% have been hospitalized and 535 or 2.7% of cases have been admitted to an intensive care unit. Two new community outbreaks, one in a healthcare setting and the other in a restaurant-bar, were reported Saturday, bringing the total over the past week to 18, more than double the trigger of seven or more in seven days. A community setting outbreak is defined as three or more COVID-19 cases in a setting and people from different households.More than 75% of the community outbreaks have been traced to restaurants and bars, and 45 community outbreaks remain active, tied to 137 cases of COVID-19 as of Wednesday's data.An additional 23 outbreaks have been traced to skilled nursing facilities and 27 to other nursing facilities.A record-high 578 cases, a 10% positive test rate and 12 deaths were reported Tuesday.A new daily high of 38 COVID-19 positive patients were hospitalized in Wednesday's data, and about 136 of every 100,000 San Diegans are testing positive for the illness, well above the state's criterion of 100 per 100,000. Total COVID-19 hospitalizations have inched up over the last several weeks, said Dr. Wilma Wooten, the county's public health officer."The pandemic is not over," Wooten reminded county residents last week. "The disease is still widespread in our community, as evidenced by the rising cases."Despite the numbers, some local leaders believe San Diego County should have the authority to open its businesses. County supervisors Kristin Gaspar and Jim Desmond and San Diego City Councilman Chris Cate sent a letter to Gov. Gavin Newsom Wednesday evening, asking the governor to rescind orders to shutter indoor business in multiple industries -- including bars, restaurants, museums, cardrooms, zoos and theaters."This statewide one-size-fits-all approach to closing entire business sectors is misguided as evidenced by the many sectors in San Diego forced to close their doors again despite not having contributed at all to the rise in our local cases. As such, we are requesting the review of our county's data to take place as soon as possible, thereby allowing San Diego businesses to reopen if appropriate," they wrote in the joint letter."It is time to give local control of this public health emergency to the elected leaders and clinical team closest to the people so that we can begin community specific healing based on local data. We are confident that San Diego County is well-positioned to serve as a model in this effort," the letter said. 2914
