SAN DIEGO (KGTV) — State officials responded earlier this week to a technical glitch that impacted as many as 300,000 COVID-19 test results being reported."We are committed to the medium and long term to address these foundational data issues so that we can approve our importance and our customer service," Gov. Gavin Newsom said earlier this week. Counties across the state felt the impact of the data inaccuracies. Local leaders use numbers and science to guide decision making. But are counties themselves having any issues with the numbers?In Kern County, public health officials were asked at the end of July if they're 100% sure no one is getting double-counted. The county says they have had to go back and subtract some people from the total number of cases when they realized they counted that person more than once, but stress that's rare.In San Diego and San Luis Obispo Counties, officials said they're confident in the daily numbers they are reporting to the public."I'm quite confident our numbers are accurate. Before we had web CMR and our tests are not all phoned through CalREDIE. Our test results are reported directly to the county," County Public Health Officer Wilma Wooten said. "The only issue which you already know about is the glitch with Quest which was going through the state and then coming to us so we are fairly confident our information is accurate."A spokesperson for San Luis Obispo County says they are confident in the number of positive cases reported:"We regularly run data queries on our positive case results to search for duplicates. SAN DIEGO (CNS) - Two U.S. Navy service members were sentenced in San Diego federal court Friday for their roles in an insurance fraud scheme that involved making false medical claims to a military insurance program in exchange for unearned benefits.Ronald Olmsted, 48, of Mobile, Alabama, and Anthony Coco, 43, of San Diego, are among 11 defendants indicted for allegedly filing false claims to the Traumatic Servicemembers Group Life Insurance Program. Prosecutors say the scheme defrauded the program of nearly million total.Olmsted was sentenced to four months in prison, followed by four months of home detention, which will be served as part of three years of supervised release. Coco received four months of home detention to be served as part of three years of probation.The U.S. Attorney's Office said the scheme was led by co-defendant Christopher Toups, 43, of Woodstock, Georgia, a former Chief Petty Officer construction mechanic who allegedly recruited Olmsted, Coco and other service members to create and file fraudulent claims to the Traumatic Servicemembers Group Life Insurance Program -- or TSGLI -- which compensates service members who suffer serious, debilitating injuries while on active duty.Prosecutors say Toups ran the scheme with assistance from U.S. Navy Commander Dr. Michael Villarroel, the medical doctor for the unit where Toups worked, and Kelene Meyer, a former Navy nurse who Toups was married to during the time of the offenses.Olmsted claimed that he was injured in a 2011 rappelling accident and fell down a flight of stairs in 2012, which left him unable to care for himself or do basic tasks. He received 5,000 from the TSGLI, and prosecutors say he sent ,000 to Toups.Coco alleged he reported on medical forms that he broke both ankles in a fall that left him confined to a wheelchair. SAN DIEGO (KGTV) - A City Heights elementary school was placed on lockdown Wednesday morning following reports of gunfire in the area.San Diego Police responded to the call of shots fired near Colina del Sol Park at 5319 Orange Avenue just after 9:30 a.m. Wednesday.Fay Elementary - located across the street from the park - was placed on a precautionary lockdown, according to police. The lockdown was lifted within an hour.Two individuals were detained following the reports, but police did not confirm whether they were associated with the shooting. Police did say they are searching for one more individual.Police recovered shell casings at the scene, but would not say how many were recovered. No injuries have been reported.SDPD officers were on the scene Wednesday afternoon investigating.  840

SAN DIEGO (KGTV) - A handful of parents attended a meeting with San Diego Unified School District officials, after lead was found in drinking water at Garfield Elementary.Parents were notified of the discovery last week when the school made calls and sent letters.“It seems like the infrastructure is kind of old and replacing that stuff seems to get longer and further down on the back of the list,” said parent Jared Stodelle.Tuesday, a doctor and an SDUSD representative answered parents questions at the elementary school. They broke down the water sampling reports and gave parents tips and advice about lead exposure.52 water fixtures on campus were tested. Three were above the district action level of 5 parts per billion (ppb), while one was above the federal action level of 15 ppb. According to the district, the fixture above the federal action level tested at 17.28 ppb, but had been out of service for an entire year. They say no students had any access to that specific fountain.“Now that it's been brought up to me, I'm going to look into it a little more and that's why I was trying to understand what the levels were and what they actually meant,” said parent James Smith after attending the informational meeting.As soon as the results came back, the fountains were secured and taped off, parents were notified, and an informational parent meeting was scheduled.According to SDUSD Facilities Communications Supervisor, Samer Naji, the district now has three options on what to do next: either repair or uninstall the fixture completely, put in a lead certified water filter, or install new plumbing.In the meantime, children will be given bottled water.Parents who spoke to 10News say they were happy with the way the school and district notified them and took immediate action.“We give them credit because if you see a problem, you take care of it,” said Stodelle. “You don't want to hide it from anybody especially the students and parents.”At the meeting, the doctor told parents concerned about the potential lead exposure to schedule an appointment with their child’s physician to request a blood screening for lead.
